1 ~ Conservaton Areas are the frst areas to be dentfed when desgnng the subdvson. Development Areas are dentfed only after Conservaton Areas have been desgnated. The applcant and the Plannng Board shall select Conservaton Areas and Development Areas as early as possble n the subdvson revew process (durng the Pre-Applcaton Conference stage). Agreement on the conceptual desgn of a Conservaton Desgn Subdvson at ths early stage s ntended to ensure that the greater expense of a more detaled, engneerng-level desgn s not undertaken on a layout that s nconsstent wth the town's goals for development. ~ Conservaton of mportant natural, cultural, and scenc resources shall be the startng pont for the desgn of subdvsons usng the CDS process. Protecton of wetlands, floodplans, steep slopes and streams shall be the gudng prncple n desgnatng a subdvson's conservaton area. Addtonal lands that contrbute to the unque character of the parcel to be subdvded may also be ncluded n the subdvson'conservaton area. Such lands shall contan mportant open space resources ncludng, but not lmted to: a. Exstng farms, b. Land sutable for agrcultural use, c. Land for recreatonal use ncludng potental tral lnkages to adjonng lands d. Envronmentally senstve lands, e. Lands that are napproprate for development, f. Lands that adjon other conservaton lands and larger tracts ofland whch have the potental to create contnuous networks of open space, g. Rural character of the surroundng area, and h. Scenc rural roads and vewsheds. Land desgnated for permanent conservaton shall be lmted to the followng uses: a. Farm operaton land (farm operaton land shall not nclude agrcultural buldngs except fences) b. Publc open space.c. Prvate open space d. Forestry or forest farmng operatons ~ The desgnaton of land for development wth Conservaton Desgn Subdvsons shall be made n consderaton of the town's desre to: a. Avod locatng buldngs n open felds. Preference wll be to locate structures at the edges of felds along more heavly vegetated areas. b. Ste buldngs so that they do not protrude above treetops 105

2 and the crest lnes of hlls. Buldngs shall be sted so as to use exstng vegetaton to buffer the vew of new structures from pre-exstng publc places and roads. c. Retan and re-use exstng farm roads and country lanes nstead of constructng new roads or drveway. d. Mnmze clearng of vegetaton at the edge of exstng roads, clearng only as much as necessary to create a drveway entrance wth adequate sght dstance. e. Mnmze the dsturbances of natural features of the landscape. f. Mnmze the number of curb-cuts on exstng town, county, and state roads. g. Use curves n drveways and new roads to ncrease the screenng of buldngs. h. Consder the potental mpact of new homes on exstng neghbors when new structures are located. 1. Because the mnmum lot sze and other area requrements are reduced for these subdvsons, there s consderably more room for creatvty n subdvson desgn. Ths flexblty allows mportant ste features and open space resources to be conserved, whle allowng homes to be located on the most sutable lands. t also provdes the ablty to stuate the homes n harmony wth the land landscape. / \. ~ The desgn flexblty provded by the CDS process s ntended to ensure that mportant ste features and open space resources are conserved, and the rural character of the Town of Northumberland protected. Ths s why these regulatons have been adopted. s ~ There s no "one-sze fts-all" soluton to creatng a subdvson that conserves sgnfcant features of the landscape whle locatng homes to take maxmum advantage of the open space amenty created. However, the followng llustratons demonstrate a recommended desgn process for subdvsons that utlze the Conservaton Desgn Subdvson approach. ~ The most mportant dea contaned n these regulatons s to desgn wth the landscape. The desgn process llustrated on the followng pages provdes a "way of thnkng" about the layout of a rural 106

3 subdvson. Ths way of thnkng, whch starts wth the dentfcaton of conservaton areas, should be foremost n the mnd of an applcant when desgnng a subdvson, and shall gude the Plannng Board when revewng applcatons. 107
