From 1983 to 1989 employed in Fortress House, Savile Row, as a cartographic draughtsman and later as a curatorial officer in the Air Photographs Unit of the Royal Commission on the Historical Monuments of England (RCHME) responsible for mapping of prehistoric and later remains on Dartmoor and East Kent, and for the development of a classification system for English Heritage s Monuments Protection Programme. From 1989 to 2000 employed as a conservation officer in the Planning Department of Bedfordshire County Council, providing advice on applications for listed building consent, planning permission and conservation area consent to what were at that time the three District Councils in Bedfordshire known respectively as North Bedfordshire Borough Council, Mid Beds District Council, and South Beds District Council. From 2000 to 2010 employed as a heritage consultant by CgMs Limited, being Director and Head of Historic Buildings from 2003 to Responsible for managing a team that at its height in 2008 had grown to more than 20 professional and support staff in offices in London, Cheltenham, Birmingham and Newark. Extensive involvement in major public inquiry and EIA/ES work throughout the U.K., including a large quantity of work in the renewables sector since Since 2010 has continued heritage consultancy as one of the seven equity Partners of Heritage Collective LLP, involving further expert input into public inquiries and large schemes. Career total of appeals to date includes expert evidence at nearly 100 public inquiries and more than 100 other appeals by way of hearing and written representations, all involving impacts on the historic environment that is, listed buildings, scheduled ancient monuments, registered parks and gardens, historic battlefields, conservation areas, locally listed buildings and other heritage assets, including World Heritage Sites and undesignated historic and prehistoric landscapes. Experience includes listed building enforcement appeals and prosecution, the latter in both Crown Court and Magistrates Court proceedings. Expert evidence has also been given in the London County Court in relation to listed building consent issues. Witness statement for High Court action in Arndale Properties Ltd, R (on the application of) v Worcester City Council [Court of Appeal - Administrative Court, March 13, 2008, [2008] EWHC 678 (Admin)], in which the unlawful designation of a conservation area was quashed. More than 50 cases involving applications for listing and delisting buildings, including several applications for certificates of immunity from listing and cases involving building preservation notices. Applications for scheduled monument consent, and advice on

3 applications subject to the Ecclesiastical Exemption. Wind farm at Bradwell-on-Sea, Essex: Two public inquiries into a wind farm affecting the setting of the grade I listed Saxon chapel known as St Peter on the Wall, dating from the 7 th century and lying across the Roman fort of Othona, a scheduled monument. The development was allowed in , then quashed in the High Court after a challenge on non-heritage issues, and then allowed again at a second public inquiry in Middlemoor wind farm, Northumberland: Public inquiry into a wind farm affecting registered parks at Hulne and Alnwick, and other heritage assets including an iron Age hillfort at Ros Castle. Mynydd y Betws wind farm, Carmarthenshire: Public inquiry into a wind farm affecting recently scheduled prehistoric cairns and other structures, including the earthwork remains of Penlle r Castell. Poplar Lane wind farm, Shropshire: Public inquiry into a wind farm affecting a number of heritage assets including the setting of Willoughbridge Lodge, a 16 th century hunting lodge listed grade II*. Swinford wind farm, Northamptonshire: Public inquiry into a wind farm affecting Stanford Hall, listed grade I, and its registered park. Hempnall wind farm, Norfolk: Public inquiry into a wind farm affecting the setting of the Church of St Margaret, Hempnall, and the Hempnall Conservation Area. Linton wind farm, Cambridgeshire and Essex: Public inquiry into a wind farm affecting a number of heritage assets including the Linton Conservation Area.

Amesbury, Wiltshire: Public inquiry into the redevelopment of a house to form retirement accommodation, affecting the setting of a listed lodge dating to c York Place, Brighton: Enforcement inquiry relating to unauthorised works to the roofs and front elevations of a terrace of Victorian buildings within the Brighton Conservation Area BEDFORDSHIRE COUNTY COUNCIL Conservation Officer Development Management: Commenting on applications for listed building consent, conservation area consent and planning permission affecting historic buildings and areas throughout Bedfordshire, including site visits, pre-application meetings, negotiation, and attendance at committee meetings and appeals where necessary. The number of cases being processed varied to some extent, but was never less than 200 per year. These involved buildings of all types and ages, including large numbers of vernacular timber framed houses dating before c.1750, Georgian and Victorian town houses, schools, country houses, barns and other agricultural structures, shops, churches, chapels, and a range of street furniture including railings, boundary walls, gates, piers, and other details. The varied geology of Bedfordshire resulted in exposure to a wide range of building materials including

7 oolitic limestone, greensand, chalk, clunch, and a variety of clays that created a range of different bricks Luton greys, Arlesey whites, soft reds, and others. There was considerable emphasis on giving advice on repairs to predominantly timber framed structures, including wattle and daub, lath and plaster, thatch, tile, cob, pisé, roughcast render, plain tile and pantile roofs, slate roofs, windows, and other architectural details. Cases also involved the impact of new development on registered parks and gardens and conservation areas, including the effect of new design, and issues to do with enabling development, enforcement, prosecution, listing and delisting, building preservation notices, setting, and the character and appearance of historic buildings and areas. Selected topics of interest are noted below. Medieval churches: Notable examples include scheduled monument consent applications for the repair of the ruined church at Clophill, extensions to the churches at Kensworth and Chalton, and repairs to the church at Leighton Linslade. Buildings at Risk: Monitored, updated and published Buildings at Risk registers in South Bedfordshire. Shefford Town Scheme: Responsible for the administration of the Shefford Town Scheme, which provided funding for the repair of historic buildings within the Shefford Conservation Area. Appeals: Large numbers of hearings and appeals by way of written representations, including expert evidence at public inquiries in relation to applications affecting listed buildings at Kensworth Lynch and Shortgove Manor Farm, Kensworth. Ampthill, Woburn and Woburn Abbey: Responsibility for development management in Bedfordshire s two most important concentrations of Georgian and Victorian buildings, including dealing with the effects of Woburn Safari Park ROYAL COMMISSION ON THE HISTORICAL MONUMENTS OF ENGLAND Cartographic Draughtsman and Curatorial Officer Dartmoor Project : Responsible for an archaeological mapping project funded by English Heritage in which the entire National Park was surveyed from aerial photographs, including updating the Devon Sites and Monuments Record in Exeter. Surveyed at 1:10,560 scale, the result was the first comprehensive archaeological record of all features from the late Neolithic to post-medieval periods on Dartmoor. Mapping included long barrows, round barrows and cairns, coaxial field systems mainly of Bronze Age date ( parallel reave systems ), prehistoric and later enclosures, hut circles and medieval industrial remains of tin streaming, leats, blowing-houses, and peat-cutting. Recommendations for scheduling were made to English Heritage as a pilot study within the earlier stages of the Monuments Protection Programme. Kent Project : Responsible for an archaeological mapping project funded by English Heritage in which the entire historic environment of Kent was surveyed from aerial photographs, including updating the National Monuments Record and creating the basis of what was at that time the first comprehensive Sites and Monuments Record for Kent. Surveyed at 1:10,000 scale, the areas most responsive to aerial survey and mapping were the chalk downs of East Kent, which revealed extensive Iron Age, Roman and later structures as cropmarks and soilmarks. Classification of cropmarks and soilmarks : Responsible for creating a classification system for cropmarks and soilmarks, funded by English Heritage as part of the Monuments Protection Programme. The purpose of the classification was to create the first computer-aided

8 system for dealing with the large numbers of undated and complex archaeological sites that were being recorded in the National Mapping Programme. Pilot studies began in Hertfordshire and on the Thames Gravels in 1989, and were later extended to many other parts of the country. The classification was developed into RCHME s computerised MORPH system for the National Mapping Programme SOUTHWARK AND LAMBETH ARCHAEOLOGICAL EXCAVATION Archaeologist COMMITTEE Calvert s Buildings, Borough High Street: Excavation of a multi-period site, predominantly of Roman and medieval date, including a variety of structures and remains. Guy s Hospital Redevelopment, Tooley Street: Excavation of substantial Roman, medieval and post-medieval features, including wells, cellars, pits and part of a 16 th century vault associated with the adjacent churchyard that was also cleared as part of the redevelopment.
