4 Purpose and Scope This document prescribes the requirements for the Blow Ice Detection and Advanced Warning System (BIDAWS) that is to be implemented on Trunk Highway (TH) 12 in Minnesota Department of Transportation s (MnDOT) District 8 near Cokato, Minnesota. Document Purpose This Requirements document for the BIDAWS describes what the system is to do, how well it is to perform, and under what conditions. This document does not define how the system is to be built. This document sets the technical scope of the system to be built and serves as the basis for verifying the system. Project Scope TH 12 between Dassel-Cokato High School and Cokato has a history of snow and sleet blowing across the road, freezing, and creating icy conditions. These conditions, referred to as blow ice, can develop in this relatively short section of TH 12 even when the rest of the highway may be clear and dry. Not only does this condition violate drivers expectations, increasing the risk of crashes and injuries, it also prevents MnDOT from attaining their goal of clear roadways during the winter months. The goal of this project is to design, construct, and evaluate a BIDAWS using commercial off-theshelf (COTS) components. The COTS components should be non-experimental, designed for the roadside environment, cost effective, and use standard software. The system will provide real-time detection, processing, communications, and display a warning so that drivers and MnDOT maintenance personnel are aware of the icy conditions that exist on this section of roadway. The roadside warnings may be provided using standard flashing beacons in association with a warning sign containing appropriate wording. Custom/specialty signage may also be considered. Notification to MnDOT maintenance personnel will allow appropriate corrective action when the conditions exist. Requirements 2 SRF Consulting Group, Inc.

5 Requirements Functional Requirements 1. The following requirements pertain to what the system shall do: 1.1. The system shall detect varying pavement conditions particularity ice and snow The system shall provide a clear message to drivers to alert them to icy roadway conditions The system shall operate between an ambient temperature of -34 C and 74 C The system shall conform to NEMA TS environmental requirements. Performance Requirements 2. The following requirements establish how well the system should perform: 2.1. The system shall have power any time that the commercial source is available The system shall process and communicate data during icy and non-icy conditions The system shall operate and accurately detect icy conditions when any of the system s sensors has ice on it The alerts produced by the system shall be sent as soon as icy conditions develop The power source shall produce an output that is greater than the draw required by the sum of the system s components The CCTV shall be capable of transmitting a minimum of one frame per second video The system status shall update every minute and be available to be polled. Data Requirements 3. The following requirements pertain to data elements and definitions of the system: 3.1. The system shall not require custom software Each system component shall produce data that is compatible with other associated system components Each system component shall use standard communications protocols, such as RS-232, RS- 485, or Ethernet. 6 Non-Functional Requirements 4. The following requirements address issues such as safety, standards, reliability, and environmental impacts: 4.1. With the exception of the space required to house the system and the energy to power the system, the system shall not produce any environmental impacts During normal operation, the system shall not require personnel attention The system shall be contained within cabinets, conduit, and other housing such that the risk of electrical shock follows National Electrical Code requirements and MnDOT specifications for construction The hardware used in the system shall be crashworthy, shielded, or outside the clear zone Warning signage shall follow the standards in the Minnesota Manual on Uniform Traffic Control Devices (MN MUTCD) or adapt special signage based on an existing MN MUTCD sign layout. Sign supports shall be in accordance with MnDOT standard structural details for Type C & D Signs The system components shall be commercial off-the-shelf products The roadside warning shall be provided using flashing beacons, blank-out signs, or a combination of both. Enabling Requirements 5. The following requirements address issues such as production, testing, training, support, deployment, and disposal: 5.1. The system shall be able to be tested and field adjusted by MnDOT OEC Electrical Technicians In the event of system failure, MnDOT maintenance or ESS personnel shall be able to maintain and troubleshoot the system In the event that the system has exceeded its design/useful life or needs to be upgraded, MnDOT District 8 personnel shall dispose of the system or provide an upgrade. Constraints 6. The following list identifies constraints of the system: 6.1. The physical space occupied by the system shall be constrained to the roadside right-of-way The system will be constrained by the budget designated for the project. 7 Verification Methods Proposed System and Potential Alternatives Each of the requirements listed in the previous section will be verified using at least one of the following methods: the system can demonstrate a requirement without external test equipment Testing the requirement is verified using some external piece of test equipment Analysis the requirement is met indirectly through a logical conclusion or mathematical analysis of a result the requirement is verified through a visual comparison Table 2 identifies which verification method(s) will be used for each requirement. 9 Traceability Matrix This section links the requirements outlined in this document to the higher level goals of the BIDAWS via derived system objectives. Goals As mentioned in the Concept of Operations, the two primary goals of the proposed system are as follows: Reduce roadway departure and head-on collision crash types. Improve maintenance response time and efficiency. Objectives The system objectives derived from the aforementioned goals are listed below: Objective 1 The system shall clearly and accurately warn drivers of ice on the road. Objective 2 The system shall operate with high reliability. Objective 3 The system shall be operable and maintainable by MnDOT. Objective 4 The system shall provide wireless alerts and internet-based remote monitoring for MnDOT. Objective 5 The system shall have a minimal impact on its environment. Table 5 links each requirement to the system objective that it is intended to aid in fulfilling. Table 2.
