20 Adverse Effects to Lathrop Homes Demolition of 10 contributing structures Modifications to original landscape plan Based on comments received during previous round of Section 106 consultation in August 2016, no additional adverse effects were identified

23 Resolving Adverse Effects Avoid Increase in density to achieve a successful mixed income community as required by the RFP process Provide accessible and adaptable units equaling a minimum of 20% of the units on site Minimize The scope of demolition has been minimized from the proposed demolition of all 31 contributing structures in 2006 to 10 contributing structures in the current master plan Mitigate Mitigation measures are proposed based on the current site plans to resolve adverse effects By law, mitigations must be tied to actual adverse effects

26 Proposed Mitigation Measures To ADDRESS ADVERSE EFFECTS DUE TO DEMOLITION OF 10 CONTRIBUTING RESOURCES Rehabilitate 21 contributing buildings and colonnades in accordance with the Secretary of Interior s Standards for Rehabilitation Design of new buildings shall conform to the Standards guidance on compatible new construction No contributing structures will be demolished in advance of required permits being issued for new buildings or infrastructure that require the removal Other Mitigation Thoughts or Ideas?

27 Proposed Mitigation Measures To ADDRESS ADVERSE EFFECTS DUE TO MODIFICATION OF THE LANDSCAPE PLAN Comply with the National Park Service s Guidelines for the Treatment of Cultural Landscapes for landscape and site improvements Reflect the characteristics and significant design features from the original Jens Jensen landscape plan in the landscape interventions proposed Rehabilitate courtyards in manner similar to original, unexecuted design including installation of a paver system and re introduction of planting bed Reinforce Jensen s original long view to the river Minimize visual impact of parking areas Other Mitigation Thoughts or Ideas?

29 Programmatic Agreement Monitoring and Compliance Inadvertent Discoveries Plan Implemented if potential historic properties are discovered or unanticipated effects on historic properties are found Secure the jobsite and suspend work in the vicinity of the affected resource Notification to signatories within 24 hours Perform field evaluation within 48 hours Coordination with signatories to resolve effects

30 Programmatic Agreement Monitoring and Compliance City is responsible for monitoring compliance City may perform regular audits/inspections to ensure compliance. CHA shall provide an annual summary report to all signatories Summary report shall detail proposed scheduling changes, problems encountered, and disputes and objections received by CHA

31 Programmatic Agreement Monitoring and Compliance Dispute Resolution City is responsible for consulting with disputing party to resolve any objection If objection cannot be resolved, City will forward dispute to ACHP for review ACHP shall provide advice on resolution within 30 days Amendments Allowed by agreement in writing by all signatories
