Purpose Admnstratve Regulaton No. 033.AOOS.0211 The purpose of ths Admnstratve Regulaton s to set forth the Cty of Sarasota's as adopted by Cty Commsson on February 7, Intent of the s to renforce actons to mantan and enhance the Cty's envronmentally sustanable qualtes by the protecton of exstng parks, managng the urban forest, encouragng green space enhanced streetscape desgn, and the conservaton of pervous areas. II. Intent The overall ntent of the Downtown Green Space Polces s to mprove the qualty of lfe wthn the Cty, to provde the publc wth a postve pedestran frendly Downtown experence, whle strengthenng our busness communty n ther efforts to promote Downtown Sarasota's shoppng and dnng. III. Implementaton The s an Admnstratve Regulaton to the Downtown Master Plan 2020, the Cty of Sarasota Publc Landscape Installaton and Mantenance Gudelnes, the Cty's Land Development Regulatons ncludng the Comprehensve Plan, the Zonng Code, and the Engneerng Desgn Crtera Manual. IV. Amendment Procedures a) All proposed amendments to the shall be submtted to the Cty of Sarasota, Department of Neghborhood and Development Servces. b) The Drector of Neghborhood and Development Servces may accept the proposed amendment for staff revew and recommendaton. c) Proposed amendments to the that are recommended by staff wll be submtted to the Drector of Neghborhood and Development Servces. d) The Drector of Neghborhood and Development Servces wll complete the revew process and submt the proposed amendment to the Cty Commsson for ther approval. -]-

A compact, mxed use, hgh-densty core, B. Walkable streets, C. Parks and green spaces, D. A reconnecton of the downtown to the bayfront, E. Use of Florda Frendly plant materals, F. Strategc use of plant materals that requre hgh-level mantenance, G. Adherence to the Fertlzer Ordnance, H. Utlze re-use and/or stormwater detenton faclty (rather than potable) water for rrgaton where feasble, I. Use of pervous pavng where feasble, and J. 4 B. Facltes wthn Parks should be lmted to those that complement park use such as those related to recreatonal, food servce, and rest rooms. Ill. Managng the Urban Forest A. Tree Inventory - Contnue to montor, update, and use the Cty's nventory of approxmately 75,000 trees on publc property to manage the urban forest. Contnue to use best management prncples ncludng: 1. Replenshng the Cty's urban forest by replacng declnng, decayed, undesrable specmens wth Florda Number One Grade stock as defned n the most current Florda Nurseryman Standards. Undesrable speces are: Chnaberry, Chnese Tallow, Australan Pne, Carrot Wood Tree, Brazlan Pepper, and Punk Tree/ Paper Tree. 2. Buldng n storm resstant tree and palm speces and varetes. 3. Creatng a dverse urban forest to mnmze loss n the event of a speces-specfc dsease. 4. Canopy trees are preferred n the publc rght-of-way. B. Street Tree Plantng Plan (Rght Tree I Rght Place) - Utlzng best management practces related to urban forestry and urban desgn, develop a Street Tree Plantng Plan for all streets n the Downtown Bayfront (DTB), Downtown Core {DTC), and Downtown Edge (DTE) zone dstrcts. 1. Select a sngle tree spece for each block (to create an ordered rhythm), but not for more than four blocks (to mnmze the rsk of loss from dsease), selectng varetes of trees that mnmze negatve mpacts on underground utltes. 2. Utlze current code requrements as a gude for spacng between trees (generally 30 feet as recommended n the Downtown Master Plan 2020). 3. Contnue to encourage prvate property owners to plant trees wthn the publc rght-of-way n accordance wth the tree plantng plan. C. Tree Protecton Ordnance (Trees on Prvate Property) - Contnue to enforce and montor the Cty's Tree Protecton Ordnance to protect and enhance trees on prvate property. IV. Streetscape Desgn Downtown Green Space Plan: A. A Downtown Green Space Plan shall be developed that provdes recommendatons related to ncreasng green space and pervous areas whle also provdng for actve pedestran, walkng and seatng areas. 1. Ths Plan should be phased startng wth the downtown DID area and then expanded as fundng becomes avalable. 2. The Plan should encourage protecton, retenton, expanson, and addton of n-ground plantng beds.

5 3. The Plan should promote retenton of exstng trees and plantng of new canopy trees. 4. The Plan should recommend removal of mpervous surfaces n areas where the removal wll not mpact exstng parkng functons and where the removal wll not mpede future expanson of outdoor restaurant seatng or other approved outdoor commercal functons. 5. The Plan should encourage the use of color through the use of seasonal hgh-mpact flowers, a varety of colored folage and ornamental trees. 6. In narrow and lmted areas the Plan should allow for hangng plants and above ground planters and pots that are of an agreed upon standardzed desgn. 7. All mproved landscape areas should provde for rrgaton and utlze reclamed water when avalable. V. Converson of exstng Green Space Areas Staff should consder the foffowng requrements when revewng a request to convert exstng green space or pervous areas to hardscape: 1. The request should be the mnmum request to make reasonable commercal use of the publc space or rght-of-way. 2. The request should be consstent wth the Downtown Green Space Plan. 3. Alf reasonable efforts should be made to retan and protect exstng trees n the publc space or rght-of-way. 4. Staff shall requre the applcant to mprove the remanng pervous area by plantng approprate new landscapng that s consstent wth the Downtown Green Space Plan and may requre flowers, colored folage and ornamental trees. 5. Staff should encourage retenton of n-ground plantng beds for the remanng pervous area and may requre measures such as rased borders to mnmze damage to the remanng pervous area. 6. Staff shall requre the exstng remanng pervous area be rrgated and re-use water utlzed when possble. 7. Staff may request the applcant consder addng rased planters or above ground pots n the new hardscape area where t may be approprate. 8. Staff should encourage the hardscape to nclude pervous pavers when possble. VI. Pervous Pavng Materals Rght Pavng n the Rght Place - Explore the possbltes for the use of permeable pavng where feasble, and contnue to research new permeable pavng technologes. The followng table summarzes characterstcs of two types of permeable pavng.
