CERTIFICATE OF APPROPRIATENESS APPLICATIONS All staff was sworn for testimony. A. Bethabara Historic District 1. Bethabara Moravian Church, Applicant 2100 Bethabara Road Request: Installation of Cupola on Noncontributing Structure Case #: B Staff Comments: Ms. Pegram presented the staff report. She also presented a map showing the location of the property and photographs of the property. Ms. Pegram stated that most historic and contemporary Moravian church structures in Winston-Salem and Forsyth County included cupolas. The Bethabara Moravian Church was a noncontributing structure within the Bethabara H District and the Bethabara National Register/National Historic Landmark Districts.

6 -2- Therefore, Commission staff found that the application was not incongruous with the character of the District because: 1. The 1972 Bethabara Moravian Church building was noncontributing to the Bethabara Historic District; and, 2. The proposed cupola would result in an architectural detail that was compatible with the structure and the District in terms of design, materials, color, and dimension. Staff Recommendation: Based on the preceding comments, staff recommended that the Commission grant a COA to Bethabara Moravian Church, for the installation of a cupola on the sanctuary of the Bethabara Moravian Church, located at 2100 Bethabara Road in the Bethabara Historic District, with the following condition: 1. Commission staff shall review and approve any revisions or deviations to any portion of the as-submitted work prior to commencement of that portion of the project. Public Comment Speaking in Favor of the Application: Rev. Jeffrey Jones, 2102 Bethabara Road, was sworn for testimony and spoke in support of the application. Speaking in Opposition to the Application: None Commission Discussion The Commission discussed the application. Finding of Fact Mr. Ryden moved that based upon the evidence presented in the application and during the public hearing the Commission find that the application was not incongruous with the character of the Bethabara Historic District because the 1972 Bethabara Moravian Church building was noncontributing to the Bethabara Historic District, and the proposed cupola would result in an architectural detail that was compatible with the structure and the District in terms of design, materials, color, and dimension. Second: Vote: Mr. Davis Unanimous Certificate of Appropriateness Ms. Gibson moved that based on the preceding Finding of Fact, the Commission grant a COA to Bethabara Moravian Church for the property located at 2100 Bethabara Road with the condition that Commission staff review and approve any revisions or deviations

Old Salem Museums and Gardens, Applicant 907 South Church Street Request: Demolition of Noncontributing Structures Case #: S Staff Comments: All staff remained sworn for testimony. Ms. Pegram presented the staff report. She also presented a map showing the location of the property and photographs of the property. Ms. Pegram stated that staff found that the date of the primary structure was c. 1910, which fell outside Old Salem Historic District s period of significance ( ). Over the past several years, the house had fallen into disrepair. As such, the City s Housing and Community Development Department had placed an order to demolish the structure. The absentee property owner, who lived out of state, recently passed away. Old Salem Museums and Gardens possessed an option to acquire the property, which recently occurred. Therefore, Commission staff found that the application was not incongruous with the character of the District because: 1. The structures were not historic according to the Old Salem Historic District Guidelines (Demolition, Guideline 1.); 2. The applicant had proposed to provide documentation of the structures to the Commission prior to demolition (Demolition, Guideline 2.); and,

The applicant would clear the lot of construction debris and return the site to a grassed level area, with minor grading to ensure stable runoff from the adjacent yards, and stabilize the rear of the property where it currently dropped off (Demolition, Guideline 3.). Staff Recommendation: Based on the preceding comments, staff recommended that the Commission grant a COA to Old Salem Museums and Gardens for the demolition of a noncontributing, residential dwelling and garage located at 907 South Church Street in the Old Salem Historic District, with the following conditions: 1. The applicant shall prepare and provide documentation (including photographic documentation, general floor plan measurements) of the structures to the Commission prior to demolition; 2. The applicant will clear the lot of construction debris and return the site to a grassed level area, with minor grading to ensure stable runoff from the adjacent yards, and stabilize the rear of the property where it currently dropped off; and, 3. Commission staff shall review and approve any revisions or deviations to any portion of the as-submitted work prior to commencement of that portion of the project. Public Comment Speaking in Favor of the Application: Mark Chandler, 901 S. Main Street, was sworn for testimony and spoke in support of the application. John Larson, 600 S. Main Street, was sworn for testimony and spoke in support of the application. Jim Apple, 909 S. Church Street, was sworn for testimony and spoke in support of the application. Speaking in Opposition to the Application: None Commission Discussion The Commission discussed the application. Finding of Fact Mr. Davis moved that based upon the evidence presented in the application and during the public hearing, the Commission find that the application was not incongruous with the character of the Old Salem Historic District because the structures were not historic according to the Old Salem Historic District Guidelines; the applicant had proposed to provide documentation of the structures to the Commission prior to demolition; and, the applicant would clear the lot of construction debris and return the site to a grassed level area, with minor grading to ensure

Second: Vote: Mr. Gearhart Unanimous Certificate of Appropriateness Ms. Smitherman moved that based on the preceding Finding of Fact, the Commission grant a COA to Old Salem Museum and Gardens for the demolition/removal of the residential dwelling, the garage, the fence, and the driveway located at 907 South Church Street with the following conditions: 1. The applicant shall prepare and provide documentation (including photographic documentation, general floor plan measurements) of the structures to the Commission prior to demolition; 2. The applicant will clear the lot of construction debris and return the site to a grassed level area, with minor grading to ensure stable runoff from the adjacent yards, and stabilize the rear of the property where it currently dropped off; and, 3. Commission staff shall review and approve any revisions or deviations to any portion of the as-submitted work prior to commencement of that portion of the project. Reynolds Tobacco Company Factory Complex East Fifth Street, Winston-Salem Local Historic Landmark #126 Request: Adaptive Reuse of Entire Complex Case #: L Staff Comments: All staff remained sworn for testimony. Ms. Pegram presented the staff report. She also presented a map showing the location of the property and photographs of the property. Ms. Pegram stated that staff found that the property owner would be utilizing the federal and state income tax credits available for the rehabilitation of properties listed on the National Register of Historic Places. In 2011, the State Historic Preservation Office (SHPO) and the National Park Service (NPS) reviewed the plans and found that the proposed project was in conformance with the Secretary of the Interior s Standards for Rehabilitation, with certain conditions. Since that time, there had been several changes to the original tax credit application submission. An amendment to the original application had been submitted to SHPO and the NPS, and was pending review and approval. Commission staff found that overall the application was not incongruous with the character of the property because the proposed work:

10 -6-1. Would not remove distinctive materials or alter features or spaces that characterized the property, thereby retaining and preserving the historic character of the property (Standard 2); 2. Recognized the factory s various periods of construction, its physical location in Winston- Salem s former industrial core, and its original industrial use (Standard 3); 3. Would retain and preserve most of the historically significant changes that had occurred to the factory complex over time (Standard 4); 4. Would retain distinctive features, finishes, and construction techniques and examples of craftsmanship that characterized the property (Standard 5); 5. Would repair deteriorated historic features where possible, and where the severity of deterioration required the replacement of features, the proposed new features would match or blend with the old. Replacement of missing features, e.g., original windows, would be based on physical evidence (Standard 6); 6. Would not use chemical or physical treatments that could cause damage to historic materials and surface cleaning would be undertaken with the gentlest means possible. (Standard 7); and, 7. Would not destroy historic materials that characterized the property. New work would be differentiated from the old and would be compatible with the massing, size, scale, and architectural features, thereby protecting the historic integrity of the property and its environment (Standard 9). Staff Recommendation: Based on the preceding findings, staff recommended that the Commission grant a COA for the rehabilitation of the R.J. Reynolds Tobacco Company Factory Complex 64, 500 East Fifth Street, Winston-Salem, subject to the following conditions: 1. Commission staff shall review and approve the specifications and locations of exterior lighting and signage prior to installation; 2. The project shall be completed as approved by the National Park Service and the State Historic Preservation Office, including all conditions imposed by such offices; 3. The project must meet all building codes and ordinances required by the City; and, 4. Commission staff shall review and approve any revisions or deviations to any portion of the as-submitted work prior to commencement of any portion of the revised work. Public Comment Speaking in Favor of the Application: Paige Pollard, Commonwealth Preservation Group, P.O. Box 11083, Norfolk, VA, was sworn for testimony and spoke in support of the application. Speaking in Opposition to the Application: None

11 -7- Commission Discussion The Commission discussed the application. Finding of Fact Mr. Ryden moved that based upon the evidence presented in the application and during the public hearing the Commission find that the application was not incongruous with the character of the landmark, because of staff comments, numbers one through seven as previously stated, and staff recommendations numbers one through four as previously stated. Second: Vote: Mr. Davis Unanimous Certificate of Appropriateness Ms. Smitherman moved that based on the preceding Finding of Fact, the Commission grant a COA to Paige Pollard, Commonwealth Preservation Group, for the property at 500 East Fifth Street, Winston-Salem subject to conditions one through four as previously stated. COMMITTEE REPORTS A. Education Committee Ms. McCullough stated that the committee was still on hiatus for the summer. B. Historic Marker Committee Ms. Pegram briefed the Commission on the Pythian Hall marker unveiling held on July 21 st. She stated that September 25 th would be the unveiling for Calvin H. Wiley School. She also stated that she was working with the County for the Memorial Industrial School unveiling, which she hoped could be in October. V. UNFINISHED BUSINESS There was no unfinished business. VI. NEW BUSINESS Ms. Pegram reminded the Commission to review and provide comments to staff on the draft Local Historic Landmark guidelines by September 4th. Ms. McCullough discussed the City s ethics training class and that one would be held at the Community Appearance Commission s August 28 th meeting. She stated she would more detailed information and encouraged those members who had not taken the training class, to consider doing so at that time. Ms. McCullough also brought up the annual fall HRC retreat. She stated the focus would be on HRC programming, with a small component related to procedures. She stated she would possible dates to the Commission and that the dates would be in mid-to-late October or early November. Staff also reminded the Commission about the Preservation North Carolina conference to be held in Edenton from October 2-4. Ms. McCullough stated that the Legacy 2030 update plan had won the highest award for a comprehensive plan in North Carolina. The annual NCAPA conference would be held in Winston-Salem in September and the award would be presented at that time. Ms. McCullough presented the annual report outlining environmental review projects for the past year.

15 -11- Ms. McCullough then made a presentation on the history of the County farm site, located off Shattalon Drive. She stated that she would be presenting the report to the County Commissioners as had been requested. With no further business, the meeting was adjourned.
