1 Carmel College Development Planning Application Ref: P11/W2357 Planning Objections
2 Introduction and Summary A formal planning application has finally been submitted The proposal is for 166 properties (flats and houses) It is residential, not a retirement complex There is also a restaurant and health club on site They do not intend to upgrade the current access infrastructure We are now in formal consultation which end on 8 th August We must make our views known ASAP

4 Access Onto A4074 Increase in traffic of 446% No new access is planned All of the increased traffic will flood the A4074 Queues to get out onto the A4074 will be extensive Queuing to get into the site will be slow and dangerous Increase in traffic in this area will impact all of the surrounding Villages Exiting B4009 onto A4074 from North Stoke, Goring and South Stoke will be extremely difficult and dangerous Getting to Wallingford will become very difficult as the roundabout becomes overloaded During the construction phase (4 years) there will be large volumes of heavy, slow construction vehicles disrupting traffic flow and creating queues
5 Access Within the site Proposal is to use the Private Drive as the main access Most of the development is on the south side of the site Therefore ALL traffic will be funnelled down Carmel Terrace to get to the Private Drive Carmel Terrace is not wide enough to support two way traffic There are very few passing points The road is weak over the Sluice Gate The Private Drive can not be widened due to protected trees The Gates at the top of the drive will be a dangerous bottleneck queuing to get in and out Large vehicles, especially construction traffic will devastate the tree canopies along the Drive Constitution Hill is a single track road with no passing points They will close the PROW during Construction
6 Safety A4074 The junction between Constitution Hill, B4009 and A4074 is already a high risk area The 3 junctions (Constitution Hill, B4009 & Drive) are confusing and there is no prioritisation of ROW Crossing the A4074 on bikes, horses or walking will become very dangerous Carmel Terrace There is no pavement on Carmel Terrace There is no pavement on Constitution Hill There is no pavement down the Drive The increase in traffic will impact the safety of pedestrians, riders and cyclists The ridgeway users will be heavily impacted
7 Impact to Rural Community It will change a Hamlet of 50 to a Village of 210 It is an inappropriate use in a quiet rural area Style Lack of infrastructure Volume 166 extra properties Mongewell's Thriving Community will be lost The Hamlet will become a thoroughfare for development traffic
8 Flood Risk The site is a Medium level flood risk Application Proposes To: Raise the site development platform to 41.5M to protect the new development from flood risk Build a significant amount of parking and basement development below ground The flood risk report says that pumps will be enough to compensate for loss of flood capacity We believe it will turn Carmel Terrace into a run-off basin
9 Design Issues Buildings are higher than the surrounding buildings - Blue Overlooking flats will impact privacy and light - Blue Buildings are proposed where no building exists now Red Many of the buildings are only temporary so should not be counted as brownfield There is inadequate Parking There is little or no information available about the Restaurant or Health Facility Planning Permission for a café in the area has previously been declined
