2 Introduction 2006 Program Overview The Kansas Fire & Rescue Training Institute (KF&RTI) has completed its fifth year of renewed growth spurred by the revision of KSA and its third year of new funding provided by the revision of KSA KF&RTI is pleased to report continued vitality and activity growth in training Kansas firefighters. Since the law s 2002 revisions, we have seen a yearly increase in the amount of training and services provided to Kansas communities. In Fiscal Year 2006 (FY06), KF&RTI delivered 27% more training (from 527 events in FY05 to 687 in FY06). Five years of growth have resulted in more than a 425% increase in training provided to Kansas fire departments. In FY06, KF&RTI reached a saturation point in funding. All of the Fire Insurance Premium funds provided for delivering training to Kansas fire departments were used to provide approximately 687 events. Unless additional funding can be secured, future program growth will be limited. During the previous four years, funds not used to provide training were used to repair and replace a crumbling training infrastructure. During this time, KF&RTI was able to purchase essential training props, trailers, and trucks to keep the training system healthy well into the future. While there are still additional needs for replacement props, we are much better equipped to provide high-quality training than ever before. KF&RTI will continue to manage its resources to maximize training while trying to build a small reserve to further improve training infrastructure. Firefighters use a specialized water-cooled saw to cut concrete during a Structural Collapse Technician class offered by KF&RTI. Firefighters use hydraulic tools to remove a car door during a vehicle extraction class offered during Farm Safety Day in Concordia. In addition to increasing the amount of training, KF&RTI was able to increase the quality of programs and equipment used to train Kansas firefighters. In FY06, KF&RTI took delivery of a new mobile Search & Rescue Trainer purchased from the previous year s funds. We also continued updating existing courses and adding new titles to the existing menu of over 100 courses. Instructional Program Improvements & Accomplishments Last year, the Kansas Fire & Rescue Training Institute reported implementing a new Technical Rescue Program. That program is well underway and provides critical training in structural collapse, trench rescue, confined space rescue, rope rescue and other technical rescue subjects. Well over 200 Kansas firefighters have been trained to the Rescue Technician level in the past year. Training involves over 100 hours of classroom and skillsbased training. It provides the base course on which communities can build rescue teams similar in capability to the Urban Search and Rescue (USAR) teams maintained by the Federal Emergency Management Agency. During the last year, KF&RTI applied for and received Department of Homeland Security approval for our Structural Collapse Technician training course. Approval will allow communities and Kansas Regional Homeland Security Councils to use federal Homeland Security grant funds to support this training. The approval process has been started for four additional rescue courses that will also benefit from using federal Homeland Security funds to support training. KF&RTI is currently working with several Kansas Regional Homeland Security Councils to provide technical rescue training in the coming months Annual Report

3 The Kansas Fire & Rescue Training Institute seeks new and innovative ways to serve the Kansas Fire Service. Within the last year, we began a program that partners with fire departments who have significant training capacity within their departments. The program provides curriculum assistance and materials support, while the local fire department uses its own personnel to teach for credit through KF&RTI. The program provides the benefit of standardized curriculum and credit through a nationally recognized program. Local needs and schedules can be accommodated while credit comes through the state program. KF&RTI benefits by sharing costs with the fire department providing the course instructors. In its short history, this program has opened new avenues of cooperation and collaboration with the Kansas Fire Service. Anticipated program growth in breadth and scope is expected in the future. Staff Improvements The Kansas Fire & Rescue Training Institute replaced one personnel vacancy last year but did not experience any growth in the number of employees. KF&RTI staff remains at ten people the same as reported last year. Additional staff growth is not anticipated at this time. Equipment & Infrastructure Improvements Since it was awarded new funding in FY02, KF&RTI has embarked on a program to repair and replace a fleet of dilapidated training equipment. Significant progress has been made to acquire safe, state-of-theart training equipment for the Kansas Fire Service. Through conservative fiscal management, much of that infrastructure needed to provide quality training has been rebuilt. At the same time, all reasonable training requests have been honored. Purchases made within the last two years were made with reserve funds carried forward from FY03 and FY04. As reported above, all funds awarded for FY06 were used solely for delivery of requested training. Within the last year, KF&RTI purchased a set of heavy rescue tools parallel to those issued by USAR teams. A heavy rescue trailer and multi-use tractor were also purchased to support the Technical Rescue Program. While this equipment was purchased for training, in the event of a disaster, KF&RTI has agreed to make it available during an actual emergency. The Search & Rescue Trainer that we reported was purchased last year was received in February 2006 and has been used to deliver 50 courses. The trainer is built on a gooseneck trailer frame and includes movable walls that can be reconfigured into several layouts for search and rescue drills. As fire service expectations of KF&RTI continue to expand, our ability to fund additional programs and equipment will diminish. A need to replace an old homemade propane fire fighting training unit remains unfunded. Propane-fueled fires and emergencies are still one of the most significant dangers facing the rural firefighter. KF&RTI has a small reserve fund that will contribute towards this prop. Plans are to gradually build up the reserve fund in order to eventually purchase the propane firefighting training prop. Kansas Fire Service Training Commission The Kansas Fire Service Training Commission was created by the revisions to KSA and continues to be engaged in KF&RTI operations. They recently played a key role in developing a set of guidelines to use in limiting services if demands exceed KF&RTI s ability to fund services. These guidelines establish a fair and equitable process that will be phased in at the discretion of the director. Prudent resource management will be key to maximizing available funding. However, allocated funding will only fund a finite amount of training. Beyond that, either services must be limited or funding increased. Kansas Fire & Rescue Training Institute

Fiscal Matters & Policies In the first year of increased funding (FY03), the Kansas Fire & Rescue Training Institute implemented a conservative fiscal management approach that allowed accumulation of capital to make needed infrastructure improvements. Much of the accumulation was made possible by delaying staff growth. This conservative approach was feasible because it would take three to five years before the demands for training would require the use of all allocated funding. In FY06, training requests and demand for services increased to the point that all funds provided through the Fire Insurance Premium Tax for KF&RTI were needed. No residual 2006 funds were left at the end of the year. We entered FY07 with $351, in our reserve fund. These residual funds built up during FY03 FY05. Existing plans include maintaining a minimum reserve contingency balance of $200,000 for emergency expenditures. With approximately $1,000,000 of equipment, vehicles, and trailers in operation, the reserve fund is critical to KF&RTI s ability to recover from damage due to accidents or natural occurrences. Given the current reserve fund balance of $351,488 and subtracting a contingency balance of $200,000, there is $151,488 left to fund additional infrastructure needs. A new propane firefighting training unit that includes state-of-the-art safety devices is estimated to cost between $200,000 and $300,000. In order to maintain contingency funds at an appropriate level, we need to delay purchase of a propane firefighting training unit until additional funds can be secured. In FY03 (the first year of temporary funding), approximately 60% of the $750,000 allocated to the program was used to deliver services. The rest of the funding (40% - $300,000) was used to purchase the Live Fire Training Simulator. In subsequent years, the percentage of funds used to deliver training steadily increased, until in FY06, all allocated Fire Insurance Premium and other available funds were used to meet FY06 training demands. The only residual funds were those carried forward from previous fiscal years. In FY05, the Kansas Fire & Rescue Training Institute began the process of receiving funding only from the Fire Insurance Premium Tax and income generated from grants, contracts, and fees for services. KF&RTI had previously been allocated state general use funds from the University of Kansas. A plan to gradually decrease state general use funding through FY10 was created to minimize the impact on programming. Beginning in FY05, state general use funds to KF&RTI were reduced by $60,000 per fiscal year. In FY07, state general use funding is $200,000. During this withdrawal of state general use funds, the University of Kansas and Continuing Education have authorized the use of KU funds to finish office space for KF&RTI in the Continuing Education building. This project will create permanent headquarters for the Kansas Fire & Rescue Training Institute. In recent years, KF&RTI s budget has required careful management and balance among three priority growth areas. These areas are: 1) Adequate funding to satisfy fire service training requests throughout the year; 2) Training infrastructure improvements to support a quality training program; and 3) Staff growth to handle the work associated with a 425% increase in training delivery. During the past few months, the Kansas Fire Service Training Commission has endorsed a process to limit training and service delivery should funding be inadequate. This process will help those departments who most need outside training, while asking fire departments to cooperate and collaborate to maximize the effects of our funding.
