8 Project Impacts Noise Analysis at Dahlgren Wayside Park 8
9 Project Impacts Noise Analysis at Dahlgren Wayside Park Findings Noise wall analysis conducted using both Maryland and Virginia standards The increase in noise average at 5.9 dba during the projected peak traffic periods in 2040 at Dahlgren Wayside Park The wall would need to be about 14 feet tall to achieve best results, but could feasibly be only 10 feet tall on the bridge due to structural limitations Noise Wall Considerations Reduces level of noise by about 7 dba on average Blocks views from the bridge to the park, and from the park to the water Creates a secluded space difficult to see and monitor from outside Virginia Tourism Commission has requested the wall be excluded from their adjacent property which further reduces the effectiveness of a wall at Dahlgren Wayside Park 9
10 Project Impacts Right-of-Way Acquisition in Parkland Current design impacts are different from 2011 design: Barnesfield Park impacts are reduced by half to a total of 1.1 acres Retains Dahlgren Heritage Museum Dahlgren Wayside Park impacts increased by 0.47 acres to a total of 2.8 acres Increase due to Dahlgren Wayside Park, and due to refined engineering to accommodate a deceleration lane to Roseland Road, stormwater management, and realigning the park driveway and parking areas Additional acreage is not anticipated to impact the activities, features, or attributes that qualify the park for protection under Section 4(f) Changes are considered de minimis by Federal Highway Administration, and we are seeking your concurrence 10
11 Parkland Mitigation Amending the Memorandum of Agreement Original Memorandum of Agreement (MOA) Signed in 2011 by King George County, MDTA, VDOT, Virginia Tourism Commission, Virginia Department of Conservation and Recreation, National Park Service and Federal Highway Administration Project changes necessitate an amendment need agreement and signature from all parties Changes in Draft Amendment King George County will identify replacement parkland sites VDOT will acquire property for King George County Replacement land shall be of equal value and usefulness This language is a requirement by National Park Service to be compliant with federal regulations Modifies the previous replacement ratio as a 2:1 acreage to that of a like monetary value, meaning acreages may be more or less depending on value 11
12 Environmental Impacts Wetland/Waters of the U.S. Impacts and Mitigation 0.47 acre and 113 linear feet impacted in Virginia 0.41 acre nontidal 0.06 acre tidal (this will require a tidal wetlands permit from King George Wetlands Board) Unavoidable impacts to be compensated for by purchases of credit from an approved mitigation bank or in lieu fee site Possible bank options include: Hull Spring Farm Mitigation Bank (nontidal wetland and stream) Crow s Nest Phase I (tidal wetland) 12
