2 Walter Bradley Park Boxcar Stage The proposed Boxcar Stage project addresses multiple identified community issues from the On The Table discussions led earlier this year, including building Community Identity, activities for Youth and Education, and Economic Development. The pure existence of Walter Bradley Park is a testament of Midway s commitment to intentional land use and the preservation of green spaces. This first phase of the project would construct a small stage for bands, speakers, small theatrical performances, lectures, outdoor movie screenings, and other programs at the bottom of the natural slope in the park s Paddock area. The design concept includes a recreation of an early, wooden, railroad boxcar as the backstage storage area, and a covered wooden deck for the performance space. The audience would sit on the natural grade of the hillside. The project would lay approximately 40 feet of track for the stage s base, using the wheels from a railcar or trucks to give the semblance of the boxcar. Another significant expense would be running underground electrical service and a transformer at the site. The proposed project could be completed sometime next summer, with a second phase following the next year, consisting of limited performance lighting and sound system. It would be financed by the park s annual appropriation from the city of Midway, and membership contributions of dedicated Friends of Walter Bradley Park. Being a relatively young park, it has seen a recent flurry of improvements, made possible by significant budget investments by the city, the dedicated work of a talented park manager, a committed park board, and an active core of community volunteers (including a volunteer program for new Midway University students).

3 Figure 1- a recent Google Image of the Park With multiple park entrances a block or less from Midway s picturesque downtown, the city s central location provides fertile ground for a strong downtown economy, fueled by tourism, retail commerce, and a variety of culinary selections. Many guests discover the community while traveling the Bourbon Trail, running or cycling one of 4+ annual races hosted in Midway, or shopping at the Midway Fall Festival and Francisco s Farm Arts Fair. Additional programming (music, theater, lectures, or films) would expound upon the successes of these existing attractions, while investing in the arts and supporting charitable causes. It would also provide a perfect venue for speakers and performers during Midway s Independence Day Celebration, Sparks in the Park. The branding of a boxcar stage with the beautiful view of neighboring horse farms perfectly embodies the community s identity as a railroad town, in the heart of horse country. The park s immediate proximity to Northside Elementary School and Midway University, positions the stage for youth performances, outdoor classes, or other educational activities. Recently, the Park s Board and the Woodford County Public Library have partnered for family-friendly, outdoor movies. Although the events were very successful and well attended (earning recognition during the On The Table discussion), the old rock quarry s location wasn t easily accessible for some participants, and is too small for a performance venue.

10 PARK IMPROVEMENTS FOR FISCAL YEAR Remove invasive plants. We must keep up the fight to remove invasive species from the park. It s not much fun, nor is it something that will wow most visitors, but it is an infrastructure-like process that must continue. Eventually there will be fewer invasive plants in the park, but for the next few years it will cost about the same. Invasive species: bush honeysuckle, Japanese honeysuckle, multiflora rose, privet hedge, and the extra destructive winter creeper. (Euonymus) Although not invasives, we also try to lessen the amount of poison ivy and poison hemlock. (Hemlock is the most poisonous plant in Kentucky.) $2,000 Plant the edible forest. This project has many parts to it, and includes all the different groves planned for the Paddock area. A list of what we plants are needed to complete the grove areas is attached. This project will help define the south end of the Paddock. The trees will need to be watered/fertilized throughout the summer of $2,000 Gate to allow passage from the library to the park, and a safety fence down to the top of the quarry trail. The fence would be built along the top of the quarry where a sheer rock cliff is only a few feet away from the trail. A fence seems especially prudent because the trail would have more traffic if we add an entrance from the library. We would not continue the fence along the rest of the rock cliff because the trail is much farther away, and or the sides have a gentler slope. The fence posts would need to be drilled into solid rock in most places, so we will need a professional fence building company to install the fence. We are thinking it would be three or four feet tall and constructed in such a way that it has an open look, but would keep smaller children from falling over the edge. $3,000 Pergola instead of bridge. It has become clear that the Wiesenberger bridge will not be moved to the park. But we left a space near Newton Street so that the bridge trusses could become a sort of an industrial pergola on the trail. Instead of that, we could build a wooden pergola with a slatted roof where vines could grow creating a shady area. There would be a wooden walkway underneath it. $3,000

11 Interpretive signs. Interpretive history signs are a good way to remind the community of Midway s past as a railroad and distillery town. The first one would be near the Northside Drive entrance and speak about the distillery that burned 100 years ago. $800 New railing with balusters on the picnic pavilions and paint for all surfaces below the roof line. This project would add Victorian style balusters along the downhill edge of the picnic pavilions. We would also paint everything a darker green. This would be a nice decorative feature and enhance safety for children on the pavilions. All wooden structures last longer if they are protected by a coating of paint. $900 Fitness stations on the Paddock trails. We are thinking that the half-mile Paddock trail will be the best place for visitors to exercise on a daily basis because it loops around allowing walkers to easily take multiple laps. We would like to install ten fitness stations along the trail that can be used in conjunction with walking as a means of staying fit. $2,000 Trumpet vines along Northside Drive fence. We would like to remove the bush honeysuckle from along the chain-link fence, repair the damage done by falling limbs, and plant trumpet vines along the part of the fence next to the sidewalk. Over a period of time the vines will cover the fence and create a barrier between the road and the park. The woody vine structure should block the street view even in winter when the leaves are off. Trumpet vines are native, and have a very showy display of orange flowers that are a favorite with hummingbirds. $200 Two new flower fields. The plan calls for two smaller garden areas to be located along the path leading to/from Midway University. We would like to engage local civic groups and churches to sponsor the upkeep of these flowering areas, that are inside the edible forest. It would be nice to start plants from containers which mature more rapidly than those from seeds. $800

12 Install distance markers along all the trails. $100 Begin installing dense grade on trails to replace mulch. This project would be in concert with Terry Agee and the other city workers. The money would be spent on the rock/stone dust material that would be used on the trail. The rock and dust together make a more stable surface and require less attention than wood chips supplied by a local company. The wood chips, although free, rot far too quickly to be sustainable. $1,500 Total of $16,300
