Using demonstrations, how can Green Infrastructure practices in highly urbanized communities be systematically evaluated in terms of the early benefits, long-term performance effectiveness, and economic viability? 2. How can cities establish sub-watershed scale approaches to monitor and evaluate both the individual performance and combined effectiveness of GI practices? 3. How can GI controls for stormwater be designed, built, and maintained through alternative finance mechanisms, especially in underserved and economically disadvantaged areas?

What are the benefits of urban GI to neighborhoods and communities and how can they best be evaluated, both quantitatively and qualitatively, addressing ancillary value, ecosystem services, monetization, neighborhood livability, etc? 5. What critical steps need to occur and pivotal links need to be established (such as relationships between municipalities and communities) for the successful adoption and implementation of GI practices and approaches within urban communities?

12 Identify and model the potential success of alternative funding/financing mechanisms. Analyze the application of alternative mechanisms in economically-disadvantaged urban areas. Look to identify ways that GI can be made into a private sector investment, rather than just public infrastructure. Develop short and long term policy actions that could encourage private investment in GI.
13 Analysis of Alternative GI Funding and Financing Mechanisms: Literature review to identify the financing mechanisms that have been implemented. Develop a hedonic regression model to estimate and quantify the potential real estate value impacts resulting from GI investments. The model utilize spatial data from PWD on the location of GI investments and ESI s database of all real estate transactions in Philadelphia since 980. Identify the characteristics of the current residential and commercial real estate markets that lead to no or under investment in GI by the private market. Quantify the private benefits that accrue from GI investments. This includes both natural benefits as well as reduced stormwater fees. Investigate the potential for the development of export industries associated with the design, construction, and maintenance of GI. Will support the development of the Property Values sub-model of the TBL model.
14 TBL Triple Bottom Line Incorporate social, economic and environmental benefits into one analysis A realistic view is needed to determine the realized TBL benefits Theoretical benefits are a good start but what is really happening Economics GIS mapping locates the green infrastructure sites What are the property value changes? Is this a real benefit to the community?
15 TBL Triple Bottom Line Environmental Taking a health perspective Air quality changes in locations where green infrastructure has been established Asthma related contaminants Are there recreational/self locomotion impacts Social Synergy of the environmental and economics Both have an impact on the social impacts to the communities
