The rate of urbanization in Rwanda in these last years has been increasing at a high pace and the country envisages accommodating 35% of her population in cities by the year While Rwanda's first Economic Development and Poverty Reduction Strategy (EDPRS I) set the urban planning foundation and the desired achievement to have 10,000Ha of developed plots throughout the national territory, the second generation (EDPRS II) ( ) set focus on promoting urbanization with socially-inclusive, environmentally sustainable and economically viable green integrated cities. For the above to be achieved, the government of Rwanda embarked on promoting urbanization by prioritizing potential secondary cities where this rapid urban growth linked with economic development will be focused. This is in line with the need to reduce the visible migration pressure off from Kigali, the country's primate city, by stimulating the development of secondary cities. These cities will be economic transformational bases with sustainable urban living rendering more economic and job opportunities and
2 hence stimulating their attractiveness in vicinities where people can live and work and thus enable regional balance. Thus in order to meet this target and promote sustainable urban development for the anticipated rapid growth, appropriate highly visionary urban planning and development tools need to be established. These tools guided by the strategic vision and branding of the respective cities may include plans, proposals, development and design guidelines, and/or strategies for Green and Sustainable urban development, including: urban renewal/transformation, restructuring, regeneration or upgrading as well as for urban extension zones equipped to mitigate proliferation of informal settlements and promote access to urban social services, infrastructure, amenities and utilities. It is from the foregoing that following the review and establishment of new strategies, policy and regulatory framework guiding urban planning and building, the Government of Rwanda's Ministry of Infrastructure through its implementing agency Rwanda Housing Authority (RHA) has embarked on the revision, establishment and development of Conceptual and Detailed Urban Master plans for various District Cities and Towns to ensure a future orderly growth and development of Rwanda's cities/urban areas for a sustainable socio-economic living and development of the country and its citizens. For this particular case, RHA wishes to complete the District urban planning process for the newly approved Secondary Cities of Muhanga, Huye, Rubavu, Nyagatare, Musanze and Rusizi by inviting international consulting companies or consortium of firms with expertise and experience in large scale strategic and integrated spatial planning, urban design and impact project concept designing to tender for the assignment to design the Conceptual Master Plans; Local Land Development Plans and Land Subdivision Plans (Detailed Physical Plans) for the above mentioned Cities. OBJECTIVES OF THE STUDY: The objectives of the study are delineated below, and include the revision, harmonization and updating of existing urban planning documents for the secondary cities. Further requirements are as below: 1. Revise and update the existing Urban Master Plans/Local Land Development Plans and establish new conceptual master plans in line with requirements and city branding and visions set by the new urban planning and building policy and regulatory framework, emerging Local Economic Development Opportunities, Vision 2020, EDPRS2 and the Urbanization Sector Strategic Plan. 2. Develop Local Land Development Plans and Land Subdivision Plans or Detailed Physical Plans of the project details that ensure a rational exploitation of the opportunities in the focus priority areas for immediate, mid-term and long-term city interventions and investments; 3. Develop a financial plan laying out the strategy for the implementation of new planning proposals including acquisition of planned infrastructure extension in accordance with the newly updated urban planning tools
3 4. Develop Priority Projects (at least one within each Sub-Area Plan) to stimulate economic development and urbanization in each city 5. Prepare a marketing and publicity tools demonstrating the vision and future development of each particular City including Physical Models (Marquette) and Urban design models for each city's chosen areas 6. Ensure the revised Master Plans are published and uploaded online for public access and for provision of related urban planning and development web GIS-based services to improve citizen services through technological innovation and E-Governance initiatives. 2. THE SCOPE OF THE STUDY The tasks to carry out the revision and design of the detailed physical plans (implementation studies) in each of the cities are described further in this section: 1. Reviewing and Updating the existing Urban Planning Tools: This will entail assessing the extent to which the existing Master Plan/Local Land Development Plan requirements have been respected and implemented and if there are amendments so far done in line with the existing situation. An urban context and site analysis which includes analyzing the opportunities and constraints of the districts and specifically the urban network as well as undertaking detailed research and case studies will be necessary. Most importantly a direct linkage to the already existing National Land Use and Development Master Plans, ongoing District Land Use Development Master Plans, District Development Plans and existing Sub-Area Plans must be established. Furthermore reference to the newly adopted urban planning and building regulatory framework will also be critical. 2. Economic Development Assessment: As a baseline to all physical planning, economic projections and strategies should be developed for the region surrounding and including the urban area. These should be based on the District/local, national and regional economic development strategies, as well as emerging and projected economic patterns in the region, distinguishing it for its unique opportunities and constraints. This should be a substantial element that will inform the accuracy of the existing planning and any revisions to be made. In addition to projections, there should also be an estimation of annual demand for various uses over the next 10 years. This includes: commercial (both office and retail), residential in strata to be defined, industrial. This is not-a full market study, but should be detailed enough to\inform municipal planning decisions, capital improvement plans, and stimulate confident investment in different property development sectors. Of recent, there has been significant work done in this areas that includes various studies on Local Economic Development; Economic Potentialities and Economic Geography of Rwanda and more specific on these Secondary Cities. This will contribute much to this assignment. 3. Vision and Concept Development: Noting the fact that the secondary cities are new potential poles of economic growth, the process of formulating the brands and visions for the districts and their respective city
4 regions as well as evolving the goals, objectives, strategies and recommendations which will help achieve their positioning, is a task to consider. 4. Structure and Concept Options - this includes development of the structure plan as well as at least two planning concept options as a tool for discussion and review by client. 5. Urban Design Development - this includes development\of the selected planning concept option into a detailed master plan, which would form the base for infrastructure planning, marketing and implementation. The development and establishment of a physical model and urban designs for each city's chosen sites/areas of strategic interest will be critically expected to be delivered here. 6. Infrastructure Planning - this includes detailed development of the schematic proposals for transport and infrastructure. The detailed physical plans/master plans must as well have a well elaborated component of infrastructure and transport planning at the City bevel to ensure the required broader vision of the overall City mobility framework prior to undertaking the District Transportation Planning and development. This will facilitate the Linkage between land use and transport in order to promote sustainable urbanization and a Low carbon economy as advocated by the Government of Rwanda 7. Zoning and Development Control - this includes development and proposal of zoning and development control regulations which will be the medium for implementing the planning proposals. This will be developed in reference to the newly adopted urban planning and building regulatory framework. 8. Sustainable Development and Green Guidelines - this includes developing appropriate guidelines for economic and urban development systems including physical design, construction industries and supply chains, and other relevant urban industries; creating brochures and other teaching tools to elaborate the requirements; teaching staff how to use them to build capacity in public and private sector partners and other stakeholders. Commendable work has so far been done and reference to the existing documents especially the green city development guidelines and framework will be appropriate. 9. Financing and Implementation Plans - Given the need to plan for the Secondary Cities' respective forecasted urban population growth and the need to ensure this forecasted population growth is accommodated within well-planned, serviced and plotted areas, these new urban planning documents will be accompanied by realistic financial implementation strategies at least for the first phase of plan implementation (next loyears). This includes proposal of the development phasing plan, capital improvement plans for infrastructure and public sphere land acquisition, and implementation strategies for the startup/priority areas of the city master plans. 10. Web GIS System - to improve citizen services through technological innovation in complement to Rwanda's E-Governance initiatives, an online application that allows all end users to gain relevant information on the data of the parcels like parcel area, Zoning details, no. of floors permitted for construction, relevant zoning guidelines download links etc by for example sending UPI (Unique Parcel IDs) as SMS to short code will be needed. Similarly the system should allow the users to interactively analyze the data from GIS layers published on the ArcGIS server through browsers / smart phones / tablets and thus enable planners / Engineers / Citizens to analyze the GIS Master plan data and make decisions
5 based on the analysis of the data including downloading the Master Plan documents for their reference. Reference will be made to the City of Kigali existing system for more details. 11. Public Participation Meeting - this includes public exhibition, presenting the structure plan and urban design concept options and project proposals to the stakeholders for feedback. 12. Capacity Building - This is a very important component of the assignment based on the fact that the local technical staff in charge are short of the right skills across sustainable urban planning and urban development control and management. The proposed methodology must achieve maximum integration of designated City planning and infrastructure staff into the project either part or full time. The rationale behind this is to ensure skills transfer, improved human capacity and ownership of the developed plans and proposals for sustainability during implementation phase. Consulting firm: The consulting firm must have at least 10 years of general experience and should have executed at least 5 major urban planning projects worldwide, related to Town-ships/Cities 3 of which must be in Africa. Certificates of good completion for the executed projects must be provided in the expression of interest document. Project Team: The consulting firm shall provide qualified experts with the required minimum years of professional experiences described. The profiles of the key experts for this contract shall include but not limited to the following: 1. An expert in urban planning, urban design or urban development, with at least a Bachelor's Degree in Urban and Regional Planning, Urban Design or Urban Development. He/she should have at least 15 years of professional experience in urban planning, urban development or urban design field with broad based experience across various disciplines 2. A civil engineer, infrastructure engineer or transportation engineer, with at least a Bachelor's Degree in Civil Engineering, Infrastructure Engineering or Transportation Engineering. 4-le/she should have at least 15 years of working experience in transportation or infrastructure related planning and engineering professional field. 3. An economist, with at least a Bachelor's Degree in Economics (preferably) or Social Sciences. He/she should have at least 8 years working experience in either of the field undertakings listed below: economic development strategy, market analysis, project formulation and design, property development, municipal financing and public private partnerships. 4. An Architect/Urban Designer, with at least Bachelor's Degree in Architecture (Ao) or Urban Design. He/she must have 10 years professional working experience in Architecture, Urban Design,
6 Modelling and Graphics Design, Urban Development Control or urban planning and development project design and implementation 5. A Sustainability/Environmental Specialist for EIA and for Sustainability planning; with at least a Bachelor's Degree in Environmental studies, Sustainability Studies or Sanitation Engineering. He/she should have 5 years professional working experience in sustainable urbanism, environmental analysis, planning and engineering or green urbanization concepts 6. GIS Expert with at least Bachelor's Degree in GIS, Land Surveying or Geography. He/she should have 5years working experience in GIS and Data Management of all forms or 3D modelling and graphics integration with other systems 7. Social Development Expert with at least a Bachelor's Degree in Social Development Studies. He/she should have at least 5 years experience in undertaking assignments related to socio development analysis and Social impact assessment 8. Any other profile deemed necessary by the consultant firm to fulfill the required tasks - capacity building, operating web-gis system, grassroots involvement, cultural heritage analyst and/or other sub consultants Based on thefact that the assignment is to done concurrently in all the six(6) secondary cities geographically dispersed, it will be ideal for the consultant firm or consortium to be in a position to ensure that each city has an appropriately designated project team allocatedthere for the proper and timely execution of this huge assignment. The short listing criteria will be based xon; the general experience of the corvipany based on the certificate of company registration (10 years), Certificates of good completion for similar services executed and the team of experts required accomplishing the present assignment. Rwanda Housing Authority invites eligible firms to express their interest by delivering complete expression of interest documents comprising of a duly signed, dated and stamped letter expressing interest, certificate of company registration, Degree certificates and CVs for the consultants that conform to the requirements of the present expression of interest. Sealed envelopes should be delivered to the Headquarters of Rwanda Housing Authority - Procurement office located at RELAX PLAZA in Kacyiru Sector - Gasabo District not later than 5th September 2016 at 9:00am local time in three copies including the original.
