March 2016 a) Locally Preferred Alternative was selected and approved by City of Santa Fe Springs in December 2015 and approved by Metro Board in February 2016 b) Initial ROW efforts 3. Minimize disruption to residents, businesses, and community during construction. 4. Alleviate existing traffic congestion

6 Rosecrans/Marquardt Overview 1. Crossing Location a) Rosecrans Ave / Marquardt Ave in Santa Fe Springs b) Diagonal rail crossing at the intersection 2. Existing Traffic Conditions a) Most hazardous grade crossing in California (CPUC) b) Over 112 trains and 45,000 vehicles use this crossing daily c) 21 hours gate down time per week = 45 days per year 3. Project Challenges & Opportunities a) Industrial area (SFS) with residential to the North (LA Mirada) b) Constraints at Coyote Creek c) Does not preclude future High-Speed Rail & BNSF third main track project

7 Rosecrans/Marquardt Environmental 1. The project was environmentally cleared under the California Environmental Quality Act (CEQA) with a Statutory Exemption (February of 2016). 2. Finalize environmental clearance under the National Environmental Policy Act (NEPA). Environmental Assessment (EA) will be completed by the end of 2017 to early 2018, along with an associated Finding of No Significant Impact (FONSI).

8 Rosecrans/Marquardt Right-of-Way Status Timeline: 1. Right-of-way (ROW) acquisitions began in However, the State experienced a delay in appropriating funding for the project, resulting in a temporary hold on real estate acquisition activities. 3. CAHSR board approved funding in June Upon execution of the funding agreement with CAHSR, Right-of-Way acquisition activities will resume in Winter 2017.

10 Rosecrans/Marquardt Final Design - Offset Overpass 1. Raise Rosecrans Ave. (four lanes) over the tracks, with a realignment to the south. 2. Connect Marquardt Ave. (south of the crossing) to Rosecrans Ave. under the bridge. 3. Connect Marquardt Ave. (north of the crossing) to Stage Rd. 4. Access to Rosecrans Ave. on the east side is provided via Iseli Rd.
