CONTRACT NO.: ANDM/IDMS-PMU/305/25/03/14 PROJECT: GREATER MBIZANA WATER SUPPLY: PHASE 1 RETICULATION SYSTEM: PHASE 1A BACKGROUND The work comprises the construction of pipelines and reservoirs. The sites are located within a 15km radius of the Nomlacu Water Treatment Works, Bizana, in the Mbizana Local Municipality. The villages which are to be supplied are: Zone A: Zone C: Nompumalanga, Khaleni, Zinini, Manzanyoni, Horeni, Mobeni and Ndayingana Ntshamathe, Mipindweni, Mbhongweni, Sisele (1 & 2), Ezinini (Izinini), Esiseleni, Kwamajali and Ezinini. The Greater Mbizana Water Supply: Phase 1 Reticulation System: Phase 1A [Contract 1, 2, 3 and 4] project comprises the construction of a 33km of pipeline varying in diameters from 150mm ND to 50mm in PVC-M and HDPE, supply and construction of 7 concrete reservoir with capacities of 500kl to 50kl, construction of a 230kl HDG tank on a 10m stand and a 32kl HDG tank on a 10m stand, 140 water tap stands. Njabulo Mkhosana Enterprises [NME], represented by Mr. Njabulo Mkhosana were appointed as Independent Environmental Control Officer [ECO] for the project. Njabulo Mkhosana, the Environmental Control Officer [ECO] undertook a site visit on 10 th & 24 th of June 2015 with due consideration to ensure environmental compliance of the contractors during construction as per the project specific Environmental Management Plan [EMP]. The audit report will highlight key findings for the Phase 1 Reticulation System. The findings are based on a site audit conducted 10 th & 24 th of June 2015, as illustrated below: Njabulo Mkhosana Enterprises (Pty) Ltd Reg. 4 1. Observation and illustrations [pictures will be provided where necessary/ required]: 1.1. Contract No.1: Observations: Reservoir construction was barricaded during the site audit [see Figure 3] Compliance. Construction rubble should be temporary stockpiled in a designated area on site. no barricading around the stockpile was noted [see Figure 4] Non-compliance The contractor is advised to ensure that topsoil is not exposed to construction material stacked/ placed on site. Topsoil stockpile must be barricaded at all times to prevent from contamination [see Figure 5] Non-compliance Pipes temporary stacked on site, contractor is advised to ensure stacking is in a designated area and should be barricaded [see Figure 6]. In-appropriate disposal of construction rubble [cement] on site. The contractor was advised to ensure that material [cement] is collected and appropriately disposed of site, waybill for safe disposal is to be placed on file for compliance [see Figure 7] Non-compliance. Open trench was barricaded, and the separation of topsoil and sub-soil noted [see Figure 8] Compliance. Recommendations: The contractor is advised to ensure that material stockpiled on site does not encroach on site topsoil. Material must be barricaded at all times to prevent from contamination. The contractor is advised to use shutter-board when mixing cement and ensure that material [cement] does not harm the surrounding environment. Contractor is to take heed when placing materials on site to ensure that topsoil stockpiles are not contaminated or compacted. Contract No. 2: Observations: The contractor is advised to ensure that material [wheel barrow, pipes etc.] stockpiled on site does not encroach on the topsoil stockpiled. Topsoil stockpile is to be barricaded at all the times to prevent contamination [see Figure 9] Non-compliance. Materials stockpiled was not barricaded [see Figure 10] Non-compliance. The contractor was requested to forward to ECO the following documents: EMP Method Statement Site layout plan Complaints register The environmental file is to be updated with all required documents, file was noted to be outstanding [not all documents were placed on file]. Recommendations: The constructor is advised when stacked materials to have barricading around and dust control measures are to be implemented to prevent from causing nuisance or becoming a health hazard to surrounding households. There must be a separation of topsoil and material, topsoil must not be exposed to material and material must be barricaded all the time during construction.

The contractor s is reminded of the following when generating an Environmental File: Environmental Management Plan [EMP] Contractor s & Project Specific Environmental Policy Method Statements [Contractor to issue ECO electronic copy for approval prior to placing on file]. Public Complaints Register Waste Removal Waybill/ Certificate Register of Audits Site Register Incident Register [Spill response register] Toolbox talks [Environmentally related] Recommendations: The topsoil must be barricaded all the time, it must not be eroded. Public Complaints Register Waste Removal Waybill/ Certificate Register of Audits Site Register Incident Register [Spill response register] Toolbox talks [Environmentally related]
9 General: Observations: Construction was on-going on site during site visit [see Figure 13]. Re-instatement post-completion of pipe lay [see Figure 14]. Open trench, with no barricading noted. Sub-soil and topsoil was also noted to be mixed during temporary stockpile, this results in contamination of topsoil [see Figure 15] Non Compliance. Recommendations: The contractor is advised during topsoil and sub-soil separation to ensure that topsoil is not compacted: The contractor is also that all open trenches must be barricaded during construction. 10 2. CONCLUSION This Audit report highlights audits conducted during the Construction Phase for Contractor No. 1, 2 3 & 4. Environmental management at this construction site (Greater Mbizana Water Supply: Phase 1 Reticulation System: Phase 1A [Contract 1, 2, 3 And 4]) was fairly adequate. The contractors are advised to take cognisance of the recommendations made in this audit report, and action the non-compliances noted within the required time-frame [within 7 days of receipt of this audit report]. All action taken to ensure compliance with environmental management, as noted in the audit report is to be recorded by means of an Action plan and placed on file [Environmental] for audit and compliance purposes. All action taken to ensure compliance will be noted by the ECO, follow-up audit report will record compliance thereof.
