Council approval of the specifications and award of contract is necessary to move forward with project construction. Policy Considerations: The action requested herein is consistent with the City's Strategic Plan goals of improving and expanding public safety. Environmental Considerations: California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services has reviewed the proposed action and issued a Notice of Exemption from the provisions of the California Environmental Quality Act (CEQA) under Class, Section 0(c), and Class, Section (a) of the CEQA Guidelines. Class, Section 0(c), consists of minor alterations of existing highways, streets, sidewalks, curbs, gutters, and similar facilities. Class, Section

2 00 Speed Humps Project October, 00 (a), consists of construction of minor structures (on-premise signs) accessory to existing facilities. Sustainability Considerations: None Rationale for Recommendation: Norwood Construction is the lowest responsive and responsible bidder: Financial Considerations: The estimated total project cost is $4,0 which includes $4,900 for City crews to place signing and striping. The 00 Speed Hump Project (S000) has a total budget of $6,6 consisting of local transportation funds. As of September 9, 00, the 00 Speed Hump Project (S000) has an unobligated balance of $,0, which is sufficient to execute the contract with Norwood Construction in the amount of $0,06 and cover construction management costs and necessary signing and striping and construction management costs. The Mayfair Gardens NTMP (S004) has a total budget of $6,000 consisting of local transportation funds. As of September 9, 00, the Mayfair Gardens NTMP (S004) has an unobligated balance of $4,4, which is sufficient to execute the contract with Norwood Construction in the amount of $,96 and necessary signing and striping. The West Del Paso Heights NTMP (S04) has a total budget of $46,000 consisting of local transportation funds. As of September 9, 00, the West Del Paso Heights NTMP (S04) has an unobligated balance of $40,46, which is sufficient to execute the contract with Norwood Construction in the amount of $,60 and necessary signing and striping. The Honor Park NTMP (S0 0) has a total budget of $46,000 consisting of local transportation funds. As of September 9, 00, the Honor Park NTMP (S00) has an unobligated balance of $40,6, which is sufficient to execute the contract with Norwood Construction in the amount of $,40 and necessary signing and striping. The North Sacramento NTMP (S00) has a total budget of $46,000 consisting of local transportation funds. As of September 9, 00, the North Sacramento NTMP (S00) has an unobligated balance of $,9, which is sufficient to execute the contract with Norwood Construction in the amount of $,4 and necessary signing and striping. There are no general funds planned or allocated for this project. The Norwood Construction contract will provide services in the amount of $4,9 per the following project distribution: 00 Speed Hump Project (S000) $ 0,06 Mayfair Gardens NTMP (S004) $,96 West Del Paso Heights NTMP (S04) $,60

3 00 Speed Humps Project October, 00 Honor Park NTMP (S00) $,40 North Sacramento NTMP (S00), 4 TOTAL $ 4,9 The approval of this project will support four jobs in the City of Sacramento based upon the model provided by the Federal Highway Administration (FHWA) of one new job for every $,000 of transportation project investment. Emerging Small Business Development (ESBD): The ESBD goal is 0%. To encourage small and emerging business participation, specifications were sent to plan rooms and construction service organizations for publication. All are directly involved with Emerging and Small Business Enterprise (ESBE) construction firms. The project was also announced on the City's Project Internet site at Norwood Construction has achieved 00% ESBE participation. 4 00 Speed Humps Project October, 00 Background: ATTACHMENT The City of Sacramento has been constructing speed humps since 90 in response to neighborhood speeding problems. Speed humps are located in residential areas and near parks and schools. Locations are determined through specific criteria identified in the Speed Humps Program or Neighborhood Traffic Management Program (NTMP). The current list identifies four locations from the parks and schools list, all other locations are from the NTMP. The 00 Speed Humps Project consists of constructing speed lumps and speed humps on various streets throughout the City (see Exhibit A of Resolution). The funding source for each segment of the project is based on the location and specific program criteria. The project was advertised and bids were received and opened on August, 00. 5 00 Speed Humps Project October, 00 ATTACHMENT RESOLUTION NO. Adopted by the Sacramento City Council AUTHORIZING A CONSTRUCTION CONTRACT FOR 00 SPEED HUMPS PROJECT ( S000) BACKGROUND A. The City Speed Hump Program identifies the locations for new Speed Humps to be constructed throughout the City. The 00 Speed Humps Project will construct speed lumps and speed humps on the streets shown in Exhibit A. B. The project was advertised and bids were received and opened on August, 00. Norwood Construction is the lowest responsive and responsible bidder at $4,9, and they have an ESBE participation rate of 00%. C. The engineer's estimated construction cost was $60,60. BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS: Section. Section. Section. Section 4. The contract specifications for 00 Speed Humps Project (S000) are approved. The contract for the 00 Speed Humps Project (S000) and for speed humps on the following projects: Mayfair Gardens NTMP (S004), West Del Paso Heights NTMP (S04), Honor Park NTMP (S00), and North Sacramento NTMP (S00) is awarded to Norwood Construction for an amount not to exceed $4,9. The City Manager is authorized to execute the contract with Norwood Construction. Exhibit A is incorporated into and made part of this Resolution.
