2 South Central Coastal Information Center California State University, Fullerton Department of Anthropology MH North State College Boulevard Fullerton, CA / FAX anthro.fullerton.edu/sccic.html - sccic@fullerton.edu California Historical Resources Information System Orange, Los Angeles, and Ventura Counties February 9, 2012 SCCIC # Ms. Stephanie Eyestone-Jones Matrix Environmental 6701 Center Drive West, Ste.900 Los Angeles, CA (424) RE: Cultural/Archaeological Resources Records Search for the Paramount Pictures Master Plan Project, City of Los Angeles, California Dear Ms. Eyestone-Jones, As per your request received on February 7, 2012, an expedited records search was conducted for the above referenced project. The search includes a review of all recorded archaeological sites within a ½-mile radius of the project site as well as a review of cultural resource reports on file. In addition, the California Points of Historical Interest (SPHI), the California Historical Landmarks (SHL), the California Register of Historical Resources (CAL REG), the National Register of Historic Places (NRHP), the California State Historic Resources Inventory (HRI), and the City of Los Angeles Historic- Cultural Monuments (LAHCM) listings were reviewed for the above referenced project site. The following is a discussion of the findings. Due to the sensitive nature of cultural resources, archaeological site locations are not released. Hollywood, CA USGS 7.5 Quadrangle ARCHAEOLOGICAL RESOURCES: No archaeological sites have been identified on our maps within a ½-mile radius of the project site. This does not preclude the potential for archaeological sites to be identified during project activities. No isolates have been identified within a ½-mile radius of the project site. HISTORIC BUILT-ENVIRONMENT RESOURCES: Twenty-five above-ground historic resources ( , , , , , , , , , , *, , , , , , , , *, *, , , *,
3 , and ) have been identified on our maps within a ½-mile radius of the project site. Four above-ground historic resources are located within the project site. (* = Located within the project site) ADDITIONAL CULTURAL RESOURCE LISTINGS: The California Historic Resources Inventory (HRI) lists four hundred and eighty-seven properties that have been evaluated for historical significance within a ½- mile radius of the project site (see enclosed list). These are additional resources that are listed in the Historic Properties Data file and are located either within the project site or within the search radius. The California Point of Historical Interest (SPHI) of the Office of Historic Preservation, Department of Parks and Recreation, lists no properties within a ½-mile radius of the project site. The California Historical Landmarks (SHL) of the Office of Historic Preservation, Department of Parks and Recreation, lists no properties within a ½-mile radius of the project site. The California Register of Historical Resources (CAL REG) lists thirty properties within a ½-mile radius of the project site (+see enclosed list). These are properties determined to have a National Register of Historic Places Status of 1 or 2, a California Historical Landmark numbering 770 and higher, or a Point of Historical Interest listed after 1/1/1998. The National Register of Historic Places (NRHP) lists twenty-three properties within a ½-mile radius of the project site (*see enclosed list and see below). Hollywood Jardinette Apartments 5128 Marathon St Hollywood Hollywood Melrose Hotel Melrose Blvd. LA Hollywood Hollywood Studio Club 1215 Lodi Pl. Hollywood The City of Los Angeles Historic-Cultural Monuments (LAHCM) lists four properties within a ½-mile of the the project site (see below). No. 175 Y.W.C.A. Hollywood Studio Club Designed by architect Julia Morgan, it opened May 7, 1926 offering high-quality, lowcost housing for young women from all over the world hoping to participate in the exciting and fast-growing motion picture industry. Many residents of the Studio Club achieved great fame, among them Marilyn Monroe and Kim Novak. Located at 1215 Lodi Place. Declared: 5/4/ No. 309 El Royale Apartments Designed by William Douglas Lee in 1929, the El Royale is a twelve-story apartment building in a 1920 revival style with Spanish and French Renaissance details and
4 Classical elements. It is the largest and most prestigious apartment building in the Hancock Park-Windsor Square vicinity. Located at 450 North Rossmore Avenue. Declared: 9/2/86 No. 675 No Villa Elaine N. Vine Street Hollywood Cemetery W. Santa Monica Blvd. HISTORIC MAP REVIEW Santa Monica, CA (1902 & 1921) 15 USGS - indicated that in 1902, there was little development in the area with only a few roads and buildings present. The Hollywood and Cahuenga Valley Railroad ran through the area to the east. Historic place names nearby included Colegrove and Hollywood. In 1921, there was a significant amount of development in the area with the addition of many dense roads and buildings. The Hollywood and Cahuenga Valley Railroad was no longer present. The Hollywood Cemetery was present to the immediate north of the area. To the west the Salt Lake Oil Fields were present. And historic place names nearby included Colegrove, Hollywood, and Los Angeles. PREVIOUS CULTURAL RESOURCES INVESTIGATIONS: Twenty-four studies (LA4909, LA5071*, LA5083, LA5341, LA6397, LA6467, LA6469, LA7379, LA7394, LA7981, LA7999, LA8009*, LA8020, LA8309, LA8951*, LA9227, LA9233, LA9612, LA9802, LA10149, LA10278, LA10676*, LA10760, and LA11285) have been conducted within a ½-mile radius of the project site. Of these, four are located within the project site. There are thirty-seven additional investigations located on the Hollywood, CA 7.5 USGS Quadrangle that are potentially within a ½-mile radius of the project site. The reports are not mapped due to insufficient locational information. (* = Located within the project site) RECOMMENDATIONS The archaeological sensitivity of the project site is unknown. Currently, there are no known archaeological resources at the project site, however, a previous survey of the project site in 2000 described ground visibility as zero (LA5071). As current surface conditions do not appear to allow for an adequate survey of potential surface or subsurface cultural artifacts, it is recommended that a qualified archaeological monitor be in place to monitor all ground-disturbing activities for evidence, recordation, evaluation and potential removal of an archaeological find. Additionally, there are known historic properties that appear to be eligible for the National Register within the project area boundaries (LA8009). The same survey also noted that these buildings may also be eligible as contributors to a historic district composed of all the buildings currently located at Paramount Studios. Therefore, retaining a qualified architectural historian or similarly qualified consultant to further evaluate the effects of any proposed project activity is recommended. Additionally, historic properties adjacent to the project site may potentially be affected by any proposed project. Therefore, the effects on adjacent properties should also be evaluated by the qualified consultant. Finally, the Native
5 1 American Heritage Commission should be consulted to identify if any additional traditional cultural properties or other sacred sites are known to be in the area. The professional consultant you retain may request the records search map, archaeological site records, and bibliography from the Information Center referencing the SCCIC number listed above for a fee (per the fee schedule). Any resulting reports by the qualified consultant should be submitted to the South Central Coastal Information Center as soon as possible. If you have any questions regarding the results presented herein, please contact the office at Monday through Thursday 9:00 am to 3:30 pm. Should you require any additional information for the above referenced project, reference the SCCIC number listed above when making inquiries. Requests made after initial invoicing will result in the preparation of a separate invoice.
