4 COUNTY/TOWN COORDINATION Urban Growth Boundary 1999 Suburban/Rural Edge established in County Comprehensive Plan 2004 Suburban/Rural Edge moved on Johns Island, placing more of the County in the Urban/Suburban Area 2008 As part of the Ten-Year Update of the Plan, the Suburban/Rural Edge became the Urban Growth Boundary (UGB) 2015 As part of the 2013/2014 Five-Year Review, planning staff coordination with staff from the Town of Mount Pleasant and City of Charleston to ensure the County UGB was consistent with UGBs adopted by the municipalities. The County UGB was refined in several areas for consistency. Note: the City of North Charleston has not adopted a UGB.

15 IMPLEMENTATION OF URBAN/SUBURBAN AREA CULTURAL COMMUNITY PROTECTION This Future Land Use designation is intended to Protect and promote the culture and unique development patterns of existing communities and sustain their strong sense of community Characterized by low density single-family residential development, limited commercial activity, and some agricultural uses Many of the roads are paved; however, earthen roads still exist. Maximum density of 4 units per acre
16 IMPLEMENTATION OF URBAN/SUBURBAN AREA CULTURAL COMMUNITY PROTECTION 2016 Historic Resources Survey Update recognized the African American settlement communities throughout Charleston County, and identified four of the communities as eligible for the National Register of Historic Places (NRHP) as historic districts Phillips Snowden Sol Legare Scanlonville Unique cultural resource, one that represents the Gullah people, their culture, and the communities they established during the Reconstruction era Communities are distributed throughout the county...the presence of so many historic Gullah communities in unincorporated Charleston County reinforces their significance. -pages of Survey Update
