RECOMMENDATION: By motion, review the proposed monument sign and forward a recommendation of denial regarding the sie and design of the sign to the Planning Commission. APPLICANT/OWNER: Applicant: Matt Land 1 00 Spectrum Center Drive Suite 1450 Irvine, CA Property Owner: Pacific Point Development Partners, LLC 1 00 Spectrum Center Drive Suite 1450 Irvine, CA EXECUTIVE SUMMARY: The applicant is requesting approval to install a monument sign that's 8 feet tall to the top of the pilasters at either end of the monument sign; and that has an overall height of 6 feet, between the pilasters. The applicant also desires to have a sign area that's 48 square feet in area. Per the Land Use Code the maximum allowable height for a Subdivision Sign is 6 feet and the maximum allowable sign area is 24 square feet. The applicant has submitted five different versions of the monument sign for the DRC's consideration (Attachments 1 and 2), which are discussed under the DISCUSSION/ANALYSIS section of the staff report. Staff recommends that the Committee review the applicant's request, forward comments and provide a recommendation of denial to the Planning Commission.

2 DRC Agenda Report December 14, 2017 Page 2 of 3 DISCUSSION/ANALYSIS: The subject property is oned Planned Community (PC) which encompasses the larger Pacifica San Juan development. The Municipal Code allows Subdivision signs in Residential and PC Districts limited to 6 feet in height (to the highest portion of the sign) and 24 square feet in area (which encompasses only the area containing the lettering and the background). Plan sheet #1, (Attachment 1) shows three sign versions (all are 48 square-foot in sign area) labeled A, B and C, and plan sheet #2, (Attachment 2) shows two versions (all are 24 square foot in sign area) labeled D and E. The measurements of the five different sign versions are shown below: A: Sign area measures 24' x 2' = 48 square feet. The distance between the pilasters is 29.5'. B: Sign area measures 19' x 2' %" = 48 square feet. The distance between the pilasters is 27'. C. Sign area measures 16' X 3' = 48 square feet. The distance between the pilasters is 21.5' D. Sign area measures 16' X 1.5' = 24 square feet. The distance between the pilasters is 20'. E. Sign area measures 12' x 2' = 24 square feet. The distance between the pilasters is 16'. All versions of the sign are the same height at the top of the pilasters (8 feet) and same height between the pilasters (6 feet). But three versions of the sign show a sign area of 48 square feet (Elevations A, B and C of Attachment 1) and two versions show a sign area of 24 square foot (Elevations D and E of Attachment 2). The pilasters for all five versions are 4' wide and 4.5' wide at the cap. The sign is proposed at the north entrance for the Pacifica San Juan residential neighborhood community and within the Forster Canyon Planned Community Comprehensive Development Plan (COP 81-01). The original plans (Enclosure 1 ), which the applicant is no longer pursuing, consisted of a proposal with 9' 1 0" tall pilasters and a sign area of approximately 81 square feet. These plans are included as it shows the location of the proposed sign and contains information about the materials. The applicant has submitted a Letter of Intent (Attachment 3) which asserts that the larger sign structure reflects the design of the existing monument entry walls and pilasters located at the entrance to the community from Camino Las Ramblas (Attachment 4) and should be considered a "Community Entry Monument". The landscape section of the Design Guidelines for Pacifica San Juan discusses "community entry treatments" and identifies the primary entry into Pacifica San Juan to be along Avenida California. The Guidelines state that this entry point should contain design elements such as low arches, low pitched roof elements and adobe brick or

3 DRC Agenda Report December 14, 2017 Page 3 of 3 slump stone block to reflect the early Spanish architectural influences on San Juan Capistrano as reflected in the existing entry monumentation (Attachment 4). The Design Guidelines identify just one location for a "community entry feature" (Enclosure 2). The remaining entry features are located at the entrance to the individual neighborhoods. The proposed sign location is not identified in the Guidelines as a "Community Entry Feature". Signage is not discussed in the Guidelines except the exhibit that describes the "Community Entry Design" that shows a small plaque mounted on the entry (Enclosure 2,). Design Elements of the Proposed Sign The attached plans (Enclosure 1) identify the various materials to be used for the sign. The materials and color samples will be presented at the meeting. Conclusion Although the material palate and color are compatible and appropriate for the location and reflect the design materials of the existing entry monumentation, staff does not find justifications for granting an exception for a sign to exceed the sie limitations of the Municipal Code. 6 October 4, 2017 Art Bashmakian City Planner, City of San Juan Capistrano Paseo Adelanto San Juan Capistrano, CA RE: Pacifica San Juan Entry Monument Dear Mr. Bashmakian, We have presented five versions of a monument sign we are proposing for the north end of the Pacifica San Juan community at the intersection of Valle Road and Vista Marina. At the south entrance of the community along Avenida California there exist monument walls and pilasters that provide a sense of arrival into the community. With the proposed monument sign at the north entrance we intend to achieve the same experience, an indication you have arrived into this beautiful community. The five versions we have submitted represent different iterations as they relate to the city code. We would also like to make the argument that the Design Guidelines set a precedent for the community as it relates to the height of the pilasters, but we will keep the sign wall at the 6' max as required by city code. In addition, city code allows 48 square foot max aggregate per project entry. So we have provided versions with 24 foot square foot and 48 square foot signs.
