1 Agenda Summary December 11, 2017 Agenda Item No. 5 VT 108 Roadway Master Plan for Mountain Road Village (Including the Luce Hill / Rt.100 Intersection) Summary: David Saladino, vhb Transportation Systems Director, will be here to go over the enclosed presentation for the VT 108 Roadway Master Plan for Mountain Road Village. Proposed Improvements Include: 1. Extend northern sidewalk to Cottage Club Road, then up to Sunset Grille 2. Signalized T Intersection at Mountain Road & Luce Hill Road Intersection 3. Construct southern sidewalk on Mountain Road from Cape Cod Road to Luce Hill Road 4. New pedestrian connector from Mountain Road to Rec Path 5. Enhanced landscaping and streetscaping amenities along corridor 6. Relocate Stowe Rec Path crosswalk to east side of Cape Cod Road 7. Expand Rec Path under Mountain Road bridge along south side of Mountain Road. Town Plan Impact: Settlement Pattern Policy #3: The economic vitality of the Mountain Road Village and Mountain Road Crossroads will be maintained in a manner that supports villagescale development and high standards for site design through: a. Encouraging high density, mixed-use development that reflects a traditional village pattern and scale with individual sites that are well integrated into adjacent parcels; b. Providing public facilities, including streetscape improvements, sidewalks and infrastructure improvements to support the desired density and pattern of development. Fiscal Impact: The proposed improvements are estimated to cost $4 million dollars (Signalized Intersection $350,000, Sidewalks and Streetscape $1,600,000, Reconfigured Crossing $20,000 and Rec Path Expansion $400,000). Recommendation: Move to accept a signalized T intersection at Mountain Road & Luce Hill Road Intersection as the Town s preferred alternative.
