3 OBJECTIVE Develop a semi-real EIA of the works going on the Central Axis of Lisbon (Marquês de Pombal - Entrecampos), including: Identification, Prediction, Assessment and mitigation of environmental impacts, and Monitoring programme for the proposed project, focusing on a selection of environmental factors per group, organized per environmental themes (one or more environmental factors per theme).

5 ASSESSMENT CRITERIA The group s project development (corresponding to 50% of the course final grade) will be assessed considering the structure, objectivity, deepness and originality of the work developed Component Percentage Technical report 60% First oral presentation 5% Second oral presentation 10% Final oral presentation 15% Elevator pitch and short video 5% Participation and group interaction 5%

6 DEVELOPMENT The group work is developed in four stages: 1. Problem Identification (What is the problem/project?); 2. Analysis (What information do we need and how will we use it?); 3. Solution (What can be the solutions?); 4. Conclusions and perspectives (Did we achieve it?). The group work will be divided in three phases that enable meeting the objectives in each stage: (i) scoping, (ii) analysis of environmental impacts and (iii) assessment, mitigation and monitoring programme.

8 DEVELOPMENT 1st phase Scoping: 1. What are the main features of the Project? 2. What are the legal requirements for EIA in this project? 3. What are the main expected impacts that will be determined by the project? 4. What are the main project actions that are responsible for significant environmental impacts? 5. What are the main environmental issues that must be studied/analyzed to enable assessing the significant environmental impacts? 6. Who are the main stakeholders?

9 DEVELOPMENT 2nd phase Analysis of environmental impacts (only for the environmental theme selected): 1. Simulate the development of baseline studies to enable the characterization of the affected environment, considering the environmental issues that have been selected in the EIA scoping and which are relevant to the selected theme in each group; 2. Stakeholder s analysis and engagement; 3. Definition of project alternatives and justification and further comparison of the alternatives; 4. Predict impacts considering the evolution of the existing situation with and without the project; 5. Analysis of project environmental impacts under the selected environmental theme, including cumulative impacts. The linkages to other environmental themes studied by other groups should be developed and demonstrated.

10 DEVELOPMENT 3rd phase Assessment, mitigation and monitoring programme (only for the environmental theme selected): 1. Assessment the environmental impacts of the project on the selected environmental theme, including cumulative impacts; 2. Identify mitigation and management measures that will reduce the magnitude of the environmental impacts; 3. Develop the monitoring programme; 4. Conclude on the assessment how would you advise decision-makers.

12 DELIVERABLES 2nd oral presentation: November 10th Powerpoint or poster If PowerPoint, send by on November 9th to If Poster, deliver after the presentation 7 min for presentation Minimum content: Impact identification matrix, justified with the analysis based on the essential of the baseline information; Stakeholder s analysis; Impact prediction; Identification and comparison of alternatives; Cumulative impacts; Groups linkages.

13 DELIVERABLES Final presentation: December 15th Must include: - Elevator Pitch (50 words) - Short video (30 to 60 seconds) for public dissemination (e.g. through YouTube) - Oral presentation in 20 min max (in each group each student must present) - Technical Report, including a business plan (up to pages, plus annexes if adequate) PowerPoint must be sent by on December 14th to joanafmdias@tecnico.ulisboa.pt

17 THE PROJECT Work at the Central Axis of Lisbon MARQUÊS DE POMBAL - ENTRECAMPOS The axis Marquês de Pombal Entrecampos Total extension of approximately 2,5 km Integrates the section of Lisbon central axis that belongs to the 2ndlevel railway network of the Municipal Master Plan of Lisbon (MMPL) The city central axis Formed by Av. Fontes Pereira de Melo / Av. da República / Campo Grande, ending in 2ª Circular, and consequent connection with the areas of Lumiar and Telheiras through Calçada de Carriche, and Alta de Lisboa through a planned connection, until it connects at north with IP7 Eixo N/S

Fontes Pereira de Melo, Picoas and Praça Duque de Saldanha allowed to identify the key problematics felt by the residents of this area the traffic in Av. Fontes Pereira de Melo and the need to increase and qualify public space All axis Marquês de Pombal Entrecampos, were also identified problems and insufficiencies regarding soft mobility infrastructures

19 THE PROJECT Work at the Central Axis of Lisbon MARQUÊS DE POMBAL - ENTRECAMPOS The intervention of the central axis includes the requalification of Av. da República, Praça do Saldanha, Praça de Picoas and Av. Fontes Pereira de Melo, and aims: Less noise More pedestrian area More comfortable sidewalks More bicycle paths More trees and green areas More safety in roads Parking for residents Loading and unloading areas
