Project Reviews AGENDA ITEMS #1 Project Title: Mini Price Storage Facility UPDATE Representative: Matthew G. We last looked at this at our November 2014 monthly meeting. This was the project description at the time: Mini-Price Storage is proposing to build an approximately 151,000 SF state-of-the-art, selfstorage facility near Prince William Parkway and Telegraph Road. The site is located next to the Holiday Inn Express on Telegraph Road, behind the On the Border and Romano s Macaroni Grill restaurants. The building would consist of three and one-half stories, which would be partially below and above grade, and all storage units would be within the building s interior. The building s façade is similar to that of a high-end office building (see attached) The overwhelming majority of the site is zoned B-1, General Business District, with a minor portion zoned PBD, Planned Business District. Self-storage requires a special use permit in the B-1 district. Mini-Price s proposed building would not encroach into the PBD area of the property, which is being preserved as Resource Protection Area. The proposed self-storage facility would replace an existing site plan for a three-story office building that was never built. The self-storage facility, however, is better-suited for this site in many ways. The self-storage facility requires less disturbed and impervious area, less parking, and would not encroach on the Resource Protection Area located on the property s western edge. Mini-Price has been serving customers for over 30 years throughout the Richmond, Norfolk, Tidewater, and Virginia Beach areas. Mini-Price sees a strong market for self-storage in Prince William County and is excited to be pursuing new opportunities in Northern Virginia. NOTES: 1

4 #2 Project Title: Apostolic Church International Representative: Mr. Paul Gauthier, Attorney-at-Law, Vanderpool, Frostick & Nishanian, P.C., 9300 Church Street, Suite 400, Manassas, Virginia (703) PROJECT: This is a proposed rezoning of approximately 7.7 acres located at 2509 Caton Hill Road in Woodbridge. Introduction: The Apostolic Church International is requesting approval of a Rezoning Application for approximately acres of vacant land in the A-1 zoning district to the O(M) zoning district for the purpose of permitting construction and operation of a by-right Religious Institution and Related Facilities including a Child Care secondary use on the property located at 2509 Caton Hill Road, GPIN Site: A perennial stream bisects the site and the required RPA buffers effectively cut the site into two separate, distinct areas; the easternmost area being landlocked with no direct public road access. The church intends to forego development on the east side of the site and leave the east side completely undisturbed with no crossing through the RPA. This Application recognizes the unique constraints of this particular site. The Property size, shape, topography, and extent of environmentally sensitive areas limit the intensity of use. The Religious Institution can develop in concert with the topography with entrances to various congregation activities on multiple levels. The proposed design accommodates the RPA and required buffers that bisect the Property by proposing to develop only that portion of the Property that lies to the west of the stream. Proposed uses: There are no retail or commercial components proposed with the application; uses which are discouraged in the Sector Plan. The church will provide services for the congregation and provide support for the community. While, the Application is to permit O(M) uses, the Applicant s development intent, supported by a proffered General Development Plan and extensive proffers limiting the use, is to implement only the Religious Institution with Related Facilities including a Child Care secondary use within the area rezoned. The proposed 2 story church building is far below the O(M) maximum building height of 70 feet, but is consistent with the site constraints. 4

5 Architectural: The Building is designed so that all elevations contain similar architectural features and materials with a significant area of the façade as windows. Appropriate architectural treatments and design features such as, entrances, pilasters, columns, steps, fenestrations, offsets, setbacks, step backs, cantilevers, will reduce the visual impression of flat expanses.
