Box 186 Mariposa, CA Phone: (209) Subject: Proposed Recology Development, Blossom Valley CA Dear Chairperson Martin, FirstCarbon Solutions (FCS) is preparing an Initial Study/ Mitigated Negative Declaration (IS/MND) for the proposed Oakmont of Evergreen Assisted Living Facility on behalf of the City of San Jose. As part of the environmental review process, we are conducting a cultural resources assessment. Recology Blossom Valley Organics North (BVON) intends to update their existing composting facility. Updates include: A new treatment pond, new wastewater infrastructure, work surface improvements, a new well and connecting piping, equipment/truck wash, additional processing line, an Aerated Static Pile system, and a litter and dust fence expansion. The Project site is located in a rural agricultural farmland near the Vernalis area. The surrounding area to the south and west are characterized by rural agricultural settings. The Project area and vicinity are generally flat, affording little in the way of vantage points or panoramic views. Although the Project area can be seen from numerous public roadways, it is not part of any formally-identified scenic vista. As part of the cultural resources assessment, FCS conducted a Sacred Lands File search and a California Historical Resources Information System (CHRIS) search, neither of which produced results. FCS contacted the Native American Heritage Commission (NAHC), and they suggested you might be able to provide further information. If you have any additional information regarding potential historic or cultural resources in proximity or relation to the proposed project area, we would greatly appreciate your input. Please note that this letter is a request for information pertaining to a cultural resources assessment and is not notification of a project under Senate Bill (SB) 18, Assembly Bill (AB) 52 or Section 106 of the National Historic Preservation Act.
