Project includes a railroad crossing at Allen Street. Project Justification Project will replace a street that has been deteriorated beyond economical repair normal maintenance. It will improve traffic circulation, mobility drainage in service area. These improvements will upgrade existing roadway to MTFP stards, where applicable. 3 Executive Summary PROJECT LOCATION The study area, NT17 TC Jester Boulevard from Washington Avenue to Timbergrove Lane, is located in Council District C approximately 3.5 miles northwest of downtown Houston in Harris County, Texas. The study area is bound by West 18 th Street on the north, Washington Avenue on the south, Westcott Street on the west, Durham Drive on the east. The project area lies in the Super Neighborhood of Washington Avenue Coalition/ /Memorial Park. The relevant Key Map numbers are 452 Y, 492 C G. GIMS block numbers 5258 B 5258 D. STATEMENT OF PROBLEM TC Jester Boulevard was chosen for preengineeringg in the area surrounding the project. due to the conditionn of the existing pavement the mobility challenges SCOPE OF THE PROJECT The scope of this preengineer ring design service is to provide a summary of the existing conditions challenges within the project limits provide recommendations on paving drainage improvements in the project area. This report includess evaluation of the existing drainage system provides recommendations for proposed drainage improvements. FINDINGS FROM PHA Gunda Corporation, LLC (GUNDA) gathered information on utilities, paving, rightofway, property ownership for the project area after reviewing the existing informationn from public private utility sectors. Based on the gathered information, the following are the brief descriptions of the findings. The information provided in this report is the best available information at this time is providedd without the benefit of topographic survey. The information is taken from existing record drawings, the City of Houston GIMS database, Cityprovided information. Alll cost data is in 2012 dollars is based on unit pricing provided by the City. A. RightofWay ASE I PREE NGINEERINGG ACTIVITIES The rightofway limit varies from 100 feet between Washington Avenue Interstate 10 to 230 feet over the Eureka Rail Yard White Oak Bayou. The rightofway between White Oak Bayou Timbergrove Lane is 130 feet. ES 1

4 B. Property Ownership The l uses along TC Jester Boulevard include commercial,, industrial, residential. Stevenson Elementary School is located on the southwest corner of TC Jester Boulevard Larkin Street. City of Houston Fire Station #11 occupies the northeast corner at Larkin Street. The Eureka Rail Yard lies north of Kansas Street to southh of White Oak Bayou. C. Traffic TC Jester Boulevard is a 35 mile per hour (mph) roadway between Washington Avenuee Timbergrove Lane. The length of the study corridor is approximately 1.5 miles. South of Interstatee 10, TC Jester Boulevard is a 4lane boulevard section. North of Interstate 10, TC Jester Boulevard becomes a 6lane boulevard to Petty Street. Between Petty Street Cranston Court over the Eureka Rail Yard White Oak Bayou, TC Jester Boulevard is a 4lane bridge section with two (2) auxiliary lanes for local access. North of Cranston Court, TC Jester Boulevard resumes the 6lane boulevard configuration. The intersections of TC Jester Boulevard at Washington Avenue, Interstate 10 eastbound westbound service roads, Larkin Street, West 11 thh Street are signalized. Currently, these intersections are operating at Level of Service C or better in the morning evening peaks. With the estimated growth in traffic volume by 2035, the Levels off Service at West 11 th Street, Interstatee 10 westbound service road, Washington Avenue are expected to degrade to E or F. D. Bridges TC Jester Boulevard includes four (4) bridge structures spanning the Eureka Rail Yard White Oak Bayou. These bridges were constructed in 1980 are in good to very good condition. Each bridge includes a three (3) to six (6) foot wide sidewalk between the outside travel lane the bridge rail. E. Utilities There are existing 8inch 12inch water lines along TC Jester Boulevard between Washington Avenuee Timbergrove Lane. Lines of varying diameter cross TC Jester Boulevard along most cross streets. There are existing 8inch 15inch sanitary sewer lines along TC Jester Boulevard from Washingtonn Avenue to Cranston Court. There are several sewer lines crossing TC Jester Boulevard within the project area. CenterPoint Energy (gas) owns operates gas lines within the project area. CenterPoint Energy (electric), AT&T, Comcast own aerial facilities within the rightofway along TC Jester Boulevard. Level 3, Broadwing, Qwest, MCI, Sprint, AT&T maintain buried fiber optic lines that cross TC Jester Boulevard. Coordination with respective private utilities has been started will be needed through the design construction phases of the project. ES 2

5 F. Floodplain Analysis Between Washingtonn Avenue Interstate 10, the TC Jester Boulevard corridor lies outside the 500year floodplain (Zone X unshaded) of White Oak Bayou. The area between Interstate 10 the Eureka Rail Yard lies within the 500year floodplain (Zone X shaded). Between the Eureka Rail Yard Timbergrove Lane, the project area is within the 100year floodplain (Zone AE) of White Oak Bayou. G. Interagency Coordination n GUNDA coordinatedd with the City s InterAgency Coordination Group (IACG) to identify other City, METRO, TxDOT, or Railroad facility projects that could impact the final design of the proposed roadway. Currently, there are three (3) projects in the study area. These include a drainage project on Darling Street, a wastewater rehabilitation project on Woodhill Road, a roadway project on Washingtonn Avenue. None of these projectss are expected to impact the schedule of this project. The City of Houston has recommended replacement of the water lines along TC Jester Boulevard. ALTERNATIVES CONSIDERED GUNDA broke the project corridor into multiple segments considered alternatives appropriate for each. Washington Avenue to Interstate 10 consideredd two (2) alternatives for reconstruction of the existing 4lane boulevard section Over Interstate 10 no improvements consideredd as this areaa is part of an existing TxDOT project improving the servicee roads alongg Interstate 10 Interstate 10 to Petty Street considered two (2) alternatives for the reconstruction of the existing 6lane boulevard section Petty Street to Cranston Court considered reconstruction off the auxiliary lanes only as the existing main lanes bridges are is good condition Cranston Court to Timbergrove Lane considered two (2) alternatives to reconstructt the existing 6lane boulevard section or to address the sidewalk water line deficiencies only PROJECT BASE SOLUTION The base solution for this project includes evaluation of street paving that complies with the City of Houston Major Thoroughfare Plan improving thee drainage system within the project area. Drainage improvements include replacement of substard storm sewers with new storm sewers based on the City of Houston requirements. The existing roadway pedestrian facilities do not comply with the City of Houston stards, but do comply with the City of Houston major thoroughfare requirements. Therefore, the existing pavement will need to be replaced to meet the City of Houston requirements. The ES 3

6 proposed pavement section will also include concrete curb sidewalks on both sides of the street with dedicated left turn lanes at signalized intersections, as appropriate. RECOMMENDED PROJECT GUNDA recommends pavement sidewalk improvements along with waterline replacement in two (2) segments in the TC Jester Boulevard corridor. These include: Washington Avenue to Interstate 10 Interstate 10 to Timbergrove Lane o Pavement reconstruction from Interstate 10 to Cranston Street o Sidewalk reconstruction from Cranston Street to Timbergrove Lane Over Interstate 10, the existing roadway is not recommended to be replaced. The existing bridges over Eureka Rail Yard White Oak Bayou between Petty Street Cranstonn Court are in good to very good condition are not recommended too be replaced. Per the City s Infrastructure Design Manual (dated July 1, 2012), the minimum pavement section includes 10inch reinforced concrete pavement with 8inch minimum lime stabilized subgrade 6inch concretee curbs. Left turn lanes will be provided at all signalized intersections. Traffic signals will be replaced with signals that meet thee City s criteria. The existing storm sewer system will be replaced withh new storm sewers to accommodate the anticipated runoff volumes to meet the current Cityy of Houston stards. All storm inlets inlet leads will be 24inch pipe minimumm to meet thee current City of Houston stards.
