2 Temple s added value Temple is one of the UK s leading independent infrastructure and property consultancies, specialising in environment, planning and sustainability. We have a proven track record in both undertaking Environmental Impact Assessments (EIA) and reviewing Environmental Statements (ES). Temple has been involved with some of the most significant infrastructure projects in the UK and our track record in rail dates back 20 years to the Channel Tunnel Link (CTRL) and the Thameslink Programme. Our portfolio of projects covers highspeed, inter-urban, commuter and metro services, along with light rail, trams and heritage lines. We adopt a pragmatic approach to ES reviews, working closely with our clients to deliver a level of review to meet their needs, whether this is simply a regulatory compliance check or a more detailed technical review. We are known for our responsive and collaborative approach of working, providing ongoing support to our clients throughout the decision making process and beyond consent. ES reviews and why you need to do them: There are many reasons for arranging an independent review of an ES, these include: ensuring compliance with all the relevant regulations; reducing risk to both planning authorities and the Applicant from third party challenge; to help the case officer in compiling their Committee reports and making their recommendations; assessing whether the information presented in the ES is complete and whether it has been arrived at in the right way; advising on suitable wording for any specific planning conditions needed; and adequate scrutiny of an ES to support the decision making process.
3 Thames Tideway ES review Client: London Borough of Tower Hamlets Date: June 2012 Temple was instructed by the London Borough of Tower Hamlets to undertake a review of Thames Water s proposals for two major worksites within the borough, including a Combined Sewer Overflow connection shaft site at King Edwards Memorial Garden. This proposal forms part of the DCO for the Thames Tideway Tunnel project currently in construction. Temple undertook a review of the site selection process and consultation process used by Thames Water during the preapplication stage, and further reveiws of the s.78 publicity, and the applicants various responses to written representations during the determination period. The commission included for focussed expert techncial reviews of the traffic and transport, local air quality (including odour), noise and vibration, and recreation, open space and visual impact baseline data and assessment findings. Temple also supported LBTH at the Examination in Public. The review addressed both the construction and operation phases. Our value Temple was able to guarantee a consistent team over the whole two and a half year period, ensuring knowledge of the scheme and key issues were carried throughout the project. 4 M20 Junction 10A ES Review Client: Ashford Borough Council Date: August 2016 Temple was commissioned by Ashford Borough Council to undertake an independent review of the ES, which was produced by Highways England to support a Development Consent Order (DCO) for the proposed scheme at M20 Junction and A2070 Link. Key issues requiring detailed consideration included: Ensuring compliance with all the relevant regulations; landscape arboricultuire air quality traffic and transportation noise and vibration Temple supported the Council in ensuring the ES was robust by providing highly experienced technical specialists toadvise on the scheme, compliance with legislation, associated impacts and proposed mitigation. Our value Temple has worked with the Council on numerous projects and continue to demonstrate the quality of our work. As demonstrated on this project, Temple is able to prioritise its effort to areas of focus, providing a balanced review along with practical advice.
5 Norton Bridge Client:Network Rail Date: June 2012 On behalf of Network Rail, Temple provided environmental services for this Nationally Significant Infrastructure Project (NSIP) which required a Development Consent Order (DCO). Works comprised a new grade separated railway junction on the West Coast Main Line north of Stafford, with associated highway, major gas and fuel oil pipeline diversions, deep cuttings, multiple bridge construction and watercourse diversions. Temple provided the following services: environmental assessment and EIA co-ordination; production of ES; consultation GIS analysis and constraints mapping; carbon modelling; sustainability appraisal; and Our value Temple ensured value for the client by carrying out hydraulic modelling alongside consultation with local land owners and the Environment Agency. This work enabled the client to agree reduced span watercourse crossings, saving the client 6 million in construction cost.
