BSR E x, Additional Message Sets for ANSI E1.20 (RDM) Part 2, IPv4 & DNS Configuration Messages. This draft standard is part 2 of the E1.37 project. It provides additional get/set parameter messages (PIDs) for use with the ANSI E1.20 Remote Device Management protocol. Messages in this document are intended for configuring network interfaces and Domain Name System settings on devices with an IPv4 address. The last day to comment is October 1. BSR E x, Transport of IEEE 802 data frames over ANSI E1.11 (DMX512-A). This new standard defines a minimal method to transport IEEE 802 data frames over ANSI E1.11 physical links using an Alternate START Code. The primary motivation is to allow communication of 802 data to luminaires over an ANSI E1.11 DMX512-A datalink for data transmission from those luminaires using Visible Light Communication, IEEE However, this standard may be used to transport any 802 data for any purpose. The last day to comment is October 1. BSR E x, Standard for Lens Quality Measurements for Pattern Projecting Luminaires Intended for Entertainment Use. E1.35 describes a method for measuring stage and studio luminaire lens quality with particular emphasis on contrast and perceived image quality (sharpness). It also offers a way for Volume 16, Number 18 Page 1

2 presenting these results on a datasheet in a format that is readily understood by a typical end-user. The procedure specified in this draft is slightly different and more accurate than the procedure specified in the published 2007 edition. The last day to comment is October 8. BSR E x, Entertainment Technology -- (RDMnet) -- Message Transport and Device Management of ANSI E1.20 (RDM) over IP Networks. This draft standard describes a method of implementing ANSI E1.20 Remote Device Management messaging over an IPv4 network. The primary anticipated use of the standard would be to complement ANSI E1.31 on an IPv4 entertainment lighting control network. This project was originally described as offering extensions to E1.31, but its messages work alongside E1.31 in the same network environment. The last day to comment is October 8. BSR E x, Entertainment Technology Safety Standard for Orchestra Pit Lifts. E1.42 is being written to address the lack of a national standard in North America for orchestra pit and forestage lifts and to help establish minimum safety requirements and inspection procedures. The scope is limited to safety and to orchestra or forestage lifts that are installed as a part of the building and that are not custom-built for a single theatrical production. Proposed date of adoption: 8 May 2012 Proposed date of entry into force: 25 May 2012 Full text: Singapore Notification SGP/14 Date issued: 21 September 2012 Agency responsible: National Environment Agency (NEA) National inquiry point: Standards, Productivity and Innovation Board (SPRING) Singapore Products covered: All Off-road diesel engines (ORDE) Title: The Environmental Protection and Management (Off-Road Diesel Engine Emissions) Regulations 2012 Description of content: The above regulations will be added to implement mandatory emission standards for off-road diesel engines imported for use into Singapore from 1 July ORDEs are any equipment or machinery that is equipped with diesel engines as the main or auxiliary prime mover. Diesel engines used in ships, railway, locomotives and aircrafts do not fall under this definition as well as diesel engines used in vehicles that are registered with the Land Transport Authority for on-road use. Examples of ORDEs include: (a) Industrial drilling rigs, compressors; (b) Construction equipment including wheel loaders, bulldozers, crawler tractors, crawler loaders, truck-type loaders, off-highway trucks, hydraulic excavators, aerial lifts; (c) Road construction equipment including wheeled paver, motor graders, road rollers and asphalt finishers; (d) Road maintenance equipment including vacuum or mechanical road sweepers; (e) Rotary tillers; (f) Self-propelled vehicles powered by diesel engines (including tractors); (g) Material handling equipment including forklift trucks, container handling forklift, reachstackers; (h) Cranes, including mobile cranes, gantry cranes and tower cranes; (i) Generators including standby generators; and (j) All auxiliary diesel engines. All ORDEs imported for use in Singapore with effect from 1 July 2012 must comply with either the US Tier II, EU Stage II or Japan Tier I emission standards. All importers of ORDEs from 1 July 2012 must show proof (in the form of a test report) to the National Environment Agency that the imported ORDEs conform with the emission standards if the ORDEs are to be used in Singapore. It will be an offence to use an ORDE imported after 1 July 2012 that does not comply with the emission standards. Objective and rationale: Objective: For the purposes of environmental protection and conservation. Rationale: PM2.5 (particulate matter below 2.5 micron) is a pollutant of concern in Singapore. Ambient PM2.5 levels in 2011 are above the WHO guidelines for PM2.5. ORDEs are contributors to ambient PM2.5. Ambient PM2.5 levels will reduce by having mandatory emission standards for ORDEs. 4 protection against: - Electric shocks; - thermal effects; - overcurrents; - fault currents; and - voltage disturbances. The text covers electrical installations found in: - public and private industrial, commercial and residential premises, regardless of their use, operating at any voltage level, including those used for electrical equipment connected by users. Installations in buildings used by supply companies, such as office buildings, warehouses, car parks, mechanical workshops and buildings used for leisure purposes; - caravans, leisure vehicles, floating structures, fairs, circuses and exhibitions, parking areas, workshops, meeting areas, health establishments, agricultural buildings, marinas and wharves; - installations situated outside buildings; - fixed wiring for telecommunications, signalling, control and the like (excluding the internal wiring of apparatus); and - the extension or modification of installations and the parts of existing installations affected by such extensions or modification. Electrical equipment is dealt with only in so far as its selection and application in the installation is concerned. The notified text covers the technical requirements applicable to electrical installations used in national territory. 7 Due 31 October 2012 BS 8210, Guide to facilities maintenance management This British Standard gives guidance on the maintenance management of facilities by outlining a process approach to facilities maintenance management at the strategic and tactical levels, with links to operational activities; assisting organizations and individuals to formulate strategy and policies for facilities maintenance management; assisting those responsible for ensuring that facility assets continue to perform as intended, retaining their asset value at minimum cost; highlighting the importance of regular and planned maintenance as a value adding activity; and highlighting relevant areas of importance with regard to occupational health and safety and information management. This British Standard's application is wider than buildings alone and extends to other structures and forms of construction to accommodate diverse needs. The standard does not give guidance on the procurement of services for maintenance; how to carry out different types of maintenance; any improvements, additions or alterations to a facility that would make it suitable for a purpose other than that for which it was designed; or cleaning facilities. EN 16426, Simple Query Interface This document presents an Application Programmer Interface (API) for querying learning object repositories. The core is an abstract API; bindings to web services, Java and PHP have also been developed. Since one major design objective is to keep the specification simple and easy to implement, the interface is labelled Simple Query Interface (SQI). The guidance given applies exclusively to purposebuilt constructions, equipment and components. It is intended for those who work in and with the construction industry, particularly designers and those managing design. Where general management principles are given, they may be adapted to suit any size of design organization or construction project. The guidance given is applicable to management of design activities throughout the life-cycle of a construction project and extends in principle but not detail to consideration of the facilities management function. BS 13500, Code of practice for delivering effective governance This British Standard gives recommendations and guidance for the effective delivery of governance. It is applicable to all organizations and is intended to promote a framework for effective governance that encompasses system, control, direction, and accountability.
