HEARING DATE: Wednesday, July 2, 2014 PLANNING DEPARTMENT STAFF REPORT PURSUANT TO ORDINANCE NO. 164,845, IF A CERTIFICATE OF POSTING HAS NOT BEEN SUBMITTED BEFORE THE DATE OF THE PUBLIC HEARING, IT MUST BE PRESENTED AT THE HEARING, OR THE CASE MUST BE CONTINUED. REQUEST Pursuant to Los Angeles Municipal Code Sections 17.03, 17.06, and 18.04, Tentative Tract Map No to permit the merger and re-subdivision of 4 lots into 21 lots, including Private Streets, for implementation of the previously approved NBC Universal Evolution Plan that includes studio, studio office, entertainment, entertainment retail, hotel, and office uses, and located on an approximately 48.8 net acre site located at 3848 Lankershim Boulevard in the RE15-1-H, [Q]C2-1-SN, C2-1, and PB Zones. The applicant is also requesting to be able to record the map in multiple phases/unit maps. Find under the California Public Resources Code Section and the State s Environmental Quality Act (CEQA) Guidelines Section 15162, on the basis of substantial evidence contained in the whole record, that since certification of EIR No. ENV EIR (SCH ), on November 14, 2012, there have been no changes to the project, changes with respect to the circumstances under which the project is being undertaken, or new information of substantial importance concerning the project, which cause new significant environmental effects or a substantial increase in the severity of previously identified significant effects, and therefore no additional environmental review is required for the project. RELEVANT CASES ON-SITE: Case No. ENV EIR: On November 14, 2012, the City of Los Angeles certified an Environmental Impact Report (State Clearing House No ) and adopted a Mitigation Monitoring and Reporting Program for the NBC Universal Evolution Plan project at 100 Universal City Plaza. Case No. CPC GPA-ZC-SP: On November 14, 2012, a General Plan Amendment and Zone Change was approved for the NBC Universal Evolution Plan project at 100 Universal City Plaza. The General Plan Amendment changed the land use designation from Open Space, Minimum Density Residential, Very Low Density Residential, Medium Density Residential, Limited Commercial, Community Commercial, and Regional Center Commercial to Regional Commercial. The Zone Change changed the zoning from OS-1XL, RE40-1, RE20-1, RE20-1-H, RE15-1-H, R1-1, P-1, PB-1, (Q)C1-1L, and C2-1 to [Q]C2-1-SN (Ordinance No. 182,321). On February 5, 2013, the Universal City Sign District was established by Ordinance No. 182,436.

Case No. CPC DA: On February 5, 2013, a development agreement by and between the City of Los Angeles and Universal Studios LLC was established by Ordinance No. 182,437. Case Nos. Tentative Tract and 69527, and Vesting Tentative Tract 70481: The Tentative Tract Maps were previously filed with the Department of City Planning for various subdivision configurations associated with the NBC Universal Evolution Plan project. The Applicant submitted a request to withdraw these cases on July 16, 2012, and the City terminated all proceedings relative to such cases on July 26, Case No. AA PMEX: July 25, 2002, approval of a parcel map exemption to adjust the boundaries between Parcels 1 and 4. Case No. ZA : A deemed approved Conditional Use for alcohol sales for the remodel of an existing restaurant (Saddle Ranch Shop House). Case No. Plot Plan : May 2000 approval of remodeled freestanding sign and acknowledgement of freestanding sign total entitlement. CF No : May 2000 approval of street name change. Case Nos. CPC DA, CPC ZC-MPR, and CPC SP: A Development Agreement, Zone Change, General Plan Amendment, and Specific Plan that was approved by the City Planning Commission, but not completed/withdrawn. Case No. ZA : April 27, 1993 approval of a Variance within RE-15-1 and RE40-1-H Zones to construct a parking structure along Coral Drive adjacent to the Hollywood Freeway. Case No. ZA ZV: May 1993 approval of Variance to permit the sale of beer and wine in conjunction with a restaurant (Wolfgang Puck) in the P-1 Zone. Case No. ZA ZV: December 13, 1990 approval of a Variance to permit construction of 38,000-sf of retail and entertainment uses in the P Zone. Ordinance 164,959: January 11, 1989 approval of Zone Change established by AB283 from R4-1 to RE-40-1 in Subarea 980 and from C2-1 to CR-1-VL in Subarea Ordinance 164,341: June 16, 1989 approval of Zone Change established by AB283.

It also established a private street and community driveway (now known as Universal Hollywood Drive). Case No. CPC-27558: January 3, 1979 approval of a Zone Change to P-1 on an interior area of City property adjacent to the County boundary and the Hollywood Freeway (Ordinance No. 151,855). Case No. ZV : December 29, 1978 approval of a Variance to permit the construction of a 450-seat restaurant within the RE-15 Zone (Saddle Ranch Chop House). Case No. ZA : March 23, 1977 approval of a Variance to permit the construction of a 4-story office building and 3-story parking garage of which 2,000 square feet is located in the City on land zoned RE-15. Case No : December 18, 1972 approval of a Variance to permit a second film processing laboratory and pedestrian bridge at Lankershim Boulevard. Case No. ZA-19572: December 20, 1968 approval of a Variance at 3900 Lankershim Boulevard to permit the construction of a two-story L-shaped addition of office uses to the existing office building located in the RE-15 Zone. Case Nos. CPC and CPC-20040: December 1, 1996 approval of adjusted zoning between the C2-1 and PB-1 Zones in order to create a building site for the Sheraton Universal Hotel. A series of Zone Boundary Adjustment approvals followed to establish zoning for the 10 Universal Street Parkway Building and the Hilton Hotel (Sheraton 2). Ordinance No. 133,289: October 13, 1966 approval of C2-1 zoning on a portion of property located near the Hollywood Freeway. Ordinance No. 132,416: May 18, 1966 approval of RE15-1-H zoning on a portion of property located near the Hollywood Freeway. Case No. CPC-4224: 1952 approval of the original Conditional Use Permit for the site to be used as a motion picture studio. Case No. TT-72692: Pursuant to Los Angeles Municipal Code Sections 17.03, 17.06, and 18.04, Tentative Tract Map No for a subdivision consisting of 13 lots for implementation of the previously approved NBC Universal Evolution Plan that includes studio, studio office, office, entertainment, and entertainment retail uses, and located on an approximately 40.4 net acre site located at 3737 Barham Boulevard in the [Q]C2-1-SN Zone. The Advisory Agency will conduct a

4 TENTATIVE TRACT MAP NO PAGE 4 concurrent public hearing on the application at Los Angeles City Hall on July 2, 2014, 10:30 A.M. PUBLIC RESPONSES No letters have been received from the public. GENERAL COMMENTS The Applicants, Universal Studios LLC and Tyjade Ranch LLC, seek approval of Tentative Tract Map No to permit the merger and re-subdivision of 4 lots into 21 lots on an approximately 48.8 net acre site (approximately 49.1 gross acres) at 3848 Lankershim Boulevard for implementation of the previously approved NBC Universal Evolution Plan that includes studio, studio office, entertainment, entertainment retail, hotel, and office uses. The applicant is also requesting approval to record the map in multiple phases/unit maps, consolidate lots, and allow private street design to deviate from conformance with public street design standards and Bureau of Engineering Standard S Conditions pursuant to Sections 17.05D and of the Municipal Code. The subject property is generally located east of Lankershim Boulevard, north of the 101 Hollywood Freeway, and west of Universal Studios Boulevard. It is part of the Universal Studios property. The site is currently developed with studio, studio office, office, entertainment, and entertainment retail uses. The proposed project site is located within the Sherman Oaks Studio City Toluca Lake Cahuenga Pass Community Plan Area and designated for Regional Center Commercial and Regional Commercial land uses. The site is zoned [Q] C2-1-SN, C2-1, PB-1, and RE15-1-H. No changes in the land use designations or zoning classifications are proposed. The project site is included in the adopted NBCUniversal Evolution Plan, which involves additions to the existing studio, studio office, office, entertainment, and entertainment retail uses at Universal Studios and introduces the hotel use. In 2012, the City Council adopted Ordinance No. 182,321, which approved a zone change for the NBC Universal Evolution Plan. The City Council also certified the Environmental Impact Report (EIR) No. ENV EIR (SCH ) for the NBC Universal Evolution Plan, which includes the project site. Ordinance No. 182,321 permits a total development of 330,000 square feet of Floor Area for new studio office, a 500-room hotel, 50,000 square feet of Floor Area for studio use, and 50,000 square feet of Floor Area for entertainment retail use. These development square footages are included in Table No. 1-A of the ordinance. New parking structures on the project site are permitted to accommodate the new uses. In 2012, the City also adopted a Mitigation Monitoring and Reporting Program for the NBC Universal Evolution Plan project. On May 23, 2014, the Applicant recorded a Covenant and Agreement, Document No , binding the property owner and successors to the [Q] Qualified Conditions of Zone Change Ordinance No , of which [Q] Condition No. 15 requires compliance with the project design features and mitigation measures contained in the adopted Mitigation

5 TENTATIVE TRACT MAP NO PAGE 5 Monitoring and Reporting Program for the NBC Universal Evolution Plan (Environmental Impact Report No. ENV EIR; SCH ). REPORTS RECEIVED BUREAU OF ENGINEERING: Recommends that the project be subject to the conditions stated in the memo dated June 25, See recommended conditions in Draft Tentative Tract Report with Conditions under department. DEPARTMENT OF BUILDING AND SAFETY, GRADING DIVISION: Recommends that the project be subject to the conditions stated in the memo dated June 25, See recommended conditions in Draft Tentative Tract Report with Conditions under department. DEPARTMENT OF BUILDING AND SAFETY, ZONING DIVISION: Recommends that the project be subject to the conditions stated in the memo dated April 30, See recommended conditions in Draft Tentative Tract Report with Conditions under department. DEPARTMENT OF TRANSPORTATION: Recommends that the project be subject to conditions stated in the memo dated May 23, As noted by the Department, the recommended conditions are consistent with the adopted Mitigation Monitoring and Reporting Program for the NBC Universal Evolution Plan, and the Department of Transportation assessment report attached to the MMRP. FIRE DEPARTMENT: Recommends that the project be subject to conditions stated in the memo dated April 29, Recommended conditions are consistent with the adopted Mitigation Monitoring and Reporting Program for the NBC Universal Evolution Plan. DEPARTMENT OF WATER AND POWER: Reports that this tract can be supplied with water from the municipal system subject to LADWP s Water Services Organization s rules and requirements in a memo dated June 10, BUREAU OF STREET LIGHTING: Recommends that the project be subject to conditions stated in the memo dated April 30, See recommended conditions in Draft Tentative Tract Report with Conditions under department. BUREAU OF SANITATION: No comments were available at the writing of the staff report.

6 TENTATIVE TRACT MAP NO PAGE 6 ENVIRONMENTAL CLEARANCE On November 14, 2012, the City of Los Angeles certified Environmental Impact Report No. ENV EIR (SCH ) and adopted a Mitigation Monitoring and Reporting Program for the NBC Universal Evolution Plan. The Environmental Impact Report reflects the independent judgment of the lead agency (the City of Los Angeles). The information contained in Environmental Impact Report No. ENV EIR has been previously reviewed and considered by the Director. Pursuant to California Public Resources Code Section and CEQA Guidelines Section 15162, on the basis of substantial evidence contained in the whole record, since certification of the Environmental Impact Report, there have been no changes to the Project, changes with respect to the circumstances under which the Project is being undertaken, or new information of substantial importance concerning the Project, which cause new significant environmental effects or a substantial increase in the severity of previously identified significant effects, and therefore no additional environmental review is required for the Project. STAFF RECOMMENDATIONS The Planning Department staff recommends approval of Tentative Tract Map No subject to the standard conditions and the additional conditions in the Draft Tentative Tract Report with Conditions. 7 TENTATIVE TRACT MAP NO PAGE 7 DRAFT TENTATIVE TRACT REPORT WITH CONDITIONS In accordance with provisions of Los Angeles Municipal Code (LAMC) Section of the LAMC, the Advisory Agency approved Tentative Tract Map No for a maximum of 21 lots, located at 3848 Lankershim Boulevard as shown on map stampdated June 11, 2014 in the Sherman Oaks-Studio City-Toluca Lake-Cahuenga Pass Community Plan. For an appointment with the Development Services Center call (213) The Advisory Agency s approval is subject to the following conditions: NOTE on clearing conditions: When two or more agencies must clear a condition, subdivider should follow the sequence indicated in the condition. For the benefit of the applicant, subdivider shall maintain record of all conditions cleared, including all material supporting clearances and be prepared to present copies of the clearances to each reviewing agency as may be required by its staff at the time of its review. 1. That the tract be permitted to record with final map units in a number and sequence satisfactory to the Advisory Agency. The subdivider shall submit the Unit Map Fee, a Unit Map showing the boundaries of all units, the Unit Number(s) of each Unit Map(s), and all applicable tract conditions in a matrix for each Unit Map(s). Should particular master tract condition(s) not apply to a Unit Map, the subdivider shall submit all evidences or documentation to prove so. All above required items shall be submitted satisfactory to the Advisory Agency prior to the clearance of all other conditions of approval. (Note: All conditions and requirements of the City Engineer for each unit map and the approved tract as whole shall be satisfactory to the City Engineer.) BUREAU OF ENGINEERING - SPECIFIC CONDITIONS 2. That a 12-foot wide strip of land be dedicated along Lankershim Boulevard adjoining the tract to complete together with 20-foot radius property line returns at the intersections with Universal Hollywood Drive and the 101-Freeway offramp to complete a 12-foot wide concrete sidewalk. 3. That a minimum 106-foot and variable widths private street easements be provided as shown on the tentative map stamp dated June 11, 2014 for proposed Universal Hollywood Drive (Lot 4) and as shown on the tentative map stamp dated June 11, That a minimum 91-foot and variable widths private street easements be provided as shown on the tentative map stamp dated June 11, 2014 for proposed Universal Hollywood Drive (Lot 5) including if necessary a 39.5-foot radius property easement cul-de-sac and as shown on the tentative map stamp dated June 11, That a minimum 44-foot and variable widths private street easements be provided for Hotel Drive (Lot 14) as shown on the tentative map stamp dated April 11, 2014 for proposed Universal Hollywood Drive and as shown on the tentative map stamp dated June 11, 2014.

That a minimum 46-foot and variable widths private street easements be provided for proposed WC Filed Drive (Lot No.12)Together with a 39.5-foot radius easement line cul-de-sac at the street terminus and as shown on the tentative map stamp dated June 11, That a minimum 30-foot and variable width private street easement be provided for the portion of the private street shown as Sheraton Driveway on the tentative map stamp dated June 11, That a minimum 40-foot wide and variable width private street easement be provided for the portion of the private street shown as Hilton Driveway on the tentative map stamped dated June 11, That portion of the proposed private street shown as Lot No.4 on the tentative tract and within the County of Los Angeles jurisdiction (Universal Hollywood Drive) be designated as a separate lot and be reviewed and approved by the Los Angeles County. 10. That portion of the proposed private street shown as Lot No.4 on the tentative map and within the Los Angeles County jurisdiction be correctly shown on the final map. 11. That the necessary evidence be submitted satisfactory to the City Engineer showing right of ingress, egress from this tract area through the private street area within said Los Angeles County jurisdiction to Lankershim Boulevard. 12. That sanitary sewer easement be dedicated full-width of the proposed private streets if deemed necessary satisfactory to the Valley District Engineering Office. 13. That a Covenant and Agreement be recorded stating that the property owner will create a mechanism to make sure that the private street lots will never be in a tax default situation and ownership of said lot will not be conveyed to the City of Los Angeles ownership. 14. That the owners of the property record an agreement satisfactory to the City Engineer stating that they will grant the necessary easements for ingress, egress and public facilities over the private street areas upon the creation of the respective lots and they will maintain the private street, free and clear of obstructions and in a safe condition for vehicular use at all times. 15. That a Covenant and Agreement be recorded stating that private streets will be posted in a manner prescribed in Section of the Los Angeles Municipal Code Private Street Regulations. 16. That the private streets be named and the proposed name for private street shall be approved by the City Engineer. Any street name that would create confusion, be misleading, be unduly long or carry connotations offensive to good taste and decency shall be disapproved.

9 TENTATIVE TRACT MAP NO PAGE That the subdivider make a request to the Valley District Office of the Bureau of Engineering to determine the capacity of the existing sewer in the area. 18. That all the proposed tract map boundary lines be properly established in accordance with Section D of the Los Angeles Municipal Code prior to the recordation of the final map satisfactory to the City Engineer. 19. That the final map be approved by the State Department of Transportation with respect to the alignment of the Hollywood Freeway. Four copies of the final map shall be submitted to the City Engineer s Office for the State s approval prior to recordation of the final map. 20. That necessary arrangements be made with the State Department of Transportation prior to recordation of the final map for any necessary permits with respect to any construction and drainage discharge within or adjacent to the Hollywood Freeway right-of-way. 21. That any fee deficit under Work Order Nos. EXT00557 and E for this project be paid. 22. All existing public easements including the utilities easements for Los Angeles County and City of Los Angeles be shown on the final map. 23. That all the existing City Of Los Angeles Boundary Lines be shown correctly on the final map. 24. Prior to recordation of final map of Tract Map No , the subdivider shall provide a report defining, locating and addressing the geologic deficiencies and hazards identified in the Bureau of Engineering Geotechnical Review, dated May 23, 2014, under Geo File No , within and adjacent to the Tract Map area, including, but not limited to, fill soils, seismic, cut slopes, settlement and liquefaction, and recommends conceptual mitigation for such hazards and method to document such mitigations to the satisfaction and approval of the Department of Public Works, Bureau of Engineering, Geotechnical Engineering Group with site/building specific measures not required until a permit is requested. The recommended mitigation shall be consistent with the Mitigation Monitoring and Reporting Program (MMRP) for the NBC Universal Evolution Plan (Env EIR) adopted by the City of Los Angeles on November 14, In addition, a covenant and agreement shall be recorded stating that prior to the issuance of a building permit, grading permit, B-permit, or other permit for roadway construction or modification, provide a sitespecific/building specific geotechnical report to the satisfaction of the Department of Public Works, Bureau of Engineering, consistent with Mitigation Measure F-1 of the MMRP. DEPARTMENT OF BUILDING AND SAFETY, GRADING DIVISION 25. That prior to issuance of a grading or building permit, or prior to recordation of the final map, the subdivider shall make suitable arrangements to assure compliance, satisfactory to the Department of Building and Safety, Grading

10 TENTATIVE TRACT MAP NO PAGE 10 Division, with all the requirements and conditions contained in Inter-Departmental Letter dated June 25, 2014 Log No and attached to the case file for Tract No. TT DEPARTMENT OF BUILDING AND SAFETY, ZONING DIVISION 26. Prior to recordation of the final map, the Department of Building and Safety, Zoning Division shall certify that no Building or Zoning Code violations exist on the subject site. In addition, the following items shall be satisfied: a. Provide copy of building records, plot plan, and certificate of occupancy of all existing structures to verify the last legal use and the number of parking spaces required and provided on each site. Provide a list which indicates the following items in each proposed lots: building permit number, approved use, required parking spaces, and provide parking spaces, consistent with the existing [Q]C2-1-SN Zone established by Ordinance No. 182,321. b. Provide a copy of [Q] conditions. Show compliance with the [Q] conditions as applicable or Department of City Planning approval is required. c. Provide a copy of affidavit AF , AFF-50385, PKG-3235-A, AFF CD, AFF-35063, AFF-56075, AFF-61165, and AFF Show compliance with the conditions/requirements of the affidavits as applicable. d. Show all street dedication as required by Bureau of Engineering and provide net lot area after all dedication. Area requirements shall be rechecked as per net lot area after street dedication. Front yard requirements shall be consistent with the existing [Q]C2-1-SN Zone established by Ordinance No. 182,321. e. Comply with the parking requirements established by Ordinance No Notes: The existing or proposed building plans have not been checked for and shall comply with Building and Zoning Code requirements. With the exception of revised health or safety standards, the subdivider shall have a vested right to proceed with the proposed development in substantial compliance with the ordinances, policies, and standards in effect at the time of the effective date of the Development Agreement by and between Universal Studios LLC and the City of Los Angeles established by Ordinance No. 182,437. Plan check will be required before any construction, occupancy or change of use.

11 TENTATIVE TRACT MAP NO PAGE 11 If the proposed development does not comply with the current Zoning Code as applicable and Ordinance No. 182,321, all zoning violations shall be indicated on the Map. An appointment is required for the issuance of a clearance letter from the Department of Building and Safety. The applicant is asked to contact Laura Duong at (213) to schedule an appointment. DEPARTMENT OF TRANSPORTATION 27. Prior to recordation of the final map, satisfactory arrangements shall be made with the Department of Transportation to assure that the project is in compliance with the Project Design Features and Mitigation Measures in Section B of the adopted Mitigation Monitoring and Reporting Program for the NBC Universal Evolution Plan and the Department of Transportation assessment report attached to the Mitigation Monitoring and Reporting Program. FIRE DEPARTMENT 28. Prior to the recordation of the final map, a suitable arrangement shall be made satisfactory to the Fire Department, binding the subdivider and all successors to the following: a. Compliance with all Fire Department project features and mitigation measures applicable to development of the project in the City of Los Angeles under the adopted Mitigation Monitoring and Reporting Program for the NBC Universal Evolution Plan, including but not limited to: Project Design Features, K.1-1, K.1-2, and K.1-3. b. Access for Fire Department apparatus and personnel to and into all structures shall be required. c. Entrance to the main lobby shall be located off the address side of the building. d. Any required Fire Annunciator panel or Fire Control Room shall be located within 50ft visual line of site of the main entrance stairwell or to the satisfaction of the Fire Department. e. Where rescue access window is required, provide conditions and improvements necessary to meet accessibility standards as determined by the Los Angeles Fire Department. f. No building or portion of a building shall be constructed more than 150 feet from the edge of a roadway of an improved street, access road, or designated fire lane.

Where fire apparatus will be driven onto the road level surface of the subterranean parking structure, that structure shall be engineered to withstand a bearing pressure of 8,600 pounds per square foot. h. All parking restrictions for fire lanes shall be posted and/or painted prior to any Temporary Certificate of Occupancy being issued. i. Electric Gates approved by the Fire Department shall be tested by the Fire Department prior to Building and Safety granting a Certificate of Occupancy. j. Where access for a given development requires accommodation of Fire Department apparatus, overhead clearance shall not be less than 14 feet. k. That in order to provide assurance that the proposed common fire land and fire protection facilities, for the project, not maintained by the City, are properly and adequately maintained, the sub-divider shall record with the County Recorder, prior to the recordation of the final map, a covenant and agreement (Planning Department General Form CP-6770) to assure the following: 1. The owner shall cause a yearly inspection to be made by a registered civil engineer of all common fire lanes and fire protection facilities. The owner will undertake any necessary maintenance and corrective measures. 2. The future owner of affected lots with common fire lanes and fire protection facilities shall be informed of the owner s responsibility for the maintenance of the devices on their lots. The future owner and all successors will be presented with a copy of the maintenance program for their lot. Any amendment or modification that would defeat the obligation of said owner the Advisory Agency must approve required hereinabove in writing after consultation with the Fire Department. 3. Prior to any building permits being issued, the applicant shall improve, to the satisfaction of the Fire Department, all common fire lanes and install all private fire hydrants to be required. 4. That the Common Fire Lanes and Fire Protection facilities be shown on the Final Map. l. No framing shall be allowed until the roadway is installed to the satisfaction of the Fire Department. m. Construction of public or private roadway in the proposed development shall not exceed 15 percent in grade. q. Standard cut-corners will be used on all turns. r. Where access for a given development requires accommodation of Fire Department apparatus, minimum outside radius of the paved surface shall be 35 feet. An additional six feet of clear space must be maintained beyond the outside radius to a vertical point 13 feet 6 inches above the paved surface of the roadway. s. The proposed project shall comply with all applicable State and local codes and ordinances, and the guidelines found in the Safety Plan, which is an element of the General Plan of the City of Los Angeles. t. Prior to the issuance of a grading permit, an updated plot plan prepared by a reputable tree expert, indicating the location, size, type, and condition of all existing trees on the site shall be submitted for review by the Department of City Planning. All trees in the public right-of-way shall be provided per the current Urban Forestry Division standards. Replacement by a minimum of two 15-gallon trees of a protected tree species on- or off- the site for each protected tree to be removed, shall be required for the unavoidable loss of protected trees on the site. Note: Removal of all trees in the public right-of-way shall require approval of the Board of Public Works. 18 TENTATIVE TRACT MAP NO PAGE 18 Project Design Feature B-5 (Ci/Co): The final segment of Buddy Holly Drive between Donald O Connor Drive and Universal Studios Boulevard/Universal Center Drive may be widened to accommodate four westbound travel lanes and two eastbound travel lanes. If this segment of Buddy Holly Drive is widened, the US 101 northbound on-ramp at Universal Studios Boulevard/Buddy Holly Drive shall be relocated maintaining the existing 12-foot travel lane, an 8-foot left shoulder, and a 6-foot right shoulder. Entrance to the on-ramp shall be reconfigured from the existing northbound right-turn lane off of Universal Studios Boulevard to a right-turn off the new westbound lanes on Buddy Holly Drive between Donald O Connor Drive and Universal Studios Boulevard/Universal Center Drive. If operated under twoway flow, the westbound approach on Buddy Holly Drive would include two left-turn lanes, one through lane, and two free-flow right-turn lanes. Also, Universal Studios Boulevard would be restriped to provide a northbound right-turn lane, and the eastbound approach would be restriped to provide one left-turn land and one shared through/right-turn lane. The entire improvement described above would not be needed if Buddy Holly remains a one-way eastbound street.
