3 A letter from the Mayor The Town of Bon Accord eagerly welcomes this year s distinguished Communities in Bloom judges. During your time in Bon Accord, we trust you will see and also feel our passion for the town and our beautification endeavors. Armed with exceptional volunteers, a host of creative ideas, and support from Council, the community built upon the excitement from last year s Communities in Bloom success through new initiatives in A variety of projects were undertaken in all corners of Bon Accord including decorative infrastructure, greenery, signage, efficient lighting, and installation of flags a simple yet effective way to boost pride for our municipality and nation. These efforts help advance Bon Accord s beautification and sustainability goals. In addition, they enhance community commitment, optimism, and focus. We are particularly proud of our Town s youth involvement in tree planting, community clean up, and a recent contest to create a new mascot. Bon Accord will continue encouraging and engaging citizens of all ages and interests as we pursue Building for Tomorrow. 4 Overview Bon Accord Communities in Bloom (CIB) commenced operation in February Its membership has varied in numbers over the years however, the volunteer group in still going strong. Mayor Boyd has stated that the The Town is committed to ensuring Bon Accord is a sustainable and environmentally responsive community. In saying so, Bon Accord Town Administration works in partnership with this important volunteer group; both parties have committed resources towards the betterment of the Town, enhancement of its facilities, and aiding in the environmental landscaping of the community as evidenced in the brag book the Town has developed. 4

5 2013 Municipal Information Bon Accord is the motto of the City of Aberdeen, Scotland; surprising to most is the fact that the Town of Bon Accord is of Scottish descent. Bon Accord, derived in the 14th century and meaning good agreement, refers to having good fellowship, agreement, or good will. The image of three castles is portrayed in the flag and coat of arms of the Town of Bon Accord and represents the three buildings that used to stand on the three hills of Aberdeen. Additionally, a Canadian maple leaf adorns the crest, representing patriotism to Canada. Having been first established in 1896 by Scottish settlers, Bon Accord steadily grew during the 20th century as a thriving agricultural community. Development of the railway provided local settlers with a means of selling their products and connecting to communities throughout the region. This steady growth culminated in the creation of the Village of Bon Accord in 1964, and achieving Town status by Today, the community has a stable population base of 1488 residents (2011 Federal census). The Town has evolved and diversified from its rural beginnings, but its agricultural roots remain distinctly evident in the surrounding landscape, visible heritage, and character of its residents. Nestled in the heart of Sturgeon County, Bon Accord enjoys being in close proximity to the Cities of Edmonton, St. Albert and Fort Saskatchewan, as well as being situated along Highway 28, a major route to destinations in northeast Alberta. The Town supports an active Community Services Board, Economic Development Board, a thriving Public Library, and are striving to become a destination of choice. We are host to volunteer organizations, sports programs and many and various community events; such as, Family Day Celebrations, Canada Day Pancake Breakfast, Harvest Days, Summer Skies Equinox and Winter Wonderland. We have an exceptional Volunteer Fire Department, Sturgeon County Bylaw Enforcement and an active Bon Accord Citizens on Patrol. Bon Accord s footprint currently includes 2.11 square kilometers; of which 105 hectares are developable lands. We have two schools (grades K-4 and 5 to 9); grades are bused to Sturgeon Composite High School in Namao or to Redwater High School. We have a variety of parks, churches and are very sports orientated. Our utility services mirror that of the city as we are members of both the Capital Region Northeast Water Services Commission and Alberta Capital Regional Wastewater Commission; resulting in the provision of regional waste and wastewater services. 5

6 Community Involvement The community as a whole has been diligently working at cleaning up their own specific lands but has also contributed to the clean-up of general or public use areas. The Town works both individually as well as on a broader level to instill community pride and enhance the small town community experience. New members of the community are met with and provided important information about small town life and the importance of the use of recycling. Additional efforts are applied through general communication in the local papers, use of social media, and a community event sign with spring and fall reminders about cleanup of properties, use of outdoor facilities, new land use enhancement initiatives, and impending Communities in Bloom Judging. Students from Lillian Schick School (grades five to nine) and Bon Accord Community School (grades Kindergarten-4) annually participate in the spring cleanup of designated areas within the town, instilling community pride at a young age. In recognition of these efforts, the Town sponsored a barbeque; cleanup is hard work for these youngsters. And finally, the Town staff (including summer student resources) is fully engaged in the formation and implementation of new initiatives, and focused efforts to ensure the Town is showcased appropriately for the judging. Waste Management The Town conducts an annual review of its waste management system and processes to ensure an economic and responsible approach is maintained. Our current waste collection service provider has donated organic containers, and the pickup of weekly waste from those containers, for use at the two main parks where gardens are maintained by Bon Accord CiB volunteers. 6 Duck s Unlimited Wetlands The Town has wetlands within its limits, located immediately on the north side of Highway 28. The pond boasts with a healthy, viable ecosystem where bird observation is conducted using the jointly sponsored observation deck (Duck s Unlimited covered the cost of material while the Town built, installed and maintains the deck). This ecosystem continues to share the wonders of this marsh with visitors and locals alike. Residents of Bon Accord feel ownership in this wetland. They love to walk around it, to watch the birds and animals that raise their young. Over a 100 different species are found in Wetland Ecosystems. Most commonly known in the Wetlands is the common cattail which has unique uses that go as far back as the 1800 s.

7 Tidiness Municipal The Town has bylaws in place, Nuisance Bylaw # for unsightly premises and weed control, a Land Use Bylaw # to assist in managing zoning and other land related standards, that we use as a means to encourage and enforce maintenance and we have recently introduced a Community Standards Bylaw # that provides interpretation, direction and standards in yard and infrastructure maintenance. We have recently implemented routine checks and reporting by all staff to assist in problem area identification. In addition to these bylaws the Town maintains policies on snow clearing, tree maintenance and vandalism to help keep the Town accessible and trouble free. In addition to these means, the Town provides weekly waste and organics pickup in addition to blue bag recycling (pick up for blue bag is every two weeks). We have secured a bin service to reduce issues associated with animals and odor. In 2012, in order to encourage residents to clean up after their animals, five pet waste receptacles were placed throughout town and portable dog bag containers are offered annually to every resident that licenses their dog with the Town. These receptacles have been tremendously successful and seem to have high usage. The Towns purchase and installation of recycle containers in local parks provides for an alternative waste option to encourage recycling. The bottles and cans are offered to local community groups to assist in their annual fundraising. The Parks & Recreation staff conducts early morning checks at the each of the parks; removing debris, glass, graffiti and any other materials not suitable for the environment. Additional efforts include routine grass cutting and weed trimming of town lands. Porta-potty s are placed at each of the parks in early spring and removed in late fall. These facilities are provided for the park attendees convenience and in an effort to ensure adequate facilities are provided to prevent inappropriate use of park spaces. Benches and waste containers were placed in general use areas and parks; Public Works employees pick up waste weekly and the bench replacement was very much needed to replace the well-used benches. Bon Accord is in the second year of a three year Gateway Plan (Town Frontage) that consists of five components: town entrance signage, tree-lined streets and screening foliage, community pavilion and gathering place, commercial architecture/ 7

8 Tidiness decorative street lights, and recreation trails. This plan was adopted by Bon Accord Council in January With a 1.5 million dollar projected cost, this project is one example of the Towns dedication to a clean and friendly town. Business & Institutions Continuous interactions occur between Town representatives, business owners, and schools to encourage and implement enhancement initiatives pertaining to this sector. These discussions surround community beautification, maintenance standards, and development of new initiatives pertaining to community development. Recent achievements include the contracting of cutting and maintenance of a vacant land that lies in close proximity to the Town s frontage and along one of the main access roads to the internal infrastructure of the Town. The Town has an Economic Development Committee, comprised of local business representatives, that reviews and provides input and support on business and community initiatives; including tourism and enhancement projects. As indicated previously, the Town has a partnership with Lillian Schick School (grades five to nine) to perform an annual clean-up of general areas within the Town and the school yard. Additionally, the Bon Accord Community School (grades kindergarten to four) makes an investment at ensuring the school yard is clean and well-tended. The local seniors organization (Golden Gems) pitches in and assists in tending of the seniors facility (Jewel Box) in partnership with Municipal staff. Municipal staff provides grounds keeping and snow removal of the area immediately surrounding the facility. Residential/Volunteers We have resident volunteers who consistently and diligently walk through the streets of Bon Accord throughout the entire year picking up trash. The Town supports these efforts by providing trash bags and gloves and by working with these individuals in the proper disposal of the materials collected. These volunteers are included and recognized in our annual Volunteer Appreciation event. Communities in Bloom representatives pick up litter weekly while on their rounds working on flower beds and pots in addition to the waste pick-up by volunteers. 8

9 Environmental Action Municipal The Town recognizes the importance of environmental sustainability as a key prerequisite to a successful community. Taking a leadership role in this regard means protecting our green spaces. Over the upcoming years as our community grows and our population becomes more diverse, we will continue to promote and foster a caring and inclusive community where environmental sustainability is a critical pillar of our development program. Today s actions will serve to protect and preserve environmental areas for future generations. The Town has embraced an integrated community sustainability program to ensure long term viability and sustainability. The plan includes goals to garner and increase community support, focus on business development, retention and attraction of families, an implementation of a plan for infrastructure expansion and replacement. Underlying these goals is the importance of ensuring responsible environmental management. The result being, our Town is, and will continue to be, without question, viable and sustainable - both economically and environmentally. Our plan is multi-faceted but includes operating objectives that instill community pride and provides for growth related initiatives. Efforts this year continued to focus in two areas; that being, preparation and clean-up of all Town property and increased snow removal. An aggressive approach was taken with respect to Town and privately owned unsightly premises and improved weed control. Additionally, in the interest of public safety and to prevent spring flooding, a pilot project was used this year for snow removal rather than windrowing the collected snow, it was all trucked away. The Town hosted the first annual Summer Skies Festival in 2012 to educate and promote the Towns commitment to the new brand of Building for Tomorrow which is based on three pillars; that being, culture, education and environment. The 30 hour marathon Summer Skies Equinox event held in September of 2012 provided the opportunity to launch the Light Efficient Community (LEC) Policy that Council adopted February This policy was created to provide direction and commitment for the use of efficient and environmentally responsible lighting. The Town has applied to the International Dark-Skies Association to be recognized as a Dark Skies friendly community. 9 Continuing with our commitment to education, the Grade two students of Bon Accord Community School were given a tour of the Town Office during Environment Week beyond the municipal

10 Environmental Action government lesson they were given mini planters with dirt and seeds to grow their own plants. Additional education based monthly campaigns have been held with the public and Lillian Schick School to educate on light pollution and the night sky. Currently, waste is picked up weekly with a bi-weekly recycling pickup. Organics are picked up weekly from May to October of every year. Free compost material (a byproduct of our recycling program) is offered to town residents in the spring of every year. A water leak detection and conservation initiative was launched in 2012 and continued in 2013 to assist residents in water conservation due to faulty toilets. Information was given to every resident in town with tips on other water conservation ideas. Additionally, a partnership with Sturgeon County allows us to offer rain barrels to residents at a reduced cost. The Gateway Plan consists of recreation trails throughout town. This will encourage residents to walk or cycle around town thus reducing the environmental footprint of Bon Accord. In alignment with tidiness and in keeping with our commitment to the environment, as was indicated previously, pet waste receptacles were installed in town in Residents receive a portable dog bag container upon licensing of their dog to allow for easy clean up while walking their dog, creating a safer environment for families using the same areas as those with pets. A very successful electronics and tire roundup was conducted in the spring of 2013, using Council members to manage the collection process and donating all collected items to the local 4-H Club. This program has been in effect for four (4) years. Town Council has fully embraced the paperless process in which Council meetings and communication are conducted in an effort to reduce the consumption of paper and landfill usage. The newsletter continues to be managed through a paperless process with the use of social media and the website as avenues to communicate with our residents. Energy efficient applications continue to be made. Specifically to the municipal buildings in addition to the analysis and development of a plan to retrofit all of our current outdoor lighting to a more light efficient model, aligning with the Town s commitment to its new Light Efficient Community (LEC) Policy. Seasonal lighting comprising on LED lights were purchased and installed on the Towns frontage to align with all previous 10

11 Environmental Action seasonal lighting displayed on main roads within the town limits. Road improvements will be made according to a newly developed plan that has been approved through the budget process. Balancing the burdensome cost of road improvement and taxation is an ongoing challenge; one that is being managed prudently through planning. Efforts continue as the Town works with our neighboring municipalities to address challenges associated with the viability of equipment sharing, reducing the cost and environmental impact of each municipality acquiring and managing its own independent fleet (includes street cleaners, mowers, heavy duty equipment for drainage ditch management, programs, etc.). Funding has been acquired through the provincial government to support the initiative. Business & Institutions The schools continue to be supportive and welcoming with respect to the educational campaigns in addition to being involved in a recent branding initiative. The Town staff initiated a competition for the local schools to come up with a mascot idea that fits within our brand pillars (i.e. culture, education and environment). The winning entry came from a local grade seven student; first, second and third place winners will have their artwork showcased on banner type flags for display and use during Town events. A local Tourism Operator (Jurassic Forest) partnered with the Town whereby they sponsored the Equinox event and the Town presented an educational session of the night sky 65 million years ago, impacts of the environment the resulting changes we see today. Residential The Town offered residents the option to purchase composters and rain barrels, for collection of rain water for use in nonpotable watering requirements. Additionally, the Town provides tips on water conservation to assist in responsible use and cost reduction techniques. 11

12 Heritage Conservation Municipal Cemetery The Town has supported the efforts of the Bon Accord CIB in the enhancements to local Cemetery; the gazebo and fencing program (including the new gates indicating the date the cemetery was opened). The Town contributed resources in site preparation and letters of support for grant funding. Additionally, the Town allocated $8,000 from reserves to improve the area, provides grass cutting, and tree trimming. Clock Tower The clock tower, located at the centre of town, houses the names of the people who donated money towards its construction and who were instrumental in its construction; the plaques are prominently displayed on the Tower. The dedication day was May 1996 and was initiated and funded by the Bon Accord Lions Club with the help of sponsorship and volunteers. Buried deep inside the clock tower is a time capsule to be opened at an undetermined date. Heritage Rose Garden The Bon Accord Communities in Bloom Heritage Rose Garden is a dedication garden that has become a destination point for picnics, weddings, photos and quiet moments; a hidden gem in the Town of Bon Accord. It was designed to be a dedication garden that would invite the community 12

13 Heritage Conservation to purchase and dedicate a hardy rose to someone past or present. It is a garden of major proportions complete with hardy shrub roses, large blooming shrubs, entrance arbours, pathways, benches and a gazebo. Centennial Park (Train Park) The year 1967 gave birth to the dedication of the park on main street to that of Centennial Park in celebration of the 100th anniversary of Canada. The park incorporated a train in recognition and as a reminder of the days when trains stopped in Bon Accord. The park has a monument marking its commemoration in addition to Elm Trees being planted. There is a corner perennial garden on the southwest corner of the park, built and maintained by Bon Accord CIB. The addition of a wrought iron fence and incremental, dark sky lighting provides additional safety for its young users and enhances the aesthetics of the area. Business & Institutions Churches Bon Accord United Church was built in 1915 as a community church with ties to the Methodist Church. In 1925 it became affiliated with the United Church of Canada. In the winter of 1919 a Women s Guild was organized to build the Holy Trinity Anglican Church. Many fetes, dances and box socials were held to raise money. Two lots were donated and all labor was provided through volunteers. A Sunday school was started in The Fathers House Church, previously the Good Shepard Church, was founded by a group of likeminded individuals from Bon Accord and the surrounding district in February of In 1988 volunteers and financial commitments were made to allow construction. In May of 1989 ground was broken and construction of the church began. The Bon Accord Community Church began Sunday gatherings on the 17th of October Bon Accord Community Church gathers at the Jewel Box ( nd Street, Bon Accord). The Church is a member of the Alberta Parkland District (APD) of the Evangelical Free Church of Canada (EFCC). The Town supports these organizations with snow removal. 13

14 Heritage Conservation Community Involvement August 9-11, 2013 harvestdays.ca Tourism Initiatives Harvest Days is held on the second weekend in August each year. This event recognizes the agricultural roots of the community. Included in the festivities is a parade, ball tournament, fair, and show and shine. Oktoberfest is hosted by Prairie Gardens each year for the whole month of October. This venue again recognizes the agricultural presence of the area in addition to the locally grown foods; Bon Accord is a proud supporter of this local event. Summer Skies Equinox This annual event promotes the Towns commitment to their brand Building for Tomorrow through celebration and recognition of the pillars supporting the brand, that being: culture, education, and environment. The Town also hosts a variety of other programs and events to encourage community connection and celebration of our heritage. 14

15 Urban Forestry Municipal The Town maintains forestry products (i.e. trees and shrubs) within town limits, on Town owned lands. This includes the replacement of damaged or dead trees, tree trimming of trees and cleaning out of underbrush, cutting of grass and custom clearing of private lands. These efforts are an annual priority of the Town from May to September/October each year. The municipality and CIB work together to support the trimming needs as they arise. The partners receive support via First Choice Tree Nursery, Sprout Farms, and Prairie Gardens Adventure Farm in managing information requirements and treatment methods. Residential Residential forestry is encouraged to enhance the natural beauty that can be obtained by the growth. The Town however, has a policy that requires residents to consult the Town or use only Town approved trees when planting near water and sewer lines due to potential root related problems. Community Involvement The Bon Accord CIB has implemented initiatives to ensure proper management of forestry products. The volunteer group planted Elm trees, at Centennial Park, on its Centennial year; in addition to setting up Elm Beetle traps to ensure the Elm trees health and longevity. Over the last couple of years, the Bon Accord CIB has commenced a program whereby new, young, shrubs are planted in barrels and located at key locations within the Town. At the end of the growing season, the shrubs are transplanted in the Cemetery. This practice provides for a dual purpose; an opportunity to provide annual beautification of targeted areas within the Town and shrubbery population at the cemetery. An opportunity exists for private tree/shrub purchase and dedication for those who wish to dedicate in someone s memory. Bon Accord Economic Development Committee (comprised or representatives from the Town) coordinated, grew and planted trees in the turf area just north of the trailer park. The intention of the planting was to promote green space use and enhancement. Partnerships were developed with local residents to support the planting and watering of the newly transplanted trees. This area will be further enhanced through the development of a Veterans Memorial; ultimately preserving the area as permanent green space. 15 Preservation of forestry areas of town within the town has been the focus of Bon Accord CIB and Town Administration, ensuring safety, maintenance and care.

16 Landscape Municipal The Town contracted with a professional landscaper to provide and plant material to enhance the natural surroundings of the Town entrance signs within the last couple of years. The wooden signs are scheduled for replacement this summer; the original landscaping material will be used in addition to new complementary material to frame the new signage. In addition to the signs located at the east and west sides of the Town, the signage located at the corner of 50th Street (at the Mac s service station) has been re-furbished to provide a more recognizable, clean and welcoming environment to visitors and residents. As a result of a problematic traffic/speed concern on one of our Town streets, a landscaping solution was implemented as a traffic calming initiative. A partnership between local residents was struck to strategically place large boulders and plant perennial shrub/plant material at the three key locations; this project will continue to grow and develop as the plant life develops providing a more aesthetically pleasing environment. The Gateway Plan incorporates various landscaping initiatives including recreational trails, tree-lined streets and screening foliage. In 2012, the first phase of the three phase project was completed comprising of landscaping, lighting and sidewalks. The landscaping incorporated a total of 40 Amur Maple trees, 33 Brandon Elms, 165 Dwarf Mugo Pine, 524 Spirea Japonica and 1,373 Festuca Ovina were planted along the highway frontage (47th Avenue); planting was complete near the end of August The sidewalks were installed along 47th Avenue between 50th Street and 51st Street creating safe access for pedestrians; installation was complete in September/October of Dark sky lighting was incorporated according to the Light Efficient Community (LEC) Policy. The second phase incorporates signage; an entrance sign on the west side of Town, a commercial sign (electronic and business plaques), corner sign (community in bloom recognition), and way finding signs to key locations within Town. Future plans include the development and expansion of a walking trail from the front of the Town, through to the observations deck (relocated to the other side of the pond), around the school, across to a park (future seniors playground) and looped back to the front of the Town on the west side. 16

17 Landscape Residential Residents are encouraged and participate in the landscaping of their yards; enhancing the town s natural beauty. Spring bulletins are sent out with ideas and words of encouragement. Community Involvement Economic Development Committee members banded together to plant trees on a vacant piece of property enhancing the neighborhood overall. The Rose Garden is truly a testament to the commitment of the community. The area was built by Bon Accord CIB but has many contributions from locals and visitors. An ongoing project, sponsored through donations and volunteerism is the continued work at the cemetery. These efforts include the construction of a gazebo, additional fencing, and benches. A new undertaking by the group is the planning for a native species shelterbelt on the north leg of an existing community park. This will provide the necessary windbreak to protect the small child playground from prevailing north winds. The native material chosen are fruit bearing, providing food and protection for local birdlife in addition to providing color year round. Floral Displays Municipal Annually, the municipality supports the planting and/or acquisition of plant material for hanging baskets at the Town Office, street light poles around Town, barrels placed on corners, in front of the library, and at the Clock Tower. All of this is made possible through the planting of the material by Bon Accord CIB. Parks & Recreation staff members assist through watering and some bedding maintenance. Residential & Business A prominent display of the possibilities of a floral creation resides on our very own main street. The property, home of Pottery by Heather, has a magnificent display. Our newest business entity, AK Restorations, has converted old tires into floral planters; creating a much more welcoming front. 17

18 Floral Displays Community Involvement Bon Accord CIB has done a remarkable job in shaping this Town. Their work is displayed throughout the Town and serves as evidence of the tireless hours of planting and weeding. The group uses a variety of floral material to create a country look and develop balance and harmony to suit our Town. To help keep everything growing, a local youth has been hired to water the planted material; supported by the annual working budget as approved by Town Council. These contributions are reviewed annually. Flower beds designed and planted by Bon Accord CIB volunteers are done so in consideration of the maintenance requirements of not only the flower bed but also the surrounding area. Ease of mowing and tending are an important aspect of the design. None of what you will or have seen today would have been even remotely possible without the untiring support of our Communities in Bloom volunteers, the many residents who pitch in and/or participate individually or on committees, our supportive local businesses, and our Parks & Recreation staff. 18
