6 INTRODUCTION (1) URBAN PUBLIC TRANSPORT SYSTEMS (UPTS) MOVE MILLIONS OF PASSENGERS DAILY INHERENTLY OPEN ENVIRONMENT SPACES DESIGNED TO MOVE HIGH VOLUME OF PEOPLE QUICKLY SECURE UPTS IS COMPLICATED BY THEIR NEED TO BE PRACTICAL AND EFFICIENT IN MANAGING THE FLOW OF PASSENGERS IT IS NECESSARY TO BALANCE PROPER SECURITY AND ACCEPTABLE RESPECT OF CIVIL RIGHTS RECENT TERRORIST ATTACKS SHOW HOW FRAGILE AND VULNERABLE UPTS REMAIN IN THE FUTURE THE CONSEQUENCES COULD BE WORSE IF MORE POWERFUL DEVICES OR CBRN SUBSTANCES WERE DEPLOYED 6

27 CONSIDERATIONS (1) The risk analysis process is a key element in order to reduce risks that may affect the service as well as control their effects. The characteristics of the environment and its activities make it especially difficult to assess those risks and implement corrective measures, thus it requires a special treatment. Actions put forward by Operators and the Authorities must be coordinated National, Regional and Local Administrations must show a clear commitment 27

28 CONSIDERATIONS (2) Metro networks are faced every day with different types of criminality: thefts, assaults, acts of vandalism, graffiti... Which affect the quality of service given by operators. Architectural and constructive aspects, security presence, training, implementation of new technologies..., contribute to enhance the feeling of security New developments in security technologies must take place within a collaborative framework, in order to meet the operators needs and give adapted and integral solutions. 28

29 CONSIDERATIONS (3) Training and the implementation of new technologies in crisis management are a key element in order to gain effectiveness in being prepared for and responding to emergencies. R&D Projects such as those supported by the EU Commission regarding infrastructure design and vulnerability assessment constitute an important contribution to mitigate the impact of eventual attacks in metropolitan railway networks 29
