1 R E D D E E R C O U N T Y s u s t a i n a b l e l a n d u s e p l a n & a r e a s t r u c t u r e p l a n s The Urban Lab (Faculty of Environmental Design) and Red Deer County are collaborating on innovative approaches to the planning and development of high quality, sustainable townscapes and landscapes in the County. The design process is based upon a comprehensive analysis of the region s landscape, which helps us to set out principles and guidelines for development in the area. This project is also developing environmental and urban design plans and guidelines for the settlements of Springbrook and South Hills. Principles that are developed for these areas can then guide other forms of residential development and land use policies.

2 Assumptions that inform our work: The importance of land of high agricultural and high ecological value. Good land and soil and the presence of water bodies form Red Deer County s natural capital, and these should be respected and protected. The importance of open space. Open space offers a multitude of benefits. It has effects on the quality of life, economic opportunity, ecological health and regional character. The value of a distinct way of life. Red Deer County is a rural western Canadian region offering a distinct way of life and quality of life. This should be understood, celebrated and enhanced, while evolving with contemporary conditions. Red Deer County is situated in a strong economic location. Development will likely continue into the foreseeable future. The challege and opportunity is to direct development in sustainable ways. Land use decisions and patterns influence the quality of the environment and the quality of life. Sprawl and dispersed development are costly in economic, ecological, social and cultural terms, and should be avoided, and alternative forms of development sought.

We are currently analyzing land use, environmental conditions, infrastructure and development patterns and have built several 3-D computer models. 4 How land is subdivided and serviced is an important influence on sustainability, economics and quality of life. Possible street designs include green infrastructure and provide a greater degree of walkability, while still ensuring safe and efficient circulation.
