1 "La Forêt Monumentale" BACKGROUND Created on 1 January 2015, Métropole Rouen Normandie succeeded Communauté d agglomération Rouen-Elbeuf-Austreberthe (CREA) created on 1 January 2010 by the merger of four intercommunal organisations (Communauté d agglomération rouennaise, Communauté d agglomération d Elbeuf, Communauté de communes Seine-Austreberthe and Communauté de communes du Trait-Yainville). The new Métropole has an ambitious roadmap to deal with the challenges of the era and the expectations of its local residents. This strategic document - the Metropolitan Project - presents the objectives and measures dedicated to create an energetic, responsible and unique Métropole. The 71 communes of the region have transferred some of their skills. These skills, newly acquired by the Métropole, will allow the local authority to effectively respond to the needs and issues of daily life for all residents in the region. The Métropole is now responsible for: Local development Environmental protection Managing public transport and travel Waste collection Managing water and sanitation Economic and tourist development Cultural activity and museums Major sports facilities Housing Employment The Metropolitan Project defines the Métropole s major areas for action for each of these skills. To respond to various issues, the Métropole has planned a high level of investment (around 1.2 billion until 2021). Buoyed by this significant investment, Métropole Rouen Normandie has the necessary assets to promote a new dynamic for the region, but also the reunified Normandy.

3 ne local resident in two visits the forest at least once a year The Rouen suburban national forests, a French exception from every angle Forests which reflect history The forest on the city s doorstep and wood in the city The suburban national forests, a source of wealth and economic development for the wood industry (timber and firewood) The Green Forest Located 6km north of Rouen, the Green National Forest (Forêt Domaniale Verte) extends over a plateau with a dry valley carving a path through it from east to west. Made up of beautiful beech forests, it is appreciated by residents as a place to relax and walk. It has various sites of ecological interest (ponds, chalky outcrops, wet shallows, grassland...) and a community interest habitat: the beech and oak bluebell woods. It also has several protected plant and animal species such as mountain ferns or the spotted salamander. Along with Roumare and La Londe-Rouvray, it is one of three Rouen suburban forests known as a "Forêt d Exception (Exceptional Forest), recognising their heritage value and their management. Not very diverse in terms of species, the forest has an imbalance in ages between old beech stock and large areas of young stock. Forest workers are working to mitigate this by adapting their cutting schedules. Whilst maintaining Beech as the main species, they are looking to diversify species by planting other trees (Oak, Maple, Cherrywood, Chestnut). To encourage biodiversity, the forest has old growth management areas and conservation of hollow trees. Management is adapted to the specific issues of the most frequently visited or fragile sites. Deer and boar live in the forest. Hunting is used to ensure a balance to develop young trees which these animals like. As part of the "Forêt d Exception label, the south of the forest has been redeveloped and offers new facilities for the public (tables, benches, kiosk, biodiversity observation area).

4 A dynamic forest promotion policy A. A network of 3 Maisons des Forêts (Forest Information Centres - a nearly unique offer in France with regards to a focus on this theme): It is a network which welcomes the public, raises awareness and educates them about the forest and nature, and it is increasingly recognised at a local level and by national forestry authorities. There have been increased visitor numbers each year from 2008, with over 17,000 visitors in ,000 classes (with over 40,000 children) already taught about the forest with annual class numbers continuing to grow since 2014 (261 classes in the 2016/2017 academic year and bookings for the 2018/2019 academic year already higher than the previous year for the same period (over 70 slots already booked). For 8 months of the year, the Maison des Forêts de Saint-Etienne-du-Rouvray event slots are 100% booked by schools. There is now only availability for the winter months and the Darnétal site. A regular partnership in place with the Muséum d Histoire Naturel and La Fabrique des Savoirs A network which will celebrate its 10 year anniversary in B. A wildlife park: The Roumare national forest, like the Green national forest or the La Londe-Rouvray national forest, welcomes around 1 million visitors each year (source: 2014 forest survey). The wildlife park has been the most frequently visited site in the Rouen suburban national forests for many years (opened in 1966). The site is well-known by local residents (67% of Métropole residents are aware of it - source: 2014 forest survey) It alone receives 300,000 visitors per year and it is appreciated by visitors who often come from far afield to visit it, outside the metropolitan region. A significant wildlife park promotion project is starting in C. A unique event in France: Camping under the moon 5 previous events Around 1,200 people with growing visitor numbers year on year Quicker bookings (less than 48 hours this year to fill up the bookings) but a limited site capacity (tents and parking) which reached its peak this year with just over 350 participants revisiting at 80%. A popular event with the public, mainly families (1/3 people visiting are children) which gives the Maisons des Forêts but also the region s forests a very positive image.

5 The Climate Rouen s climate is warm and temperate. There is significant rainfall all year round in Rouen, including during the drier months. The Köppen-Geiger climate map classifies it as Cfb. Rouen has an average yearly temperature of 10.8 C. The average yearly rainfall is 663mm.

7 THE PROJECT "La forêt monumentale" t is planned between September 2019 and September It is a sustainable Fun and Monumental Art exhibition which is original due to the creation or the adaptation of temporary artwork specifically for this project. Managed by Métropole Rouen Normandie in collaboration with the ONF, the call for applications covers the creation of 8 to 12 works of art located at the centre of the Green Forest. This event is primarily a regional project which is sustainable and brings together a large number of local authorities and local tourism or cultural players. "Le forêt monumentale" is a national and international artistic event aimed at everyone, whether art enthusiasts or not. The artworks will be installed in areas encouraging promotion of the surrounding natural scenery. The Spirit In the form of a Monumental Art Triennial, the project proposes the creation of a route to discover 8 to 12 monumental artworks in the Green Forest. This unique route will allow visitors to independently discover or rediscover our forests through art and fun. The essence of the event is based around 2 aspects that the artists must consider when creating their artwork and promote in their application: The monumental aspect of the artwork: The artwork must have monumental dimensions, without precise constraints; they must significantly impact the site where they are located. The fun aspect of the artwork: The artworks must be fun so as many people as possible can enjoy them and they create a buzz

8 The objectives - To encourage modern creativity in Métropole Rouen Normandie - To allow professional artists to give their opinion and view of the region - To foster the development of culture and tourism in Métropole Rouen Normandie - To encourage people to visit the forest out-of-season - To promote the exceptional forest heritage of Métropole Rouen Normandie - To raise awareness amongst as many residents as possible regarding forest themes and their rich heritage - To offer a new reason to visit the forest other than walking, fruit picking, hunting or sport - To increase the fun aspect of our forests - To set ourselves apart from other regions due to the unique nature of the project - To develop and supplement our tourism offering (Heritage, Culture, Events and Nature) - To create a real buzz about the artworks via social media - To get tourists to spend more time visiting - To promote the image of green tourism - To offer a tourist attraction which can be visited 365 days of the year. Target audience - Modern art enthusiasts - Cultural tourists - Visiting tourists - Passing travellers - Local residents (regional, departmental) Depending on the applications received, on an exceptional basis Métropole Rouen Normandie could implement one to two artist residences for 1 month maximum. Terms to be defined at a later date depending on projects received. Locations he potential locations of the artworks (via an exhaustive list of locations) is based on the following criteria: - The aesthetic and artistic criteria of the location - Natural sites - Different types of site (volcanic hill, lake, forest, open space...) - The local public facilities (parking, rest area...) These locations are provided for the occasion by the ONF. The majority of these sites are used for forest operations. In order to take all constraints linked to this activity into consideration, time to meet and hold discussions has been organised before the assembly period to precisely organise these points in collaboration with local players. In terms of opening times, the natural art exhibition sites are open for non-stop visits (every day, 24 hours a day). These sites are free to access and are not monitored. As the sites are mostly natural, there is no electricity supply. Any power supply which is required must be through solar energy (lighting, etc.) or energy provided by a battery system.

9 GENERAL TERMS The artists - "La forêt monumentale" is open to any person with a project and artistic process meeting the criteria and objectives of the event: Artists, architects, collectives...etc. - The event is also open to local talents. A specific place could be provided for artistic projects provided by regional organisations. - Artists, architects or other project leaders will be selected by a selection committee made up of art specialists, Métropole technicians, ONF technicians, local citizens and local elected officials. - Both national and international artists are welcome. - The selection committee decisions cannot be appealed and will be personally sent to candidates; the jury is not required to justify its decisions. To make selection easier, the jury has the right to ask for additional information from the candidate artists. Projects selection Phase 1: 22 June 2018: Deadline for filing applications Phase 2: September Artist pre-selection - The selection committee pre-selects artists and approves this selection after presentation of the project quotation and the complete application file by each of the pre-selected artists to 20 projects will be pre-selected - A total subsidy of 2000 incl. VAT will be allocated to each pre-selected artist or artist collective. This budget will be fully managed by the artist to develop their pre-selected application in view of the final jury planned in March In this sense, it will allow the artist to: Visit the site to gather all the necessary information to create their artwork (dimensions, photos, topographical data, access points, etc.) Offer a finalised and indicative visual or model of their artwork Propose a complete and costed offer of their artwork with a maximum quotation of 15,000 incl. VAT as follows: 3,500 incl. VAT maximum for copyright and 11,250 incl. VAT maximum for artist costs

10 The subsidy of 2,000 incl. VAT will be paid as follows: - The 1st payment: 1/2 of the subsidy paid when informed of their pre-selection. - The 2nd payment: 1/2 of the subsidy paid after receipt of the finalised project on 8 February Phase 3: 8 February Deadline for filing finalised projects Phase 4: March 2019: Artwork selection final jury The final jury (same as the selection committee) will choose between 8 and 12 artworks depending on the quality of the finalised files and the overall budget provided for the event (public and private). The final jury reserves the right to not choose any project. Payment of the maximum amount of 15,000 incl. VAT will be allocated to each selected artist, architect, association or artist collective, including: 3,500 incl. VAT maximum for copyright and 11,250 incl. VAT maximum for artist costs This budget will be managed in full by the artist and approved by the organiser which has a right of review. The budget must cover all expenses dedicated to creating the artwork and it will be the full responsibility of the artist. The artist manages the project from A to Z, including all tasks linked to organisation, supplier research, quotation requests, logistics for delivery and material supplies (see list below). The amount of 11,250 incl. VAT maximum must cover the following expenses: Creating the artwork: creation, purchase and work on the materials, logistics, possible transport of workshop elements to the site and installation of the artwork (artists are required to provide tools and materials needed to create and assemble the artwork) Artist travel - compulsory contributions for the artists (e.g.: AGESSSA...) Artist food and accommodation costs in the region during their site visit and creation of the artwork The mandatory presence of the artist when assembling their artwork The mandatory presence of the artist during the exhibition planned on 21 and 22 September 2019 (to be confirmed) Creation of a presentation text by the artist or modern art specialist for their artwork and artistic process A possible new site visit planned by the organiser for all selected artists. Disassembly, evacuation and re-use of the work if necessary Sponsorship: Métropole Rouen Normandie reserves the right to use private sponsorship to fund certain artworks Métropole Rouen Normandie will enter into a contract with selected artists in the form of a CIPAC type agreement, the Modern Art Professional Federation.

11 fter selecting the artists, the 8 to 12 chosen candidates will receive payment based on a specific payment method. Payment of the bursary will be in two parts: o The 1st payment: 1/2 of the budget amount paid after receipt of the signed agreement between the two parties. o The 2nd payment: 1/2 of the budget amount paid after receipt of the artwork deemed compliant with commitments. The Artworks - Type of artworks: The artworks are in situ installations. They are created in nature at a chosen natural site. - Original: artistic creations specially created or adapted for the event. The artworks are created or adapted specifically for the region or the landscape. - Temporary: The artworks are temporary. They must last for 3 years minimum. They must be designed with a certain amount of wear in mind due to bad weather, the natural environment where they are located and the public. - Visual: the proposed artworks must be visual, i.e. visibly marking the territory. This excludes sound art or light art. - Playful and joyful: The desired effect is a monumental surprise!!! The artworks should bowl the visitor over and make them want to share it with others. (Social media, etc.). Works must be family, shared and shareable. - Created at a landscape scale: The monumental creations will be prioritised whilst respecting the scale of the landscape. There should be a balance between the reciprocal value of the artwork and the natural site, without either being visually damaged or overpowering the other. - Environmentally friendly: whether in the design of the artwork (materials, anchoring, etc.), its installation on site, its operation and disassembly, it will be environmentally friendly and will not have any adverse effect on the environment or natural site. Choice of materials: the artist is free to choose any type of material in accordance with the site environment. The use of materials from nature and/or the region and recycled materials will be prioritised. It would be ideal if the artwork s materials are also recycled or reused. - Resistant: The weather conditions can be extreme, so artists must take these conditions into consideration and ensure that the artworks are resistant to bad weather.

12 - Safe: the artworks must not endanger visitors (risk of falling, cuts...) The selected artists must explain the methods (technical, logistics, planned stages) to create their artwork. - The artwork completion and installation period: the artworks must be created in situ or be brought to the site partially created. The artwork assembly period will be planned for a period of 15 days prior to launch of the event (dates to be confirmed) During this period, the presence of artists in the region to create and/or install their artwork will be determined by an individual schedule proposed and confirmed by the organiser. - The artwork acceptance process: The artworks acceptance period is planned between 19 and 20 September 2019 during a meeting agreed in advance with the organiser. The artists undertake to deliver the artwork during this period in accordance with their commitments. If an artwork is completed before 19 September 2019, the artist must implement measures to ensure that it remains in shape and secure. This free period between the end of assembling an artwork and the acceptance period is the responsibility of the artists who must be available to work on the artwork if needed. The sites Choice of 3 natural sites: The organiser proposes that the artist chooses 3 sites from the list of proposed sites. Only one site per artist out of the three which they have chosen will be selected by the selection committee based on the artist s process, the originality of their proposal and available sites. The proposed sites were previously selected to obtain prior authorisation to use the site. In accordance with the event guidelines, we want to give the artist freedom of creation and expression when using their site. The descriptions of the proposed sites can be viewed by the artist on the event s website. The artists can propose 1 to 3 projects for 1 to 3 different sites.

13 Phase 1 THE APPLICATION FILE To take part in the call for applications - "La forêt monumentale", the application file is solely digital, sent through WeTransfer to: laforetmonumentale@metropole-rouen-normandie.fr The file must be compliant and complete to be recorded. In addition, they must also complete the application form and the project file by completing the online forms on the website provided for the call for applications. Online forms: 1. The duly completed application file (online form) 2. The project file = project presentation (online form) including a statement of intent for the artistic project, their motivations, technical details (information on materials, colours, anchoring, resistance, etc.) A project file must be completed for each presented project (max. 3). The file is a single PDF file including the following elements: A. A CV presenting their career and experience (diplomas, courses, exhibitions, residences, publications, bursaries, etc.). B. A summary portfolio (including a biography, presentation of the artist s overall approach and 10 images of previously created artworks. For each image: name of the artist, title, medium and location). For collaborative artworks, the candidate s role in the creation must be clear. It is possible to send additional publications by post if the deadline is met. C. The overall project budget including: artistic costs, accommodation, food, material costs, delivery, maintenance, travel costs, disassembly costs, miscellaneous costs, etc. The sum must not exceed the amounts specified in the specifications above. D Quotations (or price simulation online) for the most significant expenses. E. A photo montage or sketch of the project in place (and assembly plans...) Download site photos at
