2 Purpose of this Public Involvement Meeting The purpose of this public involvement meeting is to present information and solicit public comment on the results and recommendations included in the TRU Safety Study. This meeting will be an open house format. The project team will be available to answer any questions you may have anytime between 5:00 pm and 7:00 pm. The meeting format will also include a brief project overview presentation at 5:45 pm. Following the presentation, interested individuals will have the opportunity to speak during an open microphone public comment period. Throughout the public meeting, the safety study and exhibits illustrating the recommended improvement alternatives under consideration will be displayed and representatives of ODOT, including the safety study consultant, Mott MacDonald, will be available to address questions. Project Description A Safety Study was completed to evaluate the roadway safety and traffic operations at several locations all within Howland Township in Trumbull County, Ohio. These locations include: the interchange of State Route (SR) 46 (Niles Cortland Road) and SR 82 the signalized intersection of SR 82 and Howland-Wilson Road the signalized intersection of SR 46 and County Road 329 (Warren-Sharon Road), the section of SR 46 between SR 82 and Warren-Sharon Road the unsignalized intersection of SR 46 and Howland Springs Road Recommendations See attached exhibits. The study recommendations are as follows: SR 46 and SR 82 interchange convert interchange to a Diverging Diamond Interchange (DDI) SR 82 and Howland-Wilson Road extend median on SR 82 cul-de-sac both legs of Howland-Wilson Road only allow right turn movements from SR 82 to Howland-Wilson Road SR 46 and Warren-Sharon Road extend existing northbound, southbound, and westbound left turn lanes construct right turn lanes for the northbound and southbound approaches of SR 46 SR 46 section between SR 82 and Warren-Sharon Road convert to a three-lane section with center two-way left-turn lane (TWLTL) with sidewalk, curb, and enclose drainage ditches SR 46 and Howland-Springs Road realign Howland-Springs Road with Kenyon Drive

3 Environmental Considerations Ecological Resources (including wetlands, rivers/streams, aquatic and terrestrial habitats, and threatened and endangered species) A review of the various environmental databases conducted by ODOT, District 4 Environmental Section personnel on July 3, 2018, indicated several streams, wetlands and terrestrial habitats exist within the project study area(s) and will need to be evaluated for potential impacts. Additionally, a review of the Ohio Department of Natural Resources (ODNR) Natural Heritage Database did not identify any endangered, threatened, or potentially threatened species records for any animal species located within 1 mile of the project and any plant species records within 0.5 mile of the project(s). However, there does appear to be suitable wooded habitat (SWH) for the Indiana Bat (Myotis sodalis) and Northern Long Eared Bat (Myotis septentrionalis) within the project study area(s). Therefore, an Ecological Survey Report (ESR) will be completed for the proposed project(s) to address any impacts that will occur to these resources. Cultural Resources (including historic sites, archeological sites and historic architecture) An electronic records check conducted by ODOT, District 4 Environmental Section personnel on July 3, 2018, was completed for the project to determine if previously recorded cultural resources are located within the vicinity of the project(s). Based on a review of the Ohio State Historic Preservation Office (SHPO) Mapper, multiple previously identified historic structures, including the E.N. Brown House (TRU ), are located within the project study area(s) and will need to be evaluated for potential impacts. In compliance with Section 106 of the National Historic Preservation Act of 1966, as amended (codified as 36 CFR 800) ODOT requests information regarding the presence of any known cultural resources in the vicinity of the recommended safety improvement alternatives. Cultural resources include prehistoric and historic archaeological sites, historic bridges, historic buildings, sites and districts. The proposed countermeasures at the SR 46/82 interchange have the potential to impact the E.N. Brown Residence [877 SR 46 (Niles Cortland Road)] determined to be eligible for inclusion on the National Register of Historic Places (NRHP). Section 106 of the National Historic Preservation Act of 1966 requires agency officials to consider the effects of their actions on historic properties. The Section 106 process seeks to incorporate historic values into project planning through consultation among agencies, and other parties, with an interest in the effects of the undertaking on historic properties. Individuals or organizations with a demonstrated interest in the effects of the undertaking on historic properties can become a Section 106 consulting party. The various consulting parties work together to discuss options, provide multiple viewpoints, and strive to seek common agreement on the incorporation of historic preservation values into the project. 4 Regulated Materials (including Superfund, Resource Conservation and Recovery Act (RCRA), solid waste facilities, spills, Ohio Voluntary Action Program (VAP) and Bureau of Underground Storage Tank (BUSTR) site) A review of the ODOT, Office of Environmental Services (OES) Environmental Site Assessment Website conducted by ODOT, District 4 Environmental Section personnel on July 3, 2018, indicated several regulated material sites exist within the project study area(s) and will need to be evaluated for potential impacts. Noise Analysis (studies to identify potential noise impacts) The project will be evaluated to ensure compliance with NEPA, the FHWA Highway Act of 1970 and the USEPA Noise Control Act. Social and Economic/Community Impacts (including businesses, residences, emergency services, travel patterns, schools, recreational activities, etc.) The project will not adversely impact the local community or the local economy. Access shall be maintained to adjacent residences/businesses. No substantial impacts to health and education facilities, recreational activities/facilities, religious institutions, public transportation or pedestrian and bicycle facilities are anticipated. Temporary, short-term, minor impacts will occur to police, fire and emergency medical services with increased response times anticipated during construction. Additionally, minor short-term, temporary impacts to school and public bus services are also anticipated. Underserved Populations (defined by ODOT as minorities, low-income, older adults, individuals with disabilities and individuals with limited English proficiency) ODOT has developed guidance which provides information how to properly identify and engage Underserved Populations as part of the environmental process with the intention to avoid, minimize or mitigate disproportionately high and adverse human health and environmental effects, including social and economic effects, on Underserved Populations. The proposed project is not expected to disproportionately impact underserved populations based upon the analysis of demographic indicators in the Transportation Information Mapping System (TIMS). Individuals will be encouraged to comment throughout project planning on the project(s) potential to impact minorities, low-income, older adults, individuals with disabilities and individuals with limited English proficiency.
