2 Del Paso Regonal Park Master Plan Amendment to nclude the Adjacent "Longvew Oaks" Ste Project September 10, 2002 Page 2 COMMTTEE/COMMSSON ACTON: On January 3, 2002, the Parks and Recreaton Ctzens Advsory Commttee approved the addton of the "Longvew Oaks" parcel to the Del Paso Regonal Park Master Plan. BACKGROUND NFORMATON: Longvew Oaks s a 7.45 acre parcel north of Longvew Drve and south oflnterstate-80 (Assessors Parcel Numoer ). See ste map attached as Exhbt A. The parcel features a trbutary to the Arcade Creek whch flows through seasonal wetlands and an oak savanna The Ctys General Plan land use desgnaton s for Parks and Recreaton - Open Space. The project ste s currently vacant and undeveloped and wll be restored ~d enhanced through a State Department of Water Resources grant. The restoraton and enhancement of the ste ncludes restorng a vernal pool area, constructng a new detenton wetland, removng exstng asphalt road spurs, plantng oak seedlrgs, removng non-natve grasses, nstallng a pedestran loop pa~ establshng a_natve grassland area, and reparng an on-ste culvert. Longvew Oaks s a beautful open space area that staff recommends be ncorporated nto Del Paso Regonal Park. A revsed Del Paso Regonal Park Master Plan was adopted by the Cty Councl on January 22, 1985 and ncluded the Sacramento Softball Complex, whch s a four-feld lghted softball complex, a 500-space parkng lot, a warm-up area and a pcnc area The Master Plan also preserved the natural habtat west of Watt Avenue. The 1985 revsed Master Plan dd not nclude the "Longvew Oaks" ste as part of the park. The addton of the "Longvew Oaks" ste nto the Del Paso Regonal Park Master Plan wll not change the Cty of Sacramentos General Plan. Staff recommends that the Del Paso Regonal Park Revsed Master Plan be amended to nclude the "Longvew Oaks" ste and that the Mtgated Negatve Declaraton for the ste be ratfed and the Mtgaton Reportng Plan be adopted. FNANCAL CONSDERATONS: None wth ths report. ENVRONMENT AL CONSDERATONS: The Cty of Sacramento, Envronmental Plannng Servces, has determned that the project, as proposed, wll not have a sgnfcant mpact to the envronment; therefore, a Mtgated Negatve Declaraton has been prepared. n complance wth Secton 15070(B)l of the Calforna Envronmental Qualty Act (CEQA) Gudelnes, the Cty has ncorporated mandatory mtgaton

These mtgaton measures are ncluded n Attachment A (Mtgaton Reportng Plan) and address mpacts to Geology, Water, Ar Qualty, Bologcal Resources, Hazards, Nose, and Cultural Resources. The Mtgated Negatve Declaraton was dstrbuted through the State Clearnghouse (SCH # ) and avalable for publc revew durng the perod of May 21, 2002 through June 19, One publc comment letter was receved durng the publc revew perod. The comments receved relatng to the Mtgated Negatve Declaraton were not consdered to substantally revse the document per CEQA Gudelne Secton Staff recommends that the Cty Councl ratfy the Mtgated Negatve Declaraton and adopt the Mtgaton Reportng Plan for the project. POLCY CONSDERATONS: Ths project s consstent wth the Ctys approved strategc Plan, Cty Strateges, enhancng the qualty of lfe for present and future generatons and preservng and enhancng park and recreaton amentes. ESBDCONSDERATONS: No ESBD consderatons are applcable at ths tme as no goods or servces are beng procured as a result of the approval of ths recommendaton.
