1 ChengduDeclarationforAction 13August2011 Chengdu,People srepublicofchina The2 nd WorldCitiesScientificDevelopmentForumandtheFirstMayors SummitonDisasterRisk Reduction were held in Chengdu, China, from 11 to 13 August Organized jointly by the GovernmentofChengdu,theWorldCitiesScientificDevelopmentAlliance(WCSDA),theSecretariat of the United Nations International Strategy for Disaster Reduction (UNISDR) and Sister Cities International(SCI),thetwoeventswereattendedbymorethan200participantsfrom33countries of Asia, Africa, the Americas and Europe, including mayors, councillors, parliamentarians, ambassadors,civilsocietyrepresentatives,scientistsandexperts,aswellasfromunagenciesand otherorganizations. ThethemewasDevelopmentandCooperationAmongCities:BuildingLiveableCitiesforHumanity. The events offered a platform for information sharing, knowledge transfer and brainstorming on challengesandopportunitiesofurbanizationandcitydevelopmentaroundfourtopics: 1. UrbanPlanningandDesignforDisasterResilientCities 2. DisasterandEmergencyManagementofCities 3. UrbanEconomicTransitionandSustainableDevelopment 4. BilateralandMultilateralCooperationforSustainableCityDevelopment TheongoingUNISDRWorldDisasterReductionCampaignwiththethemeMakingCitiesResilient MyCityIsGettingReady!wasanunderlyingtopic. Deliberations at the Forum emphasized that rapid urbanization was a major feature of industrialization and modernization, innovation and wellbeing, that cities were the drivers for national socioeconomic development but such rapid urbanization and city development posed variouschallengestogovernments,leadersandcitizens.thesechallengesincludenaturalresources andenvironmentalmanagementaswellasclimatechangeanddisasterrisks. The participants also stressed that disasters were not natural, but the result of unsustainable development planning and activities. Natural hazards, such as floods, earthquakes and storms become disasters due to human and societal factors which can beaddressed by decisive policies, actionsandactiveparticipation.theynotedthatdisasterriskreduction(drr)wasnotexpenditure but a noregret investment that could protect lives, property, livelihoods, schools, businesses and employment. TheyaddedthatDRRandclimatechangewerecloselylinkedwithsustainabledevelopmentwhich needed social equity, economic sustainability and environmental protection, and in addition requiredmultilevelcooperationandwinwinpartnershipamongdifferentstakeholdersatalllevels and among civil society, cities and countries. While governments endeavour to make urban developmentfast,safeandsustainable,currentpoliciesandactionsshouldnotcompromisenatural resourcesandenvironmentforfuturegenerations. PLANOFACTION Buildingondiscussionsatthis(August2011)Forumandthe Mayors StatementonResilientCities atthe3rdsessionoftheglobalplatformfordisasterriskreductioningenevainmay2011,mayors, localgovernmentleaders,parliamentariansandotherstakeholdersgatheredinchengduatthefirst 1
2 Mayors SummitonDisasterRiskReductionheldduringthe2 nd WorldCitiesScientificDevelopment Forum,resolvedtoundertakethefollowing: 1.ENHANCECOOPERATION 1.1.Sistercitiescollaboration: o Seek further partnerships through the sister city model of collaboration, resulting in shared strategies,bestpracticesandtechnicalassistanceaimedtowarddevelopingsistercities.local governments will be able tostrengthen their urbanplanning efforts,sustainablecommunity initiatives and expand international outreach though a commitment to engage with other mayors,volunteers,businessleadersandnonprofitorganizations.additionally,atleastannual gatheringsofinterestedpartiesshouldbeconvenedinforumstoreviewprogresstowardthese goalsandreportoncontinuednextsteps Citytocitycollaboration o Promote other models of city collaboration in the context of the My City Is Getting Ready! campaign and identify cities offers of good practices and mutual cooperation than can be linkedtoanyofthe TenEssentialsforMakingCitiesResilient andsharesuccessfullyapplied tools, methodologies and ordinances with others through the Campaign website, handbook andinformationproducts. o Overaoneyearperiod,identifyaminimumoffivecitycooperationpartnershipsandpublicize theirresultsthroughthecampaignoutreachforfuturemultiplyingeffects. 1.3.Strengthenlocalcapacityandnationallocalcooperation: InthecontextoftheCampaign: o Address nationalgovernments andparliamentarians to highlight theneedtostrengthen the humanandfinancialcapacitiesoflocalgovernmentsfordisasterriskreduction,planningand disaster management (including budget allocations that can be used for planning and prevention)andrevieworintroduceneededlegislationandbillstothatextent. o Ensurecommunityandcivicengagementisincorporatedintoallphasesofresiliencebuilding anddisasterriskmanagement,includingpublicprivatepartnership. 1.4.Urbanresilienceanddevelopmentbasedonscientificknowledge: o Ensure collaboration between universities and research institutions with local governments andcityadministrations. o Invite academia to consider research topics to advance stateoftheart urban risk reduction andappliedresearchonriskmodellingandmethodologiestoreducerisk. o Cities involved in the Campaign shall reach out and cooperate on monitoring and assessing risks, analysing trends and develop social and engineering solutions to successfully shape a cultureofresilienceandinvestsmartlythroughinnovativesolutionsandsaferinfrastructure development. This is especially relevant for schools, hospitals and health care systems, monitoring pandemic and other health risks, sanitation and improved urban drainage and waterresourcemanagement(andothermunicipalandurbanservices). 2.INCORPORATEDISASTERRESILIENCECRITERIAINTOURBANDEVELOPMENTPLANNING Effectiveriskreductionispartofparticipatory,strategiclocalandurbandevelopmentplans: o EngageCampaignpartnersandcitiesinsuccessfulapplicationofdisasterresiliencecriteriain urban development, land use planning and strategic planning to develop guidelines (ex. ChengduMunicipalPlanningandDesigningResearchInstitute,China;SouthAfrica;Makatiin thephilippines;northmiamiintheusa;kobeinjapan). 2
3 o Usethe GreeningofCities initiativeasapossiblemodel(sanjose/california,usa). o Publishguidancenotesandcollectcasestudiesforcityadministratorsandurbanplanners. 3.ORGANIZEPUBLICAWARENESSEVENTS o Encouragecommunitygroups,citizens,localgovernments,youthgroups,businessassociations andotherstoorganizeoutreachawarenessraisingeventsineachcityparticipatinginthemy CityIsGettingReady!campaign,duringtheUNInternationalDayforDisasterReductionon13 October everyyear (and/orat commemorative datesofmajor localor nationaldisasters) in activitiessuchas:engagingyouthandcommunitygroupsandcitizensinpublichearingsonrisk information, drills and tabletop exercises, media debates or other outreach activities; and share the guidelines, public announcementsand results through the Campaign network and UNISDR.Theseactivitieswillpromoteownershipamongthepublicinselfandmutualhelpfor disasterreductionandrelief. o Usetheseopportunitiestostrengthenlocalcommitteesandalliancesfordisasterresiliencein each city as an organizational mechanism to plan and follow up on the Ten Essentials for MakingCitiesResilient. 4.BUILDONINTERNATIONALMECHANISMSFORPOLITICALCOMMITMENTS 4.1.Climatechangemitigationandadaptationstrategiesandvulnerabilityassessments: o Joineffortsatcityleveltorecordandreducegreenhousegasemissions(seeICLEI)andactively pursue multihazard risk assessments to be applied for integration of climate change adaptation and disaster risk reduction planning. Work with African institutions to promote local, national or regionalscale relocation solutions for population in highrisk, environment/landdegradationordroughtstrickenareas. o Showcase cities advancement in building resilience at the UN Framework Convention on ClimateChangeConferenceofthePartiesinDurban,SouthAfrica,inDecember2011(andin therepublicofkoreaindecember2012)toensureproperaccess(andreleaseof)toresources andfasttrackfundingforclimatechangeadaptationforcities(see: Sustainabledevelopment: o Use international meetings to help address urban risk and increase cities experience of resilience building, such as the UN Conference on Sustainable Development Rio+20, to be heldinriodejaneiro,brazil,in46june2012( o Workwithnationalgovernmentstoincludeurbansustainabledevelopmentandresilienceasa nationalpriorityintheoutcomeofthisconference. 5.ENHANCEDISASTERANDEMERGENCYMANAGEMENTOFCITIES Disasterpreparedness,includingcontingencyplanningandaccesstoearlywarningsystems,helps tosavelivesandproperty: o Strengthendisasterandemergencymanagementatcityleveland,asaprinciple,coordinate with all stakeholders and citizens groups to empower them to become integral part of emergencymanagement,tomakereliefoperationsandrecoverymoreeffective,andaspartof the planning and sustainable development of the community. In this effort pay special attention tothe urbanpoor andelderly population who are vulnerable to hazards buthave limitedcopingcapacity. o Workwithschoolsandhealthfacilitiesasessentialservicestothecommunity,toassesstheir risksandtoapplysafetyandpreparednessmeasurestoenhancelongtermurbanresilience. 3
4 We,theparticipantsfromcities,countriesandorganizations(listedinAnnex),adoptedthisChengdu Declaration for Action and will followup on and share it with other cities, as part of the ongoing UNISDR Global Campaign. We shall continue to promote My City Is Getting Ready! networkingandallianceswithcampaignpartners(see: We,theorganizersofthisForumandSummit,committofollowupandfacilitatetheimplementation andreviewsofprogressinfutureforums. 4
