DIRECTOR: Glenn Pruim DEPARTMENT: Public Works CITY MANAGER: Larry Watt SUBJECT: NORTH COAST HIGHWAY 101 STREETSCAPE PROJECT (CS04D) STATUS UPDATE REPORT RECOMMENDATION: It is recommended that City Council receive staff s report. STRATEGIC PLAN: This project aligns with the Strategic Plan goals for: Community Planning By maintaining safe and livable communities through well-maintained infrastructure and facilities; Transportation By providing effective, safe, and easy transportation for all modes of movement. FISCAL CONSIDERATIONS: There are no fiscal considerations associated with this project update. However, it should be noted there is desire within the community to pursue a contract amendment with RBF in order to complete the 100% plans for the entire project; the current contract with RBF approved by Council in 2013 provides 100% plans for Refined Phase I of the project only. The amendment is estimated at $376,000, and will be discussed in detail during the upcoming Capital Improvement Program budget discussions. BACKGROUND: On October 10, 2007, City Council authorized the City Manager to negotiate an agreement with MW Peltz + Associates, Inc. for professional landscape architecture services for the North Coast Highway 101 Streetscape Project (CS04D). A final contract was signed in January 2008, and shortly thereafter, the City initiated the streetscape project with a goal to enhance the North Coast Highway 101 corridor. 4/8/2015 Item #10D Page 1

2 Community input was heavily utilized to create design concepts for beautification of the corridor including pedestrian, parking, and landscaping improvements. A total of four community workshops were held for the project between February 2008 and October Additionally, staff conducted stakeholder meetings, provided a project overview and status report to the Planning Commission on September 18, 2008, and presented project status overviews to Council on April 9, 2008 and April 8, On January 13, 2010, staff provided City Council with an overview of the design concepts and community participation process, the project plan alternatives, workshop results, response to questions regarding emergency response delay, and the traffic analysis for the proposed alternatives. Additionally, staff sought Council direction to determine which plan alternative, Plan 4A or Plan 5, the City should pursue. At that meeting, City Council directed staff to move forward with Alternative 4A as the preferred alternative for the North Coast Highway 101 Streetscape Project and to initiate the required discretionary permit process. Alternative Plan 4A consists primarily of roundabouts, a combination of reverse-angle and parallel parking, and traffic calming improvements. As part of the original scope of work, the first phase of the project had been designated between A Street and North Court. City Council directed staff to further explore alternative phasing options for the project, including the feasibility of extending project elements with a Refined Phase 1 option that focuses on walkability, tree canopy, and traffic calming. Based on Council direction, City staff and project consultants reviewed various options for Refined Phase 1 and brought back recommended phasing improvements at the December 15, 2010 City Council meeting. At that meeting, City Council directed staff to move forward with implementation of the Refined Phase 1 for the improvements associated with Alternative Plan 4A for the North Coast Highway 101 Streetscape Project. Refined Phase 1 includes design and construction of all improvements between A Street and North Court, design and construction of La Costa Avenue roundabout, and implementation of road diet striping between North Court and Bishop s Gate. At that time, Council also directed staff to proceed with tree plantings and irrigation along the corridor consistent with the future streetscape project. Per this direction, staff implemented the 101 Tree Planting and Irrigation project along North Coast Highway 101, which was completed in On September 11, 2013, following a consultant proposal solicitation and interview process, City staff requested Council authorization to award a design contract to RBF. The economic conditions and fiscal climate at the time provided an opportunity to design the entire project at significant cost savings in comparison to phasing the project. Staff proposed two options for Council consideration: Option A provided costs to prepare 30% plans for the entire corridor, and 100% plans for Refined Phase 1 only. Option B included design for the entire corridor. City Council authorized staff to proceed with Option A, and awarded a design contract to RBF. RBF commenced initial design preparations, and drafted the initial 30% design plans for the streetscape corridor in June The project team conducted an open-house style workshop on June 5, 2014 to present the draft 30% plans to the community in comparison to the original concept plans prepared by MW Peltz + Associates in The majority of comments received at the workshop demonstrated consensus for the project. The 30% plans for the entire corridor were submitted to the Planning & Building Department in December 2014 to initiate the design review process. In conjunction with the preparation of 30% design plans, additional traffic analysis was conducted to assess the potential traffic impacts of the proposed project within the North Coast Highway 101 corridor. Based on initial results, City staff determined that an Environmental Impact Report (EIR) is the proper documentation to prepare in order to ensure that the project is in compliance with CEQA. 3 19, 2014, City Council authorized staff to execute Contract Amendment No. 1 with RBF in order to prepare the project EIR. ANALYSIS: The purpose of this report is to provide an update on the current status of the project to City Council. Project Activities To-date, the project consultant RBF has completed and submitted the 30% design plans for the corridor as part of the design review process. Overall, the project remains consistent with the original project objectives: Preserve and restore existing tree canopy Fewer travel lanes Increased walkability Traffic calming Increased parking Increased bike lanes Eliminate cut-through traffic Notably, the project will include sustainable and green infrastructure elements to address storm water quality and nuisance flooding issues within the project drainage area. Low impact development (LID) is a key component of the project through inclusion of curb cuts and bio-retention facilities. At direction of NCTD (January 2012), 6 stops were removed based on poor ridership. Other project milestones in progress include the traffic study conducted by sub-consultant LLG Engineers to determine potential traffic impacts associated with the project. The preliminary results of the analysis indicate that the intersection operations along the corridor and the ramp operations on freeway I-5 are similar, with minimal impacts for all three project alternatives analyzed: the No Build alternative, the preferred project Alternative 4A, and project Alternative 5. The report concludes that the roundabouts proposed in alternative 4A are calculated to operate with similar or lower delays than the No Build and Alternative 5 scenarios and therefore, alternative 4A achieves the project goal to create traffic calming, enhance pedestrian, bike and tree canopy elements along the corridor. With the completion of 30% design plans and traffic analysis, the environmental phase of work has been initiated. Consultant RBF is currently working to prepare the initial screencheck, which is scheduled for City staff review in June As part of this process, it has been determined that additional traffic analysis is necessary to document project baseline conditions following the 2012 interim striping project, approved by Council on July 18, 2012, that reduced the northbound lanes on Coast Highway 101 between Leucadia Blvd and La Costa Avenue. The original traffic analysis completed by LLG utilizes a project baseline from 2008, prior to the re-striping project. Therefore, the EIR will include analyses of both prestriping and post-striping conditions on Coast Highway 101 to effectively asses the cumulative project impacts along the corridor, and to address California Coastal Commission recommendations. Additionally, it is necessary to analyze La Costa Avenue and determine a future project alternative to reduce impacts. Therefore, an amendment with RBF has been authorized, utilizing project contingency funds, to conduct the additional analysis in conjunction with the preparation of the EIR. 5 Project Schedule A project schedule, dated November 4, 2014 is included as Attachment A to this report.
