1 1. SUMMARY REPORT 1.1 Introduction The vision of "sustainable development" has been endorsed internationally and public concern regarding environmental issues such as climate change is heightened. Leadership from the public sector is necessary. Infrastructure has a significant impact on the environment; buildings account for 40% of the energy and 16% of the water used annually worldwide. Ministries of Defence own and occupy a significant share of public infrastructure, and thus have a particular responsibility to improve environmental performance in this area. "Sustainable building" is the application of sustainable development principles to the programming, design, construction, renovation, operation and decommissioning of infrastructure. This offers a unique opportunity for our defence organisations to benefit from resulting improvement. The main topics concerning sustainable building are water and energy efficiency and the use of sustainable energy, the reduction of the use of finite materials and of hazardous building products, the production of waste during the building process and inside air quality. The NATO Committee on the Challenges of Modern Society agreed to implement the short term ad hoc project Sustainable Building in Military Infrastructure (SBMI) commencing in March The Department of National Defence of Canada and the Ministry of Defence of the Netherlands have provided the co-directors for the project. The short-term project has been carried out in two phases between 1999 and 2003 and had the following objectives: To provide an ongoing forum for exchange of technological demonstrations and analyses of innovations; Providing source documents establishing acceptable methodologies for identification of sustainable building projects, application of sustainable building principles to military building projects, measurement of key aspects to establish performance indicators and reports on projects with a view to sharing lessons learned. In the first phase of the project a seminar was organised in Delft, the Netherlands with participants from eight NATO member countries and nine EAPC countries. There it was established to which extent the principles of sustainable building were being applied in the military infrastructure of the participating countries. The second phase of the Sustainable Building in Military Infrastructure project focused around the 2002 seminar in Brussels, Belgium that was attended by in excess of a hundred participants from 22 NATO and EAPC countries. Besides expanding the network of infrastructure experts and sharing knowledge and experiences in the field of sustainable building the SBMI web site within the NATO CCMS web site has been set up to facilitate ongoing knowledge transfer.

2 At the same time the SBMI project information has been introduced in a database, which is connected to the Canadian iisbe initiative (International Initiative for a Sustainable Built Environment), which makes it possible to consult comparable civilian projects and the major civilian web sites on sustainable building. The results of the Sustainable Building for Military Infrastructure project can be found in CCMS reports no. 246 (Phase I) and no. 263 (Phase II) seminar Oslo As decided at the Brussels seminar to organise such an event in principle every two years took the initiative to organise a third seminar in The objectives and general contents of the seminar were to be a continuation of the ongoing forum where the latest knowledge and experience in the field of sustainable building is exchanged. Then the survey of 1999 was to be updated to find out how the implementation status of sustainable building in the participating countries had changed and as a special topic the sustainability aspects of the re-use of buildings considered as cultural heritage were to be discussed. Nine NATO countries (Canada, Germany, Latvia, the Netherlands,, Poland, Slovenia, Turkey and the United Kingdom) and seven EAPC countries (Austria, Finland, Georgia, Former Yugoslav Republic of Macedonia, Switzerland, Tajikistan and Ukraine) were represented at the seminar, with some 40 participants present. The seminar was also attended by an infrastructure representative of NATO International Staff. The three-day seminar consisted of two auditorium days with 27 presentations from six different countries. The presentations focused on design choices and technical solutions on ventilation, demolition and recycling of building materials, methods and tools for sustainable design, exemplary building projects and techniques and examples of adaptive re-use of cultural heritage in several countries. During the fieldtrip a number of projects was visited, ranging from the renovation of old Defence buildings, large civilian building projects with extensive recycling and thermal underground storage to the use of wood as cladding material and the design of a bio-mass heating plant on a military barracks. 1.3 Future activities In a plenary session the future activities of the Sustainable Building for Military Infrastructure project were discussed. The participants were enthusiastic about the level and variety of the information given during the seminar and found it desirable to continue this exchange of knowledge and experience. The usual two-year interval between seminars will be maintained and two countries will actively investigate the possibility to host a seminar in The 2007 seminar will have a somewhat more narrow scope and

3 choice of topics, in order that some matters can be studied more extensively. Among topics discussed, benchmarking of important performance parameters was highlighted. It was decided that the Sustainable Building for Military Infrastructure web site as part of the NATO/CCMS web site will be the only digital means of communication. The Canadian iisbe-web site has proven to be difficult to maintain and is not very well known among the participants due to changes in personnel over the years. The SBMI web site will be updated after the Oslo seminar and at the same time made more accessible. 1.4 Survey results In 1999 in advance of the seminar in Delft, The Netherlands a survey was held to investigate the level of implementation of sustainable building in the participating countries. In 2005 this survey has been repeated to see what progress has been made in the past five years. Based on the contributions of 13 participating nations the following conclusions can be drawn: All responding countries still manage large numbers of buildings and vast areas of land (0,5-1,0 % of the total area of the country). Since 1999 most of them are experiencing significant reductions in the number of buildings and the built space (5-10 % reduction), but continued implementation of environmental friendly practices will still be an important contribution to the sustainable development of the Alliance and Partnership countries. The examples set by ministries of Defence as government bodies are therefor of importance. About two thirds of all countries are keeping track of the important environmental aspects of their buildings and lands. Sometimes this information is not available per building, but on the barracks-level. Tools to measure important factors are used in two thirds of the countries; there has been some improvement since Legislation addressing environmental factors exists more extensively now than in 1999 in all countries, and is compulsory in most countries. The military sectors in all countries comply with such legislation. Almost all countries have, and use, formal processes for assessing environmental impact. All countries have long term plans for the construction and maintenance of their buildings and most countries carry out cost-benefit analyses including environmental factors. The larger part of the countries have specific funding for environmental development, but measuring cost savings as a result of environmental measures is still underdeveloped. The larger part of the countries measures environmental performance against targets on some important factors (i.e. energy and water consumption), but not on all. Most countries have annual programs for reduction of consumption against established baselines. On this point there is some improvement over 1999.

4 As a general conclusion we can see that sustainable building among participating countries is getting a firmer foothold and that there is measured improvement in the use of measurement and registration of environmental aspects of buildings, processes for assessing environmental impact and specific funding for environmental development. The more extensive environmental legislation of the past five years is an important factor in the increased application of sustainable building. It was stated that the Sustainable Building for Military Infrastructure project has also helped to start or improve the use of sustainable building principles in a number of countries.
