The report s attached and a color copy s avalable onlne. A summary of the key accomplshments and pendng actvtes n the report s ncluded n the Char's cover letter on pages 4-6. DEPARTMENT OF PARKS The Department of Parks Sem-Annual Report appears on pages 7 to 14. The Report descrbes accomplshments related to Green ntatves, nter-agency Collaboraton, Requred Federal and State Mandates, Enterprse Successes, Communty Gardens, mproved Responsveness and Customer Servce, the Parks Foundaton, Volunteersm, and Park Polce (pages 7 to 11). t also descrbes planned ntatves related to Urban Parks, the FY15 Budget, Corporate Sponsorshp, the Parks Foundaton, and nnovaton (pages 11-12). The Report descrbes very successful efforts related to recyclng and contnued successes wth volunteersm and the Enterprse Fund. PLANNNG DEPARTMENT The Plannng Department porton of the Sem-Annual Report appears on pages of the Report. As the Councl s well aware, the Plannng Department has been extraordnarly busy over the past sx months and has completed the draft Zonng Ordnance Rewrte and 4 of the 6 master plans to be transmtted to the Councl ths year!, and has been workng wth property OW1lers and communtes on several mportant regulatory projects n Whte Flnt, the Great Seneca Scence Corrdor, and elsewhere. 1 The Plannng Board has transmtted the Chevy Chase Lake Sector Plan, the Long Branch Sector Plan, the Glenmont Sector Plan, and the 10 Mle Creek Area Lmted Amendment to the Clarksburg Master Plan; the Councl asked for addtonal work on the Whte Oak Scence Gateway Master Plan and the Plannng Board s stll workng on the Bethesda Purple Lne Staton Mnor Master Plan Amendment.

2 The Master Plan schedule s dsplayed on page 23. Although the Whte Oak Scence Gateway Master Plan was transmtted n September, the Councl has asked the Plannng Board to do addtonal work to ensure that land use and transportaton n the Master Plan are n balance. The Councl asked that the Plannng Board transmt revsons by the end of ths calendar year. Other than the change to ndcate there wll be a second publc hearng for Whte Oak once the Master Plan revsons are transmtted, the schedule s dentcal to the one approved by the Councl n May. 6 14 Letter from the Char Presdent Navarro and Members of the Councl: t s my pleasure to summarze the latest efforts of the Plannng Board, Plannng Department and Department of Parks n our fall 2013 Sem-Annual Report. We have worked dlgently to contnue our momentum on mportant projects and ntatves. So much so that the Plannng Board held 69 meetngs between September 2012 and September 2013, a perod when we would normally hold approxmately 45 meetngs. Eleven of the 69 meetngs were specfcally to revew the zonng code rewrte, and 63 of them ncluded the zonng rewrte, master plans, or both-we have had many meetngs where we had to be prepared to dscuss more than one master plan n the same day. am ndebted to our part-tme board members for ther dedcaton n meetng these addtonal demands on ther tme. The hgh ponts of the departments' ambtous work programs and accomplshments are summarzed n ths report. The Department of Parks contnues to develop nnovatve ways to manage and protect our valuable natural and cultural resources whle offerng programs and servces that are mportant to County resdents. Collaboraton wth the County's Department of Recreaton and the Offce of Communty Use of Publc Facltes contnues as we work to develop a jont regstraton system that wll enable all three agences to provde better customer servce and easer access to programs and servces. Water Qualty Protecton Fundng has allowed the Department of Parks to complete several water qualty projects, establshng programs to montor storm dran outfalls for non-stormwater dscharges, and to hre staff needed to focus on mantenance of stormwater facltes on parkland, management of nusance wldlfe n stormwater facltes, and assessment and mplementaton of green management practces on parkland, as well as ncreased volunteer efforts. 7 More than 11,000 volunteers contrbuted more than 84,000 hours n the last fscal year (the equvalent of 40 work years), equatng to over $1.8 mllon n value. Fnancal support from the Water Qualty Protecton Fund helped us ncrease stream clean-ups by more than 130 percent, resultng n 75,000 pounds of trash removed from our stream valleys n Aprl alone. The Department of Parks s workng closely wth the Washngton Suburban Santary Commsson (WSSC) and several other County, State and Natonal agences to mnmze the mpacts from sewer overflows and leaks n Montgomery County. 15 Access evaluatons related to the Amercans wth Dsabltes Act (ADA) have been completed wthn the Shady Grove, Black Hll, Lttle Bennett and Rock Creek mantenance areas. The thrd round of evaluatons, whch wll cover the Olney Manor and Martn Luther Kng mantenance areas, wll begn ths fall. The Enterprse Dvson contnues to meet overall revenue goals and cover all debt payments. ce and Tenns facltes contnue to be popular among park patrons. Summer camps dd exceptonally well ths year, wth 1700 partcpants attendng 84 camp programs-a 20 percent ncrease n revenues from the prevous year. An nnovatve "Managers on Bkes" program has ncreased nteracton between park managers and park and tral users. Park managers can keep a close eye on parks, facltes and trals whle gettng exercse by cyclng several tmes a week. The Department of Parks also has ts eye on the horzon to ensure mproved programs and servces for our resdents. Staff s workng alongsde communty organzatons and resdents to address the ncreasng urbanzaton of the down county area to ensure parks and open space are ncluded n future plans and to support our popular communty garden program. Work also contnues on efforts to generate addtonal revenue to support the park system, ncludng a system-wde corporate sponsorshp program, and on strategc fundrasng programs through the Parks Foundaton. n Plannng, we have neared completon on a record number of master plans, whch have several themes n common. They contnue to pursue the mportant lnk between transportaton and plannng, wth a focus on transt. They am to create new, more compact communtes that allow people to lve, work, shop, play, and learn wthout gettng nto a car. These communtes wll be more sustanable wth greatly reduced vehcle mles travelled, more energy effcent housng types, more physcal actvty and socal engagement. The Bennal Master Plan Montorng report tracks mplementaton of plan recommendatons. n Whte Flnt, the report fnds that development s movng quckly to create a new, transt-orented neghborhood out of shoppng mall parkng lots. n the Great Seneca Scence Corrdor, the master plan's framework for a transt-accessble scence center s slowly beng flled n wth new development and communty-buldng amentes. New housng, stores, parks, schools, and ncreased access to the Metro Red Lne n both Whte Flnt and Shady Grove wll create tax revenue along wth lvng and workng optons. At the Red Lne's other end, the Plannng Board Draft of the Glenmont Plan envsons the renvgoraton of an under-used Metro staton communty by enablng mxed-use development of the older shoppng center and garden apartments wthn walkng dstance of the staton. We also have been workng wth Executve staff on relocatng the Park and Plannng Departments to Wheaton, to help jump-start the economc revtalzaton of the CBD envsoned by the recent Wheaton Sector Plan. Two Purple Lne plans that have just been completed, Chevy Chase Lake and Long Branch, make measured land use recommendatons desgned to nvgorate ther communtes, whle preservng MontgomeryParks.org MontgomeryPlannlng.org

8 ther best characterstcs. That effort wll contnue wth the Bethesda Purple Lne Staton plan and the Bethesda CBD plan. Our most transformatonal effort s also lnked to transt. The Countywde Transt Corrdors Functonal Master Plan s the frst comprehensve update of the Master Plan of Hghways snce ts focus s bus rapd transt, on effort already beng recognzed for ts potental as a natonal model, but the plan goes further to address the bcycle, pedestran, and MARC mprovements that wll create a fully functonng network of transportaton optons. Ths approach wll fundamentally shft expectatons and servces for suburban transportaton. 16 Our zonng rewrte s close to completon, and coupled wth constant examnaton of how we communcate our work and organze our processes, promses to keep Montgomery County at the cuttng edge of sustanable communty buldng. 9 Department of Parks What We've Done Green ntatves: Fuel stes at Meadowbrook and Wheaton Mantenance Yards have been upgraded to replace underground storage tanks wth more ecologcally frendly above-ground tanks. The Mantenance Yards at South Germantown Recreatonal Park, Black Hll Regonal Park and Lttle Bennett Regonal Park are scheduled to be upgraded next. All upgraded stes wll also receve the new Fuel-Master computer system wth new dspensers and securty hardware. Green ntatves 17 Through contnued energy management efforts partally funded through Department of Energy grants, we have been able to keep overall consumpton rates flat, even wth the addton of new parks and facltes. The major change ths past year has been a decrease n the cost of energy resources. The reductons, due to fa vorable market rates n 2012 and 2013, were for electrcty 11 percent, natural gas 24 percent, and propane 15 percent. Projects underway ths year ncluded addtonal lghtng retroft and heatng and ar condtonng equpment replacements. n calendar year 2012, our rate for requred and voluntary recyclng programs was 71.9 percent, well above the requred rate of 50 percent. A plot program s underway n Wheaton Regonal Park n an effort to mprove publc recyclng rates, especally at our heavly used pcnc pavlons. Our water consumpton reducton program focused on rrgaton water consumpton and servce locaton consoldaton, effectvely reducng our water and sewage costs by nne percent. We have establshed a Sustanablty Commttee to develop departmental best practces wh ch meet sustanablty standard requrements, gude our efforts, and evaluate our results. An employee awareness and tranng program s be ng planned for the Fall. Constructon s currently underway at Evans Parkway Neghborhood Park, selected as one of 162 plot projects to partcpate n the natonal Sustanable Stes ntatve (STES) program. Ths program s smlar to LEED for buldng projects, but establshes sustanable performance benchmarks for ste work and landscape projects. Staff submtted prelmnary project documentaton for revew and antcpates achevng STES project certfcaton n To date, only 23 projects have acheved certfcaton natonwde. nter-agency Collaboraton: We contnue to work wth WSSC to carry out the work requred under the WSSC Consent Decree to reduce and elmnate sewer overflows and leaks n Montgomery County. Many of these repars are occurrng n our Stream Valley Parks, ncludng Slgo Creek, Cabn John, Northwest Branch, Muddy Branch, Pant Branch, Lttle Falls, Seneca Creek, and Watts Branch. Our staff has been coordnatng wth WSSC and ts consultants to mnmze mpacts from these efforts. Other agences coordnatng on ths project nclude the Maryland Department of the Envronment, U.S. Army Corp of Engneers, Maryland Department of Natural Resources, Maryland Hstorcal Trust, Montgomery County Government, METRO, Natonal Park Servce and the U.S. Fsh and Wldlfe Servce. Efforts are underway wth the County's Department of Recreaton (MCRD) and Offce of Communty Use of Publc Facltes (CUPF) to transton to a sngle regstraton system through Actve Net. Actve Net s a web-hosted soluton that wll enable all three agences to provde better customer servce MontgomeryParks.org MontgomeryPlannlng.org

10 through a consoldated customer base that wll requre only one user account per customer, wth socal meda ntegraton and a moble-enabled envronment. The mplementaton of ths system s lkely to take months. We are currently n the process of fnalzng the tmelne and determnng budget mpacts for FY14, FY15 and beyond, n preparaton for an October dscusson wth the PHED commttee. n August, two of our park planners delvered a presentaton on "Urban Parks and the Nghttme Economy" to the Nghttme Economy Task Force. The presentaton focused on how parks can play a crtcal role n establshng a vbrant nghttme economy, challenges and best practces when actvatng parks at nght, and how Montgomery Parks s changng the way we develop and manage our urban parks. Chldren n Nature The presentaton was very well receved. s As part of our ongong commtment to the Governor's Chldren n Nature ntatve, we are explorng the possblty of mplementng new statewde stream restoraton partnershp opportuntes wth county schools. Under ths program, we would work wth schools nterested n "adoptng" streams or trbutares on or near ther property to develop educatonal programs for students that nclude restoraton actvtes. We contnue to enjoy a recprocal reference relatonshp between our Customer nformaton Offce and County 311. Workng wth County staff allows us to provde accurate nformaton and drect the publc to the correct servce entty to resolve ssues or complants regardless of where the call s receved. We look forward to mantanng ths results-focused relatonshp n the future and provdng a consstently postve nteracton wth our customers. Requred Federal and State Mandates: Progress contnues under Parks' Phase Natonal Pollutant Dscharge Elmnaton System (NPDES) Small Muncpal Separate Storm Sewer System (MS4) permt. Several water qualty projects have occurred, ncludng the removal and naturalzaton of an obsolete asphalt parkng lot at Valley Mll Specal Park. Montorng storm dran outfalls for non-stormwater dscharges under the llct Dscharge Detecton and Elmnaton (lode) program began ths sprng n South Germantown Recreatonal Park, Martn Luther Kng Recreatonal Park and Pant Branch SVU4. No llct dscharges were dentfed from these nvestgatons. Addtonal Water Qualty Protecton Fundng n FY14 allowed us to hre staff needed to focus on mantenance of stormwater facltes on parkland, management of nusance wldlfe n stormwater facltes, and assessment and mplementaton of green management practces on parkland, as well as ncreasng volunteer efforts to keep our stream valleys clean and trash-free. As a result, Parks saw one of the largest and most productve Earth Months Upper Pan t Bra nch Wet Land Retro ft n Aprl for volunteer stream cleanups, wth thousands of volunteers removng over 75,000 pounds of trash throughmore than 90 clean-up events. We have completed 20 of the 32 Envronmental Stewardshp/Compensatory Mtgaton projects requred as a result of the constructon of the ntercounty Connector. These projects am to enhance MontgomeryParks.org MontgomeryPlannlng.org

11 the ecologcal value of the resources on the targeted land and nclude stream restoratons, stormwater management ponds, creatng wetlands, and reforestaton stes. Eght of the remanng projects are currently under constructon, and four are n the fnal stages of desgn. Access evaluatons related to the Amercans wth Dsabltes Act (ADA) have been completed for parks wthn the Shady Grove, Block Hll, Lttle Bennett, and Rock Creek mantenance areas. An nterm Transton Plan was submtted to the Department of Justce n August. ncluded n ths submsson were sgnage reports for 19 parks as well as completon reports for four parks as mandated by the Settlement Agreement (SA). Consultant RAC contnued to provde employee tranng, polcy revew, and expert advce on on ongong bass. RAC asssted n a publc outreach meetng n June hosted by the Commsson on Peoples wth Dsabltes, as well as a presentaton to the Plannng Board n July. The thrd round of evaluatons s expected to start n late September/early October for the Olney Manor and Martn Luther Kng mantenance areas. 19 Enterprse Successes: For another consecutve year, the Enterprse Dvson fnshed "n the block" n FY13, meetng ts overall revenue goals and coverng all salary costs and debt payments from ts operatng captal, ncludng those for Lttle Bennett Golf Course (the Revenue Authorty mode ther lost payment n FY12). The Dvson's debt servce wll be retred n November 2013, freeng up crtcal fundng for major faclty mprovements to address agng nfrastructure. Cabn John ce Rnk The ce and Tenns facltes contnue to offer successful closs programs and have added a number of tournaments, specal play days and compettons to ncrease customer partcpaton. Ths past summer the Enterprse facltes hosted 84 camp programs wth 1,700 partcpants, ncreasng revenues by 20 percent over lost year. Ths post sprng, the Wheaton Sports Pavlon and the newly nstalled Seneca Lodge tent pod opened to the publc for rentals. The Sports Pavlon s the re-purposed Wheaton Outdoor ce Rnk, and s avalable for league ploy, tournaments, and specal actvtes n soccer, futsal and lacrosse. The new tent pod s a popular amenty for events such as weddngs and large partes. WeddngWre.Com Revew "The stoff at Woodlawn Manor was amazng! They really worked wth me and my mother to make my weddng day specal and memorable for me, my husband and our guests. The staff responded to all of our nqures n a tmely manner and offered great suggestons. My guests loved the venue and can't wat to see all of the pctures." Recent faclty upgrades contnue such as new rubber floorng, energy effcent heat-recovery systems and ADA-accessble bathroom stalls at Cabn John ce Rnk, and compressor repars at Wheaton ce Arena. The exterors of the Paulne Betz Adde Tenns faclty and the Sky Vew Lodge at Rockwood Manor were panted. The South Germantown Splash Park added more ADA pcnc tables and furnture to provde moredry land seatng. 12 and purchased a new ball pcker. Communty Gardens : Communty demand contnues for new garden stes, but expanson of the communty garden program has been slowed to accommodate work needed to conform to ADA regulatons. Four of the 11 exstng gardens are beng renovated to nclude accessble plots, and ADA requrements for new gardens and addtons to exstng gardens are lkely to ncrease costs and make sutable ste locatons more challengng to dentfy. n June 2013, wth support from Whole Foods Market, the Longbranch Communty Garden opened for rental. For the frst tme snce the program's ncepton, all plots have been rented. 110 mproved Responsveness and Customer Servce: The Montgomery Parks Servce Center s mantaned n Rockvlle at the Facltes Management Mantenance Yard. Lve operators receve calls for repars or servce and nput requests nto the SmartParks work order management system. n FY13, the Servce Center receved over 9,000 nqures resultng n 6,81 1 work requests-a sx percent ncrease over FY12. A toll-free answerng servce provdes coverage after-hours and on weekends, and responded to over 230 calls n FY13. Communty Gorden Produce An ncdent Command Center has been establshed to streamlne and make more effectve our nternal response to and management of emergency and weather-related events. Ths allows for a smooth flow of vtal nformaton between Park feld operatons and ncdent management. t allows nstantaneous access to damage assessment and measured deployment of resources. t has also mproved coordnaton wth the County's Emergency Command Operaton Center durng countywde emergency events. The dynamc relatonshp and communcatons lnk s a valuable tool n our publc servce portfolo. A new "Managers on Bkes" program (MOB) puts our park managers on bkes and n our parks twce a week, actvely checkng on facltes and tral mantenance ssues and chattng wth customers. Patrollng park trals and other amentes on bkes allows managers to closely assess park mantenance and mprovement needs, puts them n drect contact wth park and tral users, and provdes a better platform for customer relatons and a reduced carbon footprnt-n addton to ncreasng ftness levels for our park managers themselves! Parks Foundaton : The Montgomery Parks Foundaton contnues to successfully establsh tself as a sustanable, ndependent non-proft chartable organzaton to support Montgomery Parks. The Foundaton operates on a calendar fscal year and as of June 30, 2013, acheved revenue of $280,000 n donatons and prvate support. Ths exceeds the amount of money the Department spent to support the Foundaton. n July, the Board of Trustees adopted a revsed Msson and establshed gudng Values to support ts work. Volunteersm: n FY13, more than 11,000 volunteers contrbuted the equvalent of 40 work years n 24 dstnct program areas supportng a wde varety of programs throughout the parks system. 13 Park Polce: Our dedcated Park Polce contnue to keep our parks, facltes and park patrons safe. n addton to respondng to thousands of calls for servce a year, Park Polce actvely patrol our parks, trals, and parkng lots by car, motorcycle, all-terran vehcle, bcycle, horse and on foot, lookng for and respondng to suspcous actvty, secu rty concerns and 111 volatons of park rules and regulatons. Our hghly-vsble offcers are also n constant communcaton wth park patrons and County resdents, supportng hundreds of communty events each year and engagng wth youth through actvtes ncludng afterschool programs lke the Montgomery County Recreaton Department's Longbranch Homework Club. Where We're Headed Mounted Offcers at Natonal Nght Out Urbanzng Areas and Urban Parks: The 2012 PROS Plan recognzes the need for urban parks to nclude communty gatherng spaces, dog parks, skate parks, and communty gardens. We have snce recommended these needed facltes n area master plans and ther mplementaton through regulatory revew n areas such as Whte Flnt, Wheaton, Takoma Langley, Great Seneca Scence Corrdor, Chevy Chase Lake, Glenmont, Long Branch, and Whte Oak Scence Gateway. We wll contnue to coordnate wth cvc and homeowners assocatons, the Nghttme Economy Task Force, the general publc, and other nterested stakeholders to develop a new approach to the desgn and management of our county's valuable urban parks and open spaces. FY15 Budget Prevew: The Department of Parks wll seek moderate restoraton of crtcal servces for Fscal Year Restored fundng wll be amed at preventng the declne of valuable park assets, at complyng wth legal mandates (ncludng those related to the Amercans wth Dsabltes Act), and at provdng mproved servce delvery, especally n underserved areas. Whle the Department understands that the fscal clmate remans challengng, we feel compelled to propose a budget that helps protect hghly valuable natural and cultural resources that are mportant to Montgomery County resdents. Corporate Sponsorshp: Work contnues to develop a system-wde corporate sponsorshp program. Representatves from agences and prvate enttes operatng facltes on parkland, ncludng the Recreaton Department, the Revenue Authorty, the SoccerPlex and others, have been nvted to partcpate. The program wll develop customzed levels of sponsorshp to engage the corporate communty and Tral Work Volunteers generate ncremental revenue to support enhanced actvtes and programs wthn our park system. The program wll be admnstered by the Montgomery County Parks Foundaton and s antcpated to launch n Parks Foundaton : As strategc fundrasng programs are further mplemented, the Foundaton ntends to focus ts efforts on a $2 mllon Captal Campagn for Josah Henson Park, a maor gfts MontgomeryParks.org 1 MontgomeryPlannlng.org

14 campagn to support enhancements to the Brooksde Gardens Master Plan, expandng the Trbute programs throughout the parks (benches, trees, brcks), the corporate sponsorshp program, and establshng donaton programs to support our Nature Centers. nnovaton: For 2014, our man focus wll be makng our admnstratve fleet green. We wll replace at least seven of our current conventonally powered fleet vehcles wth fve plug-n hybrd vehcles and two electrc vehcles wth a gas generator backup. We wll also purchase fve electrc utlty vehcles from Global Electrc Motorcars to replace gas and desel utlty vehcles used on our farms and rural areas. As our budget permts, we wll order new, clean desel trucks to add to our fleet. These vehcles utlze clean desel technology and typcally have fewer emssons and 20 percent hgher fuel mleage than conventonal gasolne engnes. 112 Awards and Recognton M-NCPPC was selected by the Natonal Parks and Recreaton Assocaton as a Gold Medal Fnalst/or Excellence n Park and Recreaton Management Program Montgomery Parks and the Department of Recreaton won the Socety of Outdoor Recreaton Professonals (SORP) Project Excellence Award for exemplary plannng efforts assocated wth the Vson 2030 and the 2012 Parks, Recreaton and Open Space Plan. Each communty s unque n ts past and future and we strve to desgn for sustanablty. 115 Our plans set out ths vson and recommendatons to acheve t-ncludng more flexble and nnovatve zonng tools. Our regulatory work ntegrates projects nto the communty as t exsts and as t s envsoned. Fnally, aur plannng tools and technques are constantly updated and examned to ensure effcency, effectveness, and transparency. The focus must be an plannng, zonng and regulatory effarts that are seamlessly algned to acheve the goals of communty buldng. As we become mare successful n algnng these processes, our County's development efforts wll become more predctable and more able to fully realze the plannng vsons. Fnally, as a maturng County, we wll contnue to move towards fner gran plannng of our actvty centers, whle stll managng the larger Countywde systems. nfll and redevelopment efforts requre a nuanced and careful plannng approach to assure stable neghborhoods. Key to ths fner gran plannng wll be strong communty outreach and partcpaton by all stakeholders. Master Plannng Hghlghts n the Past Sx Months Our plans are the vehcle for establshng a vson of sustanable, unque communtes. Each one examnes the dstnct character af the place and makes recommendatons that serve that place and the County as a whole. One sgnfcant force n shapng communtes s transportaton and wth the Countywde Transt Corrdors Functonal Master Plan, the County seeks to reconceve expectatons for suburban transportaton optons. Ths Plannng Board draft was delvered to the Councl n July t s a comprehensve update of the Master Plan of Hghways, creatng a Master Plan of Hghways and Transtways that provdes a framework for shftng the County's transportaton efforts and nvestment to sustanable and mult -modal optons. The focus s on bus rapd transt, but the plan also addresses bke and pedestran connectons, and MARC expanson, to create a connected system of MontgomeryParks.org MontgomeryPlannlng.org

18 transportaton optons that can serve all users. The Councl has just held publc hearngs on the Plannng Board Draft n September. n the down-county, the Purple Lne wll redefne lvng and workng optons and plans underway strve to address that change whle retanng communty character and opportunty. The recently approved Chevy Chase Lake Sector Plan recommends new affordable and market-rate housng, open space, and shops around a planned Purple Lne staton, whle the Long Branch Sedor Plan, uses ths new transt opton as an opportunty to create a communty focal pont and encourage revtalzaton. n both communtes, desgn gudelnes wll establsh the standards for communty functon and amentes. 118 At the end of the Metro Red Lne, the Glenmont Sedor Plan, proposes addng densty and development optons to take better advantage of Metro. n fact, a recently approved prelmnary plan for redevelopment of the Glenmont Metro Center ste wll add more than 1,500 townhouse and multfamly unts along wth 90,000 square feet of commercal uses wthn walkng dstance of the Metro staton. Though submtted under the 1997 Sector Plan, the proposal s consstent wth the draft plan's recommendatons. The Whte Oak Scence Gateway Sector Plan contnues the effort to create lvng, workng, and travel optons n what are currently auto-centrc suburbs. Though the Whte Oak Scence Gateway Master Plan area s not on a Metro lne, ts three proposed neghborhood centers are focused on bus rapd transt stops recommended n the Countywde Transt Corrdors Functonal Master Plan currently before the Councl. Efforts to create employment optons n the East County nclude spn-off development from FDA and the proposed relocaton of Washngton Adventst Hosptal from Takoma Park to Whte Oak, whch needs a certfcate of need (CON) from the State to proceed. The Councl has requested that the Plannng Department and County Executve work together to dentfy alternatve means to balance new development and publc facltes n Whte Oak. We wll be sendng a supplement to the plan to the County Councl by the end of the year. Hstorc Preservaton research and desgnaton efforts contnue wth partcpaton n the Plannng Department's master plan process. n the past sx months, propertes researched and dentfed are: Flower Theater n the Long Branch Sector Plan Georga Avenue Baptst Church, Glenmont Water Tower, Glenmont fre and polce statons, and the Glenmont Amercana apartments n the Glenmont Sector Plan Naval Ordnance Laboratory n the Whte Oak Scence Gateway Master Plan. Not all of these resources were ultmately recommended for desgnaton on the Master Plan for Hstorc Resources, but the research done adds to the County's knowledge base of ts hstory. n seven months, Plannng staff completed the staff draft and publc hearng draft of the Ten Mle Creek Area lmted Amendment. Ths focused effort sought to balance development wth envronmental concerns and, even n a short tme frame, staff engaged all stakeholders n a useful dscusson of optons. The Plan's proposals am to acheve both the communty buldng and envronmental protecton goals of the 1994 Master Plan. Locatng more of the development closer to the hstorc town center and to the recently approved Cabn Branch project creates more focused and walkable neghborhoods. Concentratng development n a smaller area preserves more envronmentally senstve areas. The Plan also proposes a large conservaton park wth a natural surface tral accessble to the new neghborhoods that would lnk Lttle Bennett and Black Hlls Regonal Parks. The Councl wll receve the Plannng Board draft n October As n Clarksburg, the emphass of the approved Burtonsvlle Sector Plan s to preserve natural resources and agrcultural land whle creatng a center-focused communty of mxed uses at a walkable scale. The Plan's recommendatons are ntended to create a communty out of a MontgomeryParks.org Montgomet}'Plannng.org

19 crossroads, and the desgn gudelnes underway wll help mplement that vson wth desgn optons specfc to the stes at the Burtonsvlle Crossroads. New Master Plannng Efforts n the Next Sx Months n the comng sx months, Plannng staff wll contnue to work on the FY14 approved work program. No Sgnfcant changes are beng proposed to ths work program at ths tme; however, some adjustments wll be dscussed as port of the upcomng dscussons on the FY15 budget. 117 The Purple Lne plannng effort wll contnue wth the Bethesda Purple lne Staton (BPLS) Mnor Master Plan Amendment and the Bethesda CBD Plan. The BPLS Amendment wll be before the Plannng Board ths Fall and ts prmary msson s to examne alternatve staton desgns that accommodate both the Purple Lne and the Captal Crescent tral whle provdng the most publc benefts. Ths s the opportunty to ensure that lght ral, Metro, bus, tral, bkes, and pedestran systems are ntegrated to serve the County nto future generatons. The BPLS Amendment wll be the openng effort for an update of the Bethesda CBD Plan, wth a scope for the CBD Plan scheduled to be at the Plannng Board n January An examnaton of the CBD wll evaluate approprate heghts, densty, land use, green space and publc spaces n the downtown, the transportaton network, and the character and envronment n the CBD. n the next sx months the Sandy Sprng Mnor Master Plan Amendment wll develop a concept plan for the town center that ncludes a publc green space, the character of MD 108 as the communty's man street, as well as the pattern and land uses that wll support an actve center. Fnally, Plannng staff wll begn work on the Aspen Hll Mnor Master Plan Amendment as drected by the County Councl. The Amendment's prmary purpose s to dentfy a new land use for the former Vtro headquarters property and smaller adjacent propertes. n January 2014, a scope of work wll dentfy ssues to be addressed n the plan and a specfc tmelne for completng the amendment. Status of Major Mandatory Referrals and Studes The Plannng Department has undertaken a number of efforts that focus on creatng transportaton choces and communtes wth dverse lvng ond workng optons. Plannng staff s coordnatng wth MTA and Caunty agences on mplementng the Purple Lne through manthly meetngs af a Purple lne coordnaton commttee. As desgn work proceeds on system segments and as master plans are underway, the group examnes and resolves ssues to ensure accessblty, safety, and communty desgn. They have focused on the Bethesda CBD, downtown Slver Sprng, and 16 th Street. The County has completed ts frst phase revew of Md-County Hghway (M-83). The Plannng Board wll revew the fve alternatves, coordnatng between Park and Plannng staff to analyze the economc, envronmental, transportaton system, and communty buldng mpacts across two plannng areas. The Plannng Board wll send ts recommendatons regardng the alternatves to MCDOT n November. Plannng staff has and wll contnue to coordnate wth the County on expandng bkeshare nto Montgomery County. 20 has helped promote the concept, ncludng bkeshare as a publc amenty opton n development revew, and has completed regulaton changes that allow bkeshare as a traffc mtgaton strategy. The bcycle "heat map" completed n 2011 helped defne effectve locatons where the potental for bkeshare s greatest. We were pleased to learn recently that the County s plannng to nstall a bkes hare staton rght outsde our headquarters buldng on Georga Avenue. We contnue our efforts to ncorporate complete streets nto the Road Code, balancng the need for standards that can create connected systems of smart features, transportaton optons, and envronmental benefts, whle allowng development flexblty n vared communtes. 118 Plannng Staff s also coordnatng wth the County's Department of Health and Human Servces to hghlght the mpacts of plannng choces on publc health. Communtes that are walkable, reduce vehcle mles traveled, and provde transt can help create more socal nteracton and provde actve recreaton optons that support mental and physcal health. Plannng staff s ncorporatng new software and the latest research on transt and walkablty nto ts modelng approaches to ensure that transportaton analyss for regulatory and moser plan revew reflects the mult-modal system we are strvng to buld. Hghway Capacty Manual analyss has been used for recent master and sector plans and wll be used gong forward. To extend sustanablty seamlessly nto the development process, the Zonng Rewrte's largest mpact wll be makng what are now strctly commercal zones nto mxed-use zones. The Rewrte also works at the detals, ncludng consoldatng uses nto more manageable categores, provsons for urban farmng, expandng the tree canopy, requrng more landscapng n parkng lots, and allowng heght and setback exceptons for renewable energy facltes. Ths Fall, we wll receve a consultant report on ndustral land use trends and the mplcatons for ndustrally zoned land n the County. t wll nform Countywde land use recommendatons, n vew of a steady declne n the stock of ndustrally-zoned land due to rezonngs. t wll also help address the percepton that ncludng lght ndustral uses n non-ndustral zones wll meet the need for ndustral land. The fndngs are tmely, gven that the proposed Whte Oak Plan's recommendatons would rezone 16 percent of the County's remanng ndustrally zoned ground, ncludng about a thrd of the remanng 1-2-zoned land. The Plannng staff's partcpaton n the County's open data project has provded an opportunty for us to examne our own data resources. n the past sx months, Plannng staff has partcpated wth other agences and County departments by provdng data on hstorc resources, master plans, and demographcs, hyperlnked to our webste. An expanson of the open data project s another cooperatve effort-a one govemment portal for map-based data, whch would nclude zonng data from the Plannng Department, permt nformaton from the County, and school boundares from Montgomery County Publc Schools. The nteragency clearnghouse supports map-enabled analyss for our plannng work. n the comng sx months we antcpate approachng our own census and economc data wth a fresh eye and new rgor, to ensure that t s up-to-date, accessble, and can be used effectvely to nform MontgomeryParks.org MontgomeryPlannlng.org

21 plannng decsons. Part of that effort wll be expandng our capablty n economc analyss, for example retal supply and demand, to nform master plan decsons. Regulatory Revew Hghlghts mplementng the goals of varous plans requres sensble but rgorous nterpretaton of plan recommendatons and careful trackng of projects that are approved and underway to ensure that the projects combne to create functonal and appealng communtes. 119 n Slver Sprng ths year, revewers worked on projects that completed the streetscape along Cameron Street reachng from Sprng Street to the Courthouse and beyond to the Metro staton. n comng months, the long term plannng for the CBD, transt, and publc servces wll come to fruton wth the completon of the Slver Sprng Lbrary, the Purple Lne, and redevelopment of the Fenton Street Baptst Church. Ths s a coordnated effort between State agences, local government, and prvate developers that wll extend the energy and success of downtown Slver Sprng along Fenton Street. n Bethesda 's Woodmont Trangle, streetscape and publc amentes are also fllng n and completng a vbrant mxed use neghborhood wth the transt access envsoned by the plan. As the Zonng Rewrte moves closer to completon, staff wll nterpret the standards to provde a sense of certanty and share d outcomes. Among the changes n the new ordnance, shftng parkng from a mnmum to a maxmum requrement n areas wth parkng lot dstrcts and refnng the requrements for requred publc open space wll help create the communtes we need and want. n other parts of the County, projects revewed based on master plan goals contnue to mplement mxed-use communtes wth lvng, work, and travel optons. Plannng staff s workng wth Lerner Enterprses on a prelmnary plan to redevelop the Whte Flnt Mall from an auto-orented shoppng center nto a walkable, mxed-use communty. The project s a keystone for transformng Whte Flnt as envsoned n the 2010 sector plan, and the approved sketch plan ncludes Flnt Neghborhood Park. A mx of publc and prvate streets wll create a walkable street grd wthn the 45 acre property. One challenge requrng agency coordnaton s choosng a school ste that works for MCPS, the developer, and the communty. Lkewse, the Great Seneca Scence Corrdor (GSsq Master Plan's recommendatons are beng mplemented wth numerous resdental development projects that add a needed resdental component and brng wth them publc facltes and amentes. Those amentes and facltes follow master plan stagng requrements. The Bennal Master Plan Montorng Report, delvered to the Councl n August, reports on ther delvery n GSSC as well as n Whte Flnt and Shady Grove. t fnds that even n an ncremental, long-term process, the Plan vsons are beng mplemented; however, key transportaton mprovements reman to be programmed. 22 The Plannng Department contnues to work on ntegratng strateges for sustanable neghborhood plannng nto the revew of development. Durng the last sx months, the Plannng Department has begun to establsh prncples-placemakng, connectons, energy conservaton, and natural resources-that wll foster the creaton of sustanable development at the neghborhood scale durng the revew process, Recent examples nclude: Crystal Rock (Lerner property) n Germantown, Qagen n Germantown, and Cabn Branch n Clarksburg, Though set asde from development, the Agrcultural Reserve experences development demands, some of whch reduce the opportunty for contguous and functonng farmland, Staff contnues to work wth each applcant to ensure that developments are clustered to preserve vable farmland. n addton, staff contrbuted an agrcultural preservaton secton to the PROS Plan prepared by the Department of Parks and the Department of Recreaton, whch receved a Project Excellence Award from the Socety of Outdoor Recreaton Professonals (SORP), Ths project was coordnated wth the Agrcultural Servces Dvson of the Department of Economc Development. Several staff members helped put together a conference n January, 2013 enttled "Farmng at Metro's Edge," whch examned mportant ssues related to the future of agrculture n Montgomery and Frederck countes and dentfed a number of mportant acton tems, 120 n support of the County's agrcultural economy, Zonng Rewrte provsons allow agrcultural processng n all agrcultural and ndustral zones and permt developers to purchase TDRs as a publc beneft under the CR Zones, even when not requred, f the converson to the Zonng Rewrte s appled countywde, all CR Zones wll be requred to use BRTs, ncludng redevelopment n Shady Grove, Twnbrook, and the CBDs, further preservng agrcultural land. n Wheaton, notable projects nclude redevelopng the former Frst Baptst Church, the Safeway parcel, and the converson and expanson of a fve-story offce buldng on Georga Avenue (known as the Computer Buldng). Collectvely, these three projects wll brng 925 new resdental unts and a new Safeway to downtown Wheaton. Ths mx of uses and new resdents wll help support exstng Wheaton busnesses and contrbute to a lvely downtown. 23 The Department co-sponsored, wth the Potomac Valley Chapter of the Amercan nsttute of Archtects, a tour of some of Montgomery County's notable md-century modern resdental and commercal archtecture. The tour featured the work of nternatonally renowned archtects and award-wnnng commssons representng a unque archtectural resource. Tools and Technques The Plannng Department contnues ts efforts to mprove our tools for turnng plans nto realtyzonng and development revew. We contnually work to better communcate wth our consttuents and nform the ongong dscusson of the County's growth and development. 121 Our prmary effort s the Zonng Rewrte, whch was delvered to the Councl n May Snce the June publc hearng, the PHED Commttee has been meetng at least weekly, sometmes more often, workng wth Plannng staff to revew the recommendatons, whch are desgned to update and streamlne zonng, ultmately delverng the type of sustanable development that wll keep the County compettve and a desrable place to lve n comng generatons. The PHED Commttee has recommended an addtonal Councl publc hearng on the Zonng Rewrte documents as they have revsed t. The hearng wll take place n November, after whch the PHED Commttee wll delver ts recommendatons to the full Councl for revew. The Zonng Text Advsors, made up of representatves from the Councl, the hearng examner, Board of Appeals, County Attorney's Offce, and DPS, have revewed both the content and applcaton of the zonng recommendatons and returned valuable lne-by-lne comments on ther nterpretaton and applcaton, ensurng a shared and effectve process. A smlar examnaton s underway wth the effort to streamlne the development process, a coordnated effort between Plannng and Executve staff, wth nput from ctzen, utlty, and developer representatves. The 67 recommendatons developed thus far are beng mplemented by relevant agences, and that mplementaton s beng tracked n quarterly meetngs. EPlans s up and runnng for prelmnary and ste plan applcatons, and September 2,2013 was our frst DRC meetng wth all electronc submttals. Eplans contnues to roll out, wth record plats scheduled to be electronc by December 2013 and NR-FSD plans to follow. Record plats are among one of 67 recommendatons beng addressed by a mult-agency commttee charged wth streamlnng the development process. The group s workng wth the MNCBA to determne the mnmal amount of nformaton that should appear on the record plats, makng them easer to submt and revew. Other streamlnng efforts that apply to the Plannng Department nclude completng prelmnary and ste plan resolutons so they are ready for adopton on the same day the Plannng Board revews the cases, and sendng buldng permt applcatons for hstorc propertes to HPC then DPS. We are also addressng our archvng and nformaton sharng responsbltes. A total of 10,774 applcaton fles are now dgtzed-saved and publcly avalable onlne from our webste. Usng a second Certfed Local Government grant, the Hstorc Preservaton staff has gathered nformaton from home energy audts on 11 more hstorc houses (10 audts were performed n the frst grant phase). The goal s to buld a database of energy-effcent buldng and rehabltaton technques that offer the hghest return on nvestment, valuable sustanablty nformaton for homeowners and the County.
