EXECUTIVE SUMMARY: Gain Native Therapeutic Gardens (Gain Native) has offered to donate the services and supplies necessary to construct, install, and maintain 250 plant identification signs at Reata Park and 50 plant identification signs at Los Rios Park. The estimated value of the donation is $2,925. DISCUSSION/ANALYSIS: Gain Native has proposed to construct, install, and maintain 250 4"x4" wooden laminated plant identification signs around the limo barn and at the Reata Park demonstration gardens. The donated signs will aid the docent tours and enable visitors to easily identify the plants and obtain more details using the Quick Response Code (QR code) with their smart phones. The 50 4"x4" wooden laminated plant identification signs used in the Butterfly Gardens of Los Rios Park will assist visitors with identifying the plants that attract butterflies and that can be used in their own landscaping endeavors. Gain Native's goal for the plant identification signage project is to increase the use and awareness of California native plants in landscape (Attachment 1 ). On October 17, 2016, the Parks, Recreation, Senior and Youth Services Commission considered the plant identification signage proposal and were supportive of the signage

2 City Council Agenda Report March 21,2017 Page 2 of 3 donation, if the QR Code only provided information about the plants, and nothing that could be construed as marketing or advertising for other entities. The Commission also wanted to select and approve a prototype for the plant identification signage before the proposed donation was submitted to City Council for consideration. On November 21, 2016, the Parks, Recreation, Senior and Youth Services Commission reviewed the plant identification signage prototype and recommended that the proposed signage donation be approved by Council (Attachment 2). On March 7, 2017, the City Council considered the signage donation and had questions related to the sign appearance. The Council requested a sample to view before making a decision, and the item was deferred to the March 21, 2017 meeting. A sample is available for viewing in the City Clerk's office. FISCAL IMPACT: The estimated value of the proposed plant identification signage donation by Goin Native is $2,925 and includes constructing, installing, and maintaining the signs. If the Council accepts the proposed donation, there is no cost to the City. ENVIRONMENTAL IMPACT: The proposed signage donation request is covered by Section (b)(3), the general rule that the California Environmental Quality Act (CEQA) applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. A donation of 4"x4" wooden laminated plant identification signage would not be an activity with potential to cause significant effect on the environment and therefore exempt from CEQA. PRIOR CITY COUNCIL REVIEW: On March 7, 2017, the City Council considered the signage donation and had questions and concerns related to the sign aesthetics. As Council Members requested a prototype to view before making a decision, the item was deferred to March 21, COMMISSION/COMMITTEE/BOARD REVIEW AND RECOMMENDATIONS: On October 17, 2016, the Parks, Recreation, Senior and Youth Services Commission considered the plant identification signage proposal and were supportive of the signage donation, if the QR Code only provided information about the plants, and nothing that could be construed as marketing or advertising for other entities. 5 Our nonprofit Goin Native Therapeutic Gardens would like to create and maintain a 4" x 4" wooden laminated plant ID signs for Reata Park. At no expense to the City of San Juan Capistrano, these wooden signs will be made by our skilled organization & the UCCE Master Gardeners of OC. We have the funding to provide 250 signs for labeling plants around the arboretum,bam & demonstration gardens. The signs wi11 include a QR code which will allow the consumer to quickly find plant infonnation using their smart phone. The QR code would link back to the City of SJC, ONTO, Tree Of Life Nursery and the UCCE. Our plant project goals for this ID project to increase the use & awareness of California native plants in landscape, the continued drought and guide homeowners to use the right plant in the right place for successful gardening. ALTERNATIVES: ENVIRONMENTAL IMPACT: The proposed signage donation request is covered by Section 15061(b)(3), the general rule that the California Environmental Quality Act (CEQA) applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. A donation of small 4" x 4" wooden laminated plant identification signage would not be an activity with potential to cause significant effect on the environment and therefore exempt from CEQA. PRIOR CITY COUNCIL REVIEW: On September 16, 2014, City Council approved a five year Memorandum of Understanding for the Docent Program at the Reata Park and Event Center Gardens. COMMISSION/COMMITIEE/BOARD REVIEW AND RECOMMENDATIONS: On October 17, 2016, the Parks, Recreation, Senior and Youth Services Commission considered the proposed donation signage. The Commission was supportive of the donation if the QR codes were used only to provide information about the plants and could not be construed as marketing or advertising tools for other entities. The Commission also requested that a prototype for the sign age be brought back to them for approval before the donation went to City Council for consideration and formal acceptance. Commissioner McCarthy seconded. Motion passed unanimously.
