Project Manager RE: GTA West Corridor EA Study Stage 2 Short List of Route Alternatives Alloa Village Lots 18 to 22, Concessions 3 & 4 WHS Town of Caledon We represent and write to you on behalf of the Alloa Village Landowner Group constituting a land mass of approximately 809 hectares (2000 acres) in southwest Caledon bounded by Old School Road (north), Chinguacousy Road (east), Mayfield Road (south) and Mississauga Road (west). Participating landowners in the Group at this time control the majority of the Alloa land block. The GTA West short list route alternatives through the Alloa Village lands are 3A, 3B and 3D. The Alloa Landowner Group prefers and promotes a northerly and the shortest, most direct GTA West Corridor route through the Alloa land block. URBAN & R E G I O N A I P L A N N E R S, LAND DEVELOPMENT CONSULTANTS The 3B alternative is the shortest, most direct short-listed route through the Alloa lands which results in the least amount of land fragmentation, the least creation of irregular parcels and also involves the fewest number of impacted properties and landowners, compared to the other 3A and 3D route alternatives through Alloa. In addition, route alternative 3B would have less relative environmental impacts with fewer corridor route crossings of conservation regulated areas, watercourses and woodlots, than either of the 3 A or 3D route alternatives. Lastly, the selection of a more southerly route alternative solely for the benefit of maintaining an agricultural land base is not relevant as the remaining lands north of the GTA West Corridor and south of Old School Road will be too fragmented for economically viable agricultural production. Once implemented, the GTA West facility and associated improvements will provide opportunities for improved transportation linkages and economic development. Regional staff also appreciate the extensive consultation conducted since the commencement of Stage 2 of the GTA West Environmental Assessment. We look forward to similar consultation and our active involvement as the study progresses. We have reviewed the information presented at the first round of Public Information Centres (PICs) held in November/December 2014 and our initial comments are noted below. Additional detailed comments will be provided after the MTO's presentation to Peel Regional Council, scheduled for Thursday, March 26, In reference to the map showing the GTA West Short List of Route Alternatives and Potential Interchange Locations, we have the following general observations/comments: Hiqhwav401/407ETR Connection (West Brampton Area) - Section 1: o Can there be additional options looked at (to connect 1C and 1E/2D) to serve as a possible 'Norval Bypass'? This issue was raised at the November 7, 2014 Municipal Advisory Group meeting and was recorded within the meeting minutes, Public Works 10 Peel Centre Dr., Suite B, Brampton, ON L6T 4B9 Tel;
6 GTA WEST CORRIDOR ENVIRONMENTAL Highway 410 Connection (Mayfield West Area)- Section 10 Are there potential capacity and/or alignment issues with Highway 410 extension via 10G? «Extending the 410 via option 10G could negatively impact residential. development that has already received draft approval. The Region intends to construct a sanitary sewer and a water main in a new east-west roadway that will traverse Alternatives 10B and 10C. The Province has been made aware that these services will be in place prior to the construction of the GTA West Corridor and will have to be protected during the time of construction. e Alternative 10C appears to have advantages in that a mid-concession alignment is preferred from a property Impact point-of-view. In addition, this alignment is the most direct and avoids two unnecessary crossings at Heart Lake Road. Highway 427 Connection (Secondary Plan 47 Area) - Section 6 «Regionai staff have specific concerns regarding alternative 6D. It impacts negatively upon a major employment land development proposal within the City of Brampton, along with other development applications. Also, it would require additional crossings compared to Alternatives 6A and 6B, which could increase the construction costs. Alternative 6D traverses an area where the Region and City of Brampton are advancing EA's for five major road projects, including Arterial Road A2 and Coleraine Drive. General.Comments A transit-way is proposed along the corridor with transit stops at the interchange locations. Municipal transit service planning should be coordinated with this proposed transit-way, and include considerations for carpool parking lots. «The Bolton Transportation Master Plan (TMP) is being undertaken by the same consultant (MMM Group Ltd) working on the GTA West EA. The Bolton TMP consultant is currently running the transportation model to assess the travel pattern impacts to Bolton associated with the GTA West short-listed alternatives. Peel staff recommend that both project teams coordinate the background technical work (e.g. modelling, input/assumptions, output, etc.) to ensure that these two ongoing projects are technically consistent. «The Region generally supports interchange locations at Regional Roads, as these benefit Peel businesses by enhancing the goods movement network within the Region and its connectivity with the rest of the GTA. The Region of Peel is demonstrating leadership in the area of goods movement In Ontario and is taking important steps in maintaining its position as a significant freight hub for Canada. 7 GTA WEST CORRIDOR ENVIRONMENTAL in a timely manner that supports the forecasted population and employment growth beyond the 2031 planning horizon, as set out by the Province.» The Region supports the innovative approaches outlined within the Guideline for Planning and Design of the GTA West Corridor Through the Greenbelt. Sustainable Transportation. The Peel Region Active Transportation Plan provides a framework for how the Region will increase the share of trips by walking and cycling, enhance modal integration (e.g. linking active modes of transportation with transit), and create a pedestrian and cycling friendly environment. The Plan also sets out policies that direct the practices of the Region to support more Walking and cycling, active transportation improvements to the existing cycling and pedestrian networks, and strategies/programs to shift travel behavior. The Region recommends that MTO consider cycling facilities as part of the corridor assessment and be part of the overall multi-modal transportation solution. We also ask that the MTO considers the following: Connectivity and integration with the existing and planned pedestrian and cycling network. In particular, the MTO should consider building pedestrian/bicycle overpasses in Sections 2 and/or 6 and others as appropriate (Short List of Route Alternatives map) to help maintain connectivity for the communities that will be north and south of the future highway, and to ensure the planning of the GTA West does not preclude other trail connections, such as from Bolton to Kleinburg through the ' Nashville Tract Conservation lands and Bolton Resource Management Tract Conservation lands. Active transportation facilities should be integrated in the overall design plan to accommodate pedestrians and cyclists (e.g. integrating walking and cycling facilities at interchanges and ramp crossings, accessible crossings located to support direct pedestrian routes, adequate lighting and sight distances). Public Health Impacts MTO is strongly encouraged to consider public health impacts when evaluating route alternatives and potential interchange locations that are in close proximity to existing or planned sensitive land uses such as residential areas and schools. Further, the GTA West EA should aim to support the future land use mix that will positively impact the degree of travel self-containment and active transportation in Peel Region. The GTA West EA should aim to support or enhance the integrity of the road network by considering existing or planned roadways. In addition, route alternatives should consider connectivity and integration with the existing and planned pedestrian and cycling network. Natural Heritaqe/Qreeniands System The Region emphasizes the importance of appropriate water crossing design to maintain corridors and minimize the impacts to the Credit River, Etobicoke Creek Tributaries and Headwaters and Humber River crossings. 8 GTA WEST CORRIDOR ENVIRONMENTAL Heritage System is now available to help inform work going forward and can be obtained by contacting the Credit Valley Conservation Authority, Agriculture. The Prinie Agricultural Area identified in the Region of Peel's Official Plan (ROP) has a Canada Land Inventory (CLI) rating of Class 1, 2, or 3, The Focused Analysis Area and all of the currently short listed route alternatives within the Town Of Caledon are located within this Prime Agricultural Area designation. We encourage the MTO to utilize an appropriate range, of key criteria to evaluate agricultural impacts including the loss of agricultural land, removal of agricultural buildings and infrastructure and agricultural land fragmentation. Additional evaluation of fragmentation of individual farm operations is also requested in addition to the larger scale analysis of fragmentation of the Prime Agricultural Area. The refined Focus Analysis Area travels through designated Prime Agricultural Areas' including some of the largest agricultural operations in Peel. While Regional staff understands that agricultural impacts cannot be avoided, we recommend that the MTO generally consider southerly route alignments that minimize fragmentation of the Prime Agricultural Area and maximize the potential to retain a larger contiguous Prime Agricultural Area north of the preferred route where possible, Electricity Transmission The Ontario Power Authority provided a report to the Region detailing future electricity transmission system requirements within Peel Region, The report Identified a need for an east-west transmission line in North Brampton/South Caledon and a north-south transmission line in West Brampton/Southwest Caledon to serve the forecasted electrical load in the area over the next 25 years. The report noted that transmission line facilities of this nature require a corridor width of approximately 40m. It is acknowledged that this work is distinct from the GTA West. However, advancing the projects in parallel may help create efficiencies for property acquisition and reduce public inputs. Data and Mapping Peel can provide MTO with Regional GIS data sets including the Core Areas of the Greenlands System identified on Official Plan Schedule A, MTO staff are encouraged to contact Peel Data Centre staff for further information and data.
