1 Resolution A Resolution Approving the renaming of Willow Lawn Park to Robert W. Ramker Willow Lawn Park. WHEREAS, years ago, Robert Ramker purchased over 100 acres on the west side of the old intersection of US218 and IA Highway 3, and WHEREAS, he developed Willow Lawn Addition in 4 phases including some commercial and residential areas, and WHEREAS, he also dedicated 2.75 acres of the property as parkland, and WHEREAS, Willow Lawn Park has developed as a neighborhood park over the years, and WHEREAS, it is a well used park and the City has made several improvements over the years including a basketball slab, play unit, major tree planting, and wide sidewalk, and WHEREAS, Robert Ramker was member of the Parks and Recreation Commission for at least two 3 year terms in the late 1980's and early 1990's, and WHEREAS, the Parks and Recreation Commission unanimously recommended, in honor of Robert Ramker, the approval of the renaming of Willow Lawn Park to Robert W. Ramker Willow Lawn Park at their July 19, 2007 meeting. NOW, THEREFORE BE IT RESOLVED, THAT THE CITY COUNCIL OF THE CITY OF WAVERLY, IOWA, approves changing the name of Willow Lawn Park to Robert W. There he developed Willow Lawn Addition in 4 phases including some commercial and residential areas. He also dedicated 2.75 acres of the property as parkland. Willow Lawn Park has developed as a neighborhood park over the years. It is a well used park and the city has made several improvements over the years including a basketball slab, play unit, major tree planting, and wide sidewalk. Bob Ramker was on the Parks and Recreation Commission for at least two 3 year terms in the late eighties and early nineties. Robert Ramker passed away this past spring. His family has requested that Willow Lawn Park name be changed to Robert W. Ramker Willow Lawn Park. City Council Resolution No regarding naming parks after the name of the subdivision is attached. The Parks and Recreation Commission discussed this at their July 19 meeting and recommend to rename the park in honor of Mr. Ramker. 3 RESOLUTION NO A Resolution Naming Existing Developed Park Areas in the City of Waverly, Iowa. WHEREAS, to formally adopt names for city park areas based on established policy and recommendations of Parks and Recreation Commission. NOW THEREFORE BE IT RESOLVED that the following park areas shall formally be named as follows: 1. Ridgewood Park (Ridgewood Addition) 2. Crestwood Park (Crestwood or Jahnke Addition) 3. Brookwood Parks (Formerly Brooks Woods, area present disposal plant) 4. Three Rivers Park (Unofficial name given by Issac Walton Three Rivers Chapter that developed this park) 5. South. Riverside Park (Geographical location as opposed to North River Side or Kohlmann Park) 6. Waverly Memorial Park (Fairground complex). BE IT FURTHER RESOLVED, that play lot areas that are presently developed and that will be developed in the future will be named to designate the area or addition that they are located in, such as 1st Home Addition Play Area, Hickory Heights Play Area, etc.. Ackerman Subject: Renaming of Willow Lawn Park in Waverly Dear Mayor Ackerman: This letter is to show support for the renaming of Willow Lawn Park to Robert W. Ramker Willow Lawn Park. This renaming would be a wonderful tribute to a man who did a lot for the growth and development of Waverly during his lifetime. (I will admittedly acknowledge my bias up front.) Many know Robert Ramker owned a local business and was a builder. But he was much more than that. He was a true supporter of the Waverly community. This was evident by the number of community boards to which he devoted his time, like the Parks Commission and, most recently, the Waverly Health Center Foundation. Robert was not simply a developer but contributed to the growth of Waverly with the houses he built as well as his commercial work such as the Bremwood Cottage, the Covenant Clinic, the former library, and the former Red Fox Inn, just to name a few. He was also extremely generous with his money. Robert generously gave money each year to various entities: Cedar Valley Hospice, Wartburg College, and The Quality of Life Fund, as examples. Robert Ramker was a proud citizen of Waverly. In his retirement years, he chose to keep Waverly as his home. That, in itself, is a great testament to his feelings for this community. And I believe the renaming of a city park that he donated land for would be a fitting honor in his name. Thank you for your consideration on this matter. Sincerely, Krismar Ramker

5 Parks and Recreation Commission Minutes Thursday, July :00 pm City Hall Council Chambers MEMBERS PRESENT: MEMBERS ABSENT: COUNCIL PRESENT: STAFF PRESENT: VISITORS: Withers, Cashman, Rathe, McCullough Brittain, Graening, Reusche Liddle Ray, Rathje, Kirkpatrick Waverly Newspaper SUMMARY OF FORMAL ACTION: The meeting was called to order at 7:00 pm. Motion: To approve June minutes as written Moved: Withers Seconded: Cashman Regular Business: Ray introduced Janet McCullough as the new Commissioner replacing Ron Camarata. 1. Review and Recommendation Regarding tree on the corner of 1 St Street and Bremer Ave. NW in Kohlmann Park. Ray reviewed the situation with the large Concolor fir tree at the corner of Bremer Avenue and 1 st Street NW. He showed pictures with views from different directions of the damage at the top of the tree. Ray said the options include do nothing, remove the tree and replace it with a new but smaller tree, or trim and shape the tree. Ray reported that the Waverly Area Development Group Design and Beatification Committee had designated $500 for removal of the tree. Trees Forever had dedicated $500 for a replacement tree so any action should not cost anything. Waverly Light and Power was in favor of replacing the tree. The current tree is difficult to decorate for the holidays due to its size. The tree was planted by the Waverly Garden Club years ago. When they were contacted, the Garden Club suggested that something needed to be done with the tree and that they would not be against removal. The Commission discussed the option of keeping the tree and cutting off the remaining leader branch with some shaping. It was felt that this option would be the most inexpensive and retain the existing tree. When asked, staff informed the Commission that a wound in the tree could promote the growth of rot or fungi and could further decrease the life of the tree. Motion: To recommend to remove the remaining main leader of the Concolor Fir in Kohlmann Park and shape the tree to continue to be decorated for the holiday season Moved: Cashman Seconded: Rathe

6 2. Review and Recommendation on Placement of Statue in South Riverside Park. Ray reviewed the statue and possible placement of the statue. The Commission was not completely favorable for the particular choice of statue but was aware that it had been rented and that the selection could change after a year. Motion: To recommend the placement of the statue south of the bridge, north of the west fork of the walkway in South Riverside park Moved: Withers Seconded: McCullough 3. Discussion and Approval of Willow Lawn Park Name Change. Staff began the discussion by going over the information in the packet regarding the deceased Mr. Ramker. Ray concluded that he did not have any reservations regarding renaming the park after Robert Ramker. Rathe and Cashman suggested a stone with a plaque rather than setting the precedent in changing the name. Ray said the family was not interested in a memorial stone. Motion: To recommend to the City Council to rename Willow Lawn Park in memory of Robert Ramker Moved: Rathe Seconded: Withers Reports and Communications: Rathje reported there were 200 trees down on the trail from this past week's storms. He and his staff used heavy equipment to push all the trees out of the way so that the trail reopened this afternoon. Ray said there were 168 people at the swimming pool movie night.
