3 INTRODUCTION Section 1 Subsection N/A purpose of the Emergency Response Manual and explains the guidelines for the chain of command onboard the installation. This section also includes a chart illustrating the installations organization and routine command structure.
4 EMERGENCY NOTIFICATION Section 2 Subsection N/A process where the governmental authorities must be notified in the event of an emergency situation onboard the installation. Transocean contact numbers are listed for the installation s quick reference. Emergency response center locations, all contact numbers for personnel that must be notified, alternates for each position, and contact numbers for governmental agencies are described in this section. This section also describes checklists for contact information for support vessels and helicopter support for the installation.
5 GOM ERM - MEDICAL EMERGENCY RESPONSE PLAN Section 3 Subsection N/A response plan for the installation, including all shore-based support contact numbers, a flowchart for all medical support personnel, contact numbers for emergency services and transportation and alternates, as well as contact information for physicians and treatment centers. The section also describes the responsibilities for the operator, company management personnel, and installation medical personnel.
6 ALARMS Section 4 Subsection N/A NON-CONFIDENTIAL SUMMARY OF INFORMATION: This section describes and details the type of alarms required in different emergency situations.
7 MAN OVERBOARD Section 5 Subsection N/A response procedures, the assets to be utilized, and the positional roles and responsibilities for this type of emergency situation onboard the installation. This section also describes training and drill frequency requirements.
8 GULF OF MEXICO (GOM) OFFSHORE EMERGENCY RESPONSE MANUALS Section 06: HURRICANE EVACUATION PLAN (HEP) ADVERSE / EXTREME / IMPENDING WEATHER response procedures, the assets to be utilized, and the positional roles and responsibilities for this type of emergency situation onboard the installation. The Hurricane Evacuation Plan is unique to each installation. All weather services contacts and checklists are located in this section. This section also describes calculation tools and checklists for preparation for the situation.
9 WELL CONTROL / SHALLOW GAS BLOWOUT Section 7 Subsection N/A response procedures, the assets to be utilized, and the positional roles and responsibilities for this type of emergency situation onboard the installation. This section also describes the governmental agencies to be contacted and all shore-based support functions. All responsibilities for installation, as well as operator personnel are outlined.
10 SHIPBOARD OIL POLLUTION EMERGENCY PLAN DEEPWATER PATHFINDER response procedure, associated positional responsibilities and shore-based and governmental contact information for reporting.
11 HYDROGEN SULFIDE Section 9 Subsection N/A response procedures, the assets to be utilized, and the positional roles and responsibilities for this type of emergency situation onboard the installation. This section also describes the levels of detection settings and concentration level charts.
