1 LOS ANGELES POLICE COMMISSION POLICE PERMIT REVIEW PANEL MINUTES OF REGULAR MEETING WEDNESDAY, JULY 19, 2006 The Police Permit Review Panel of the City of Los Angeles convened in regular session on Wednesday, July 19, 2006, at 2:33 p.m., in Room 146, Parker Center. On calling the roll, the following members responded: Mr. Ara Bedrosian, Mr. Diego de la Garza, Mr. Rickey M. Gelb,. Mr. Milton L. Swan, Jr., and Ms. Anita Castellanos. Chairperson Ms. Anita Castellanos presided. Mr. William Kil and Mr. Victor Narro were absent. PRESENT: Eva Vega, Deputy Executive Director Julie Walters, Commission Executive Assistant Police Officer Troy Abordo, Sergeant-at-Arms Jill Bogle, Hearing Reporter 1. BOARD ACTION ON PERMITS PURSUANT TO LAMC APPROVED the Commission Investigation Division calendars of June 28, 2006, July 5, 2006, July 12, 2006, and July 19, BOARD ACTION ON APPLICATION FOR BUSINESS TAX EXEMPTION PURSUANT TO LAMC APPROVED the following applicants for a Business Tax Exemption: A. Discussion and consideration of the recommendations of Commission Investigation Division s report regarding the following application(s) submitted for exemption from the payment of a City Business Tax, per California Revenue and Taxation Code Section (b). 1. Ministers Alliance The Foothills Paper Inc. 3. Aids Healthcare Foundation 4. The Agape Foundation Against Domestic Violence 5. Let s Play Hollywood Foundation On a motion by Rickey Gelb, seconded by Milton Swan, the Panel, by unanimous vote, APPROVED the following business from exemption of the payment of business taxes: B. Discussion and consideration of the Hearing Examiner s report regarding the Alarm Permit of Harald R. Hahn, located at 479 South Sherbourne Drive, Los Angeles. accepted the Hearing Examiner s report and REVOKED the Alarm Permit of Harald R. Hahn, located at 479 South Sherbourne Drive, Los Angeles. B. Discussion and consideration of the Hearing Examiner s report regarding the Alarm Permit of Thomas R. Nelson, located at Bircher Street, Granada Hills. Permittee was present, and Lieutenant André Dawson, Commission Investigation Division, and Annabella Fermin, Management Analyst II, Alarms Section presented the Department s position relative to the above matter. On a motion by Milton Swan, seconded by Rickey Gelb, the Panel, by unanimous vote, REJECTED the Hearing Examiner s recommendations, INSTRUCTED the permittee to pay for the second false alarm fee of $ for the April 11, 2005 incident, and WAIVED the third false alarm fee of $ for the April 12, 2005 incident.

Discussion and consideration of the Hearing Examiner s report regarding the Alarm Permit of Flora Robin, located at 9710 Cashio Street, Los Angeles. accepted the Hearing Examiner s Findings of Fact and Determination of Issues, but REJECTED the Hearing Examiner s recommendation to revoke Alarm police permit of Flora Robin, located at 9710 Cashio Street, Los Angeles. E. Discussion and consideration of the Hearing Examiner s report regarding the Alarm Permit of Los Angeles Section-National Council of Jewish Women, 543 North Fairfax Avenue, Los Angeles. accepted the Hearing Examiner s recommendations to WAIVE the $ false alarm fee and DISMISS the accusation regarding your Alarm police permit at 543 North Fairfax Avenue, Los Angeles. F. Discussion and consideration of the Hearing Examiner s report regarding the Alarm Permit of Mid Valley Pharmacy Inc., located at 6740 Sepulveda Blvd., Van Nuys. On a motion by Milton Swan, seconded by Diego de la Garza, the Panel, by unanimous vote, INSTRUCTED Commission staff to include verbiage on the notification letter relative to the consequences of operating an alarm system without a police permit. On a motion by Milton Swan, seconded by Diego de la Garza, the Panel, by unanimous vote, CONTINUED the Alarm Permit of Mid Valley Pharmacy Inc. to AUGUST 16, G. Discussion and consideration of the Hearing Examiner s report regarding the Alarm Permit of Parenting Institute Inc., located at 3761 Stocker Street. No. 211, Los Angeles. accepted the Hearing Examiner s recommendations to REVOKE the Alarm police permit of Parenting Institute Inc., located at 3761 Stocker Street, No. 211, Los Angeles.

ACCEPTED the Findings of Fact and Determination of Issues of the Hearing Examiner, but REJECTED the Hearing Examiner s recommendation to revoke your Alarm police permit at Cantlay Street, Sun Valley. I. Discussion and consideration of the Hearing Examiner s report regarding the Alarm Permit of Andranik Aneian, DBA: Red Star Medical Supply, Osborne Street, No. 6, Arleta. BOARD ACTION ON PERMIT PURSUANT TO LAMC and CONTINUED FROM JUNE 7, 2006 Discussion and consideration of the Hearing Examiner s report to deny the Massage Therapist Off-Premises police permit(s) of Yunitrisuwanto Basuki, Permit No Permittee and Ivan Suptrio, interpreter for permittee were present. accepted the Hearing Examiner s recommendation to DENY the Massage Therapist Off Premises police permit of Yunitrisuwanto Basuki, Permit No

BOARD ACTION ON PERMITS PURSUANT TO LAMC Discussion and consideration to accept a stipulated agreement for a 5-day suspension of the Café Entertainment/Shows police permit(s) of Alain Hajjar DBA: Sunset Room at 1430 N. Cahuenga Boulevard, Permit No Permittee was not present however, Christopher Breed, management partner, George Nahas, management partner, and Eric Virgets, management partner were present. APPROVED the Stipulated Settlement and five (5) day suspension which will commence August 27, 2006, and shall continue through the close of August 31, 2006, for the Café Entertainment/Shows police permit(s) of Alain Hajjar DBA: Sunset Room at 1430 N. Cahuenga Boulevard, Permit No PUBLIC COMMENT PERIOD No members of the public addressed the Panel at this time. 7. NEXT MEETING DATE The next meeting date will be August 2, 2006, at 2:30 p.m. 8.
