1 Korea Communications Commission Notification In accordance with the Radio Waves Act Chapter 58 Article 8(3), the document below is a guideline for all broadcasting and telecommunications equipment under the Chapter 2 of the Annex 2B of the Free Trade Agreement between the Republic of Korea and the European Union. 30 th June, 2011 Korea Communications Commission 1. Scope A. Republic of Korea Broadcasting and telecommunication equipment subject to Radio Waves Act Article 58(2) paragraph 1, 3, and 4, describing Electromagnetic compatibility or electric safety. B. European Union Devices subject to European Directives as described in Free Trade Agreement Chapter 2 Annex 2B-1, article 1(a). 2. Application Standard A. The European Union suppliers seeking to supply telecommunication equipment as described by 1-A shall apply with the following technical standards. 1) General standard a. Notification on the Conformity Assessment of Telecommunication Equipment (Radio Research Agency notification no , 8/Jun/2011) 2) Electromagnetic conformity standards a. Technical Requirements for Electromagnetic Interference (RRA notification no , 19/JAN/2011) b. Technical Requirements for Electromagnetic Susceptibility (RRA notification no , 19/JAN/2011) c. Test Methods for Electromagnetic Interference (RRA public announcement no , 24/DEC/2010) d. Test Methods for Electromagnetic Susceptibility (RRA public announcement no , 24/DEC/2010)

2 3) Electrical safety standards a. Technical standards of electrical safety standards of broadcasting and telecommunications equipment (RRA notification no , 28/FEB/2011) b. Testing Procedures of electrical safety standards of broadcasting and telecommunications equipment (RRA notification no , 28/FEB/2011) B. The Korean suppliers seeking to supply telecommunication equipment as described by 1-B shall apply harmonized standards as technical criteria for electromagnetic conformity and electrical safety. 3. Conformity Evaluation Procedures A. The European Manufactures seeking to supply broadcasting and telecommunications equipment of 1-A to Korea shall designate a domestic legal representative. The legal representative bears the responsibilities of overall respects concerning conformity recognition and registration and post management. 1) Application of EMC and Electrical safety standards a. Equipment under the Notification on the Conformity Assessment of Telecommunication Equipment Annex 2 and Annex 3 must be in accordance with the Radio Waves Act Article 58 Paragraph2 Section No.3 and the Enforcement Decree Article 77 Paragraph 3. For telecommunications equipment under Annex 2, the following listed papers may be submitted in accordance with the Notification Article 8 Paragraph 1 Section No.2. 1 Attachment 1 Supplier s Declaration of Conformity 2 Test report issued by laboratories in Europe, as notified by European Union, pursuant to FTA Annex 2B Article 3 Section User s manual: Complete overview of the product, its specification, components, and handling methods must be entailed in accordance with the Notification on the Conformity Assessment of Telecommunication Equipment Annex 4. b. European Manufactures must submit the following applications after the submission of applications under 3-A-1)-a-1. 1 Attachment 1 of the Supplier s Declaration of Conformity

3 2 Applications of the testing agency s report in accordance with 3-A-1)- a-2. 3 User s manual: Complete overview of the product, its specification, components, and handling methods must be entailed in accordance with Notification on the Conformity Assessment of Telecommunication Equipment Attachment 4. 4Attachment 4, entailing the information of the legal representative, of Notification on the Conformity Assessment of Telecommunication Equipment Article 27. 5Photo of Visual Appearance: Photographs must contain front and rear visual appearances of the product including any additional compartments which allow connection with other devices and the visibility the electromagnetic compatibility markings. 6Component Diagram or Picture: A visible picture containing compartments serial number and speculations. 7Electric Circuit diagram, component diagram, overview of the complete product, function overview must also be submitted for all existing derivation models. 8Any changes of the product regarding applications above, 1 through 8, must be declared under the Notification on the Conformity Assessment of Telecommunication Equipment Article and prepare papers proving the change in accordance with Notification on the Conformity Assessment of Telecommunication Equipment Article 10 Paragrapgh1 Section No.8. 2) Additional Applications of Radio Waves Act Article 58 Paragraph 2 Section No.1 for appliances other EMC and Electrical Safety Standards a. All equipment under Annex 1 of the Notification on the Conformity Assessment of Telecommunication shall align with the Radio Waves Act Article 58 Paragraph 2 Section No. 2 and its Enforcement Decree Article 77 Paragraph 3 with the exception of electromagnetic compatibility and electrical safety standard testing

4 results which will fall under 3-A-1)-a-1 and are exempted from Notification on the Conformity Assessment of Telecommunication Equipment Article 6. b. All equipment under Annex 2 and 3 of the Notification on the Conformity Assessment of Telecommunication shall align with the Radio Waves Act Article 58 Paragraph 2 Section No. 3 and its Enforcement Decree Article 77 Paragraph 3 with the exception of telecommunications equipment under Annex 2 which are subject to electromagnetic compatibility and electrical safety standard testing standards under 3-A-1)-a-1 and 3-A-1)-a-2. B. All Korean manufacturers supplying telecommunications equipment 1-B to the European Union shall align with the FTA Chapter2 Annex 2B Article 3-b-(a). 4. Electromagnetic Compatibility Markings A. European equipment which has received the Electromagnetic Compatibility evaluations in Korea is subject to markings of the Notification on the Conformity Assessment of Telecommunication Notification on the Conformity Assessment of Telecommunication Attachment 5. B. Korean suppliers which have declared the Supplier s Declaration of Conformity in the European Union must have the electromagnetic compatibility markings in accordance with the European Union standards. 5. Supplementary A. Conformity with other laws and regulations Unless specifically stated otherwise in the Korea Communications Commission Notification, accordance with the Korea and European Union Free Trade Agreement and the Radio Waves Act and its Enforcement Decree. B. Notifying Current Testing Agencies The Director of the Radio Research Agency shall upload the current information of testing agencies on its internet site. C. Language of relevant forms All 3-A application forms shall be in Korean or English.

5 Additional clauses <notification , 30/JUN/2011> 1. Enforcement Date This notification shall enter into force starting from 1/JUL/ Effective Date After the Enforcement Date, all technical standard changes of 2-A and 2-B shall follow the revised technical standards.
