RECOMMENDATION: Staff requests that the Design Review Committee (DRC) provide input on the exterior paint colors for the San Juan Capistrano Public Library and forward comments to the Public Works & Utilities Director. APPLICANT/OWNER: Applicant/ Property Owner: City of San Juan Capistrano Public Works Department Attn: Joe Mankawich EXECUTIVE SUMMARY: The City of San Juan Capistrano 2016/2017 Capital Improvement Program includes the Library Exterior Repairs and Painting Project (CIP 15302). The project entails repairing the wall surface and repainting the exterior of the building. In an effort to repaint the building with the appropriate colors and because of the unique architecture, staff reached out to the original architect, Michael Graves Architects and Design (MGAD). The MGAD office suggested that the City repaint the building using the original color palette that was used when the Library opened in The suggested colors are particularly saturated and harken back to colors that were popular at that time. The
2 DRC Agenda Report July 14, 2016 Page 2 of 2 original colors provide a significant departure from the Library's current color scheme (Attachment 3). Staff requests that the DRC provide input on determining the proper colors to repaint the building. DISCUSSION/ANALYSIS: Per the Lease Agreement with the County, it is the City's responsibility to maintain the exterior of the library. In recent years the City has performed improvements including the Library Bookstore Relocation (2014), Library Roof Replacement (2010), and the Library Exterior Repairs (2006). In each case the City consulted with the original architect of the Library, MGAD. Most recently, MGAD was notified of the City's desire to perform the complete repaint of the exterior of the building this year. The Library exterior is in need of repair and repainting. In some areas, the concrete walls show spalling and exposed rebar. There are limited areas in need of exterior wood replacement. The most extensive area of work lies in the refinishing of the building's exterior surfaces where paint has faded and is chalking. Varnished areas are cracking, chipping and peeling. Periodic touch up painting has left the building's exterior walls in several shades of beige, ranging from gold hues to peach and pink hues. MGAD is recommending that the City return the building to its original colors as presented at the grand opening of the Library in 1983 (Attachment 1 ). This would present a significant departure from the existing color palette and with the palette that was approved for the Library Bookstore Relocation Project in 2013 (Attachments 2 and 3). The 2013 palette tends to match the color used on the stencils in the courtyard (Attachment 4). PRIOR CITY REVIEW: No previous review of this issue.
