2 .... id Good (7 Fair n Dateriorated 1 Ruins L Unexposed CONOTON Altered a Unaltered n Moved 119 Original Site DESCRlSE THE PRESENT AND ORGNAL (if ~~OW~)PHYSCAL APPEARANCE The City Building is a two story red brick and stone building (as specified in the deed, Tyler County D.B. 28, p ) on a circular plot, consisting of a square each of whose sides has, centrally located, a threesided bay window. This arrangement displays an elaborate geometry a complex, of symmetrical polyonal figurewithin a circle. All elements are syrmnetrically arranged doors, windows (those having Classical stone podiums.) A stone belt course divides the first and second stories. There is a subdued Classical cornice above which is a low pitched slate roof, over which, at one time, a small open cupola presided. The small yard is surrounded by an iron fence popular in that period. The interior first floor has been used, and is presently used, for the city offices, and for several years (1913 to 1964) housed the Public Library. The second story consists of one large room with a small stage and was used for conventions and social occasions. t is present1 used for storage by the City.

(The town was laid out in 1816, and chartered in ) t was erected on the plot originally intended for the county court house, Sistersville hoping to become the county seat. The location is the center of the Diamond or village square and is surrounded by a roadway. Here where two main streets intersect in a square, the emphasis is on the City Hall.
