Livingston St Recommendation Approval, based on the conditions in the staff report Project Planner Doug Metzger, AICP, LMT Updated: April 10, 2017 Project Description This Specific Parcel Master Plan [SPMP] requests approval of the W. Livingston Street extension from Terry to Parramore Avenue. This roadway link will add an important section of roadway to the Creative Village street network. The subject corridor is bounded on the south by the Orlando Recreation Center, on the north by the Orlando Tennis Center and on the west by the new Parramore K-8 school. Project Background W. Livingston St. is realigned and re-built and N. Terry Ave are constructed as part of the Lynx Parramore Bus Rapid Transit route. September 2014 UCF announces plans for a Downtown campus. City agrees to donate 15 acres of the Creative Village PD to UCF for the Downtown campus. April 2016 Florida Board of Governors approves the UCF project. Fall 2016 An amendment to the Creative Village PD, which includes the W Livingston St. extension, is approved by the Municipal Planning Board. [ZON ] March 2017 The Orlando City Council approved the amended Creative Village PD Ordinance.

2 Page 2 MPL W. Livingston Street Extension SPMP P RO J E C T OVERV I E W This SPMP is for the proposed roadway extension of W. Livingston Street between Terry Avenue and Parramore Avenue. The project includes approximately 600-feet of new roadway and the demolition of some existing structures associated with the Orlando Recreation Center. Additional improvements to the roadway extension will include new utility elements and decorative streetscape components including pavers and street furniture that comply with the Creative Village Streetscape Design Guidelines. The pottery studio at the historic Orlando Recreation Center will be demolished as part of the roadway construction, but is being reconstructed in the west parking lot of the Rec Center. The streetscape will include a paver furniture zone with Beacon street lights, street trees and a 10-foot wide concrete sidewalk. However, the roadway alignment is constrained and the streetscape will be modified through two sections of the roadway extension. As the streetscape passes by the north side of the Tennis Center building the furniture zone [street trees and street lights] are removed and the concrete sidewalk transitions to pavers. Once past this narrowed section of roadway the streetscape zone returns to its full width and configuration. In order to preserve two oak trees, a 42-inch and a 30-inch live oak on the north side of the extension just east of the Parramore intersection, the sidewalk again transitions to pavers and the street furniture is removed. CVDRC STA F F OVERV I E W Appearance Review Doug Metzger The W. Livingston extension is a new and important infrastructure component of the Creative Village roadway network. As part of the redevelopment of the Creative Village PD, Livingston has been re-built and re-aligned. Today the road extends due west and terminates at the new N. Terry Avenue extension instead of diverting southwest to Bentley Street. The new alignment opened up the land area adjacent to the UCF Center for Emerging Media and created a new parcel for phase one of the UCF Downtown Campus, the Dr. Phillips Academic commons. Extending W. Livingston Street from its current terminus at Terry Avenue west to Parramore Avenue will allow the Bentley Street alignment to be abandoned. Removing the Bentley connection will free up the additional land that will complete the 15- acre Downtown UCF/Valencia Campus. The W. Livingston Street extension will also help repair the fabric and connectivity of the Parramore Heritage District by connecting two new and important Parramore anchors; the Creative Village campus and the new Parramore K-8 School. The Parramore K-8 campus will include a new elementary/middle school for the Parramore area as well as, the Rosen Pre-K school, a Boys and Girls Club, a healthcare clinic plus other community facilities that will support the growing revitalization of the Parramore Heritage District.

3 Page 3 C V D RC C O N D I T I O N S OF A P P R OVA L CVDRC Staff has reviewed the Applicant s submittal documents and recommends approval of this application with the following conditions of approval: 1. Streetscape A. Streetscape Design and Maintenance All streetscape design and construction inside the Creative Village PD is required to comply with the Creative Village Streetscape Design Guidelines and the conditions in this staff report. B. Parramore Avenue Streetscape i. The Parramore Avenue streetscape must be a minimum of 15-feet from the back-of-curb and meet the Treatment 4 requirements of the Downtown Streetscape Design Guidelines. ii. The sidewalk will be plain concrete scored on a 5-foot grid from back-of-curb with a 2 troweled edge and medium broom finish. iii. Tree wells should be 5-feet wide and 10-feet long. iv. Streetlights should be the standard Downtown double acorns. v. The corner treatment at W. Livingston Street and Parramore Avenue intersection should be Lawrenceville brick. C. Creative Village Streetscapes i. The Creative Village streetscape will begin at the eastern side of the Parramore Avenue Lawrenceville brick corner treatments. ii. In order to ensure sufficient pedestrian lighting, light fixtures should be attached to the Tennis Center building on the south side of the W. Livingston extension where there is insufficient room for streetlights. iii. If the oaks on the north side of the W. Livingston extension are removed then the full 10-foot wide sidewalk should be constructed to the Parramore intersection. D. General Streetscape Requirements: i. Street Trees High rise live oaks trees shall be planted as the primary street tree in the tree wells. Sylvester Palms may be used as accent trees at the building entrances. ii. Valve and Junction Boxes All at grade junction, valve and control boxes in the streetscape zone shall be traffic bearing grade boxes and lids. Box lids must be painted a color that matches the adjacent streetscape material. iii. Curb Cuts All existing curb cuts shall be removed and the streetscape and curbing restored during construction.
