Approve Change Order # 1 ( CO 1) Use of Geotextile fabric on the subgrade. ATTACHMENTS: CO Location Map BACKGROUND: The 2016 street reconstruction project has been let through a contract bidding process administered through the Engineering Department. The 2016 street reconstruction project includes the following street segments: 13th Street from East Avenue to South Park Street 14th Street from East Avenue to Central Park Street 15th Street from East Avenue to Bush Street South Park Street from 13th Street to 17th Street Central Park Street from 13th Street to 16th Street This street reconstruction project is in the approved 2016 Capital Improvement Plan ( CIP) and is part of the five year street reconstruction projects. The sequence of project events prior to the action being requested on September 26, 2016 is as follows: 12/ 07/ 2015 Council adopted the 2016 CIP with this project funded for 2016 construction. 1/ 11/ 2016 Council accepted the advisory Planning Commission' s findings that the CIP is in compliance with the Comprehensive Plan. 3/ 14/ 2016 Council ordered and received the engineers report, and ordered the public hearing for this project. held a neighborhood meeting 4/ 11/ 2016 Council held the project hearing, adopted Res ordering the improvement, and adopted Res approving plans & specs. and ordering advertisement for bids. 5/ 23/ 2016 Council adopted Res accepting bid from BCM Construction, Inc. 3/ 30/ 2016 Staff C rj
2 DISCUSSION: During construction of the underground utilities along the South Park Street and 15th Street portions of the project, the trench soils were found to be of a silty clay variety. With all the rain we' ve had this construction season, these soils have become very wet and aren' t able to be dried out due to continued rains, tight construction time frames, and narrow right- of-ways for drying. As a result of this, subgrade corrections are necessary to alleviate the yielding subgrade prior to placing aggregate base. The contract does allow for the use of stabilizing aggregate, however, staff would like to use geotextile fabric on the subgrade to more evenly distribute the wheel traffic loads to avoid rutting issues. We have used geotextile fabric on Main Street and Levee Road reconstruction projects recently and it has worked extremely well. The negotiated unit price for the geotextile fabric in CO 1 is $ 1. 35/ square yard, for a total estimated cost of CO 1 being $ 5, This is a fairly cheap investment to assure the long term integrity of the subgrades, and is well within the project funding contingencies. If there are further subgrade issues on other portions of the project as it moves forward, we will have a negotiated cost for additional geotextile fabric in those locations. This project is scheduled for substantial completion by 10/ 29/ 2016, with some work ( final blacktop lift & turf establishment) requiring completion in the spring of The contractor is behind schedule at this time, but has two utility crews and one grading crew on site for the remainder of the project, and expects to complete the project on time. FUNDING: Below are the estimated expenditures and funding sources based on BCM Construction' s bid and the 2016 Capital Improvement Plan. 3 STATE AID FOR LOCAL TRANSPORTATION CHANGE ORDER Rev.July 2010 Page 1 of Street Reconstruction CO No. 1 Project Location: 13tH Local Agency: City of Red Wing Contractor: BCM Construction, Inc. 14th, 15th, Central Park, and South Park Streets in Red Wing, MN Address/City/State/Zip: Acorn Trail, Faribault, MN i Total Change Order Amount 5, Local Project No.: 156 -MP S Contract No.: N/ A In accordance with the terms of this Contract, you are hereby authorized and instructed to perform the work as altered by the following provisions: This contract is between City of Red Wing, Minnesota and the Contractor as follows: This Contract provides for construction of water main, water services, sanitary sewer, sanitary sewer services, storm sewer, aggregate base, concrete curb & gutter, concrete walks, bituminous pavement, lighting system, and other appurtenant construction on 13th Street, 14th Street, 151 Street, Central Park Street, and South Park Street, in the City of Red Wing, Minnesota; and The contract starting date for the project is after June 1, 2016, and the completion date is on or before October 29, 2016 ( except as otherwise noted in the special provisions); and The City Engineer has determined that the subgrade on some sections of South Park Street and 15th Street is poor and in need of additional correction to allow for the construction of the roadway and to provide a longer -lasting roadway for the residents of the City of Red Wing; and Installation of Geotextile Fabric will allow traffic loads to be more evenly distributed on the subgrade, reducing the stress on single points and reducing the potential for rutting during construction and into the future; and The project specifications allow the City to increase or decrease any or all quantities of project pay items without any change or adjustments of the contract unit prices. NOW, THEREFORE, IT 1S HEREBY MUTUALLY AGREED AND UNDERSTOOD THAT: The Contract shall be amended by the following item changes at the negotiated unit prices, It is understood that the quantities are approximate only, and the final quantities for payment shall be the final quantities actually constructed. The Engineer reserves the right to alter quantities for the items in this Agreement and/ or eliminate items from this Agreement as specified in Sections 1903 and 1905 of the special provisions for the project. 2. Item No Geotextile Fabric Type IV shall be subject to the following special provisions: Geotextile fabric shall be installed in locations and depths field -determined by the Engineer.
