8 8 David Lock Associates Strategic Planning North Northamptonshire Location: Wellingborough, Corby, Kettering and East Northants Client: Bee Bee Developments North Northamptonshire was identified by the previous Government as a special area for urban expansion within the Milton Keynes and South Midlands Growth Area. David Lock Associates prepared a sub-regional strategy for North Northamptonshire on behalf of Bee Bee Developments, a major landholder in the area, for the next 30 years. As part of this, we prepared master plans for the major urban expansion of Corby, Kettering and Wellingborough. Our outline planning applications for all three expansion proposals have been approved and we are now working towards their detailed implementation, including the preparation of Design Codes and the submission of applications for the approval of Reserved Matters. Proposals for each of the three towns share some common elements: a sustainable urban extension linked directly to regeneration projects within the existing towns; landscape and green infrastructure plans; and a need to identify a clear purpose for each town within the growing North Northamptonshire sub-region.
9 9 Collectively, the North Northamptonshire sites will deliver in excess of 13,000 new homes to assist in the growth and regeneration of the three main towns. 10 10 David Lock Associates Strategic Planning East Milton Keynes Location: Milton Keynes Client: Places for People, Gazeley UK and Land Securities Brooklands comprises some 160ha of land immediately adjacent to Junction 14 of the M1 motorway and the historical village of Broughton. Following a successful appearance at the Local Plan Inquiry the site was allocated as a sustainable urban extension. A hybrid planning permission supported by a detailed Environmental Impact Assessment secured detailed permission for a 3.5km long 11m high acoustic ridge behind which outline permission was granted for over 2,500 mixed tenure homes, two primary schools, a secondary school, a hotel, office and industrial accommodation, a community hall and sports pavilion, football pitches and a cricket pitch, shops, a pub, two restaurants and an extension to the existing park plus new local pocket parks. Working towards implementation our work has resulted in detailed permission being permitted for both the initial phases of advanced highway infrastructure, two sustainable urban drainage systems for the new sustainable community, the first 100 homes and the first primary school. Nearby Magna Park, a 100ha site abutting Junction 13 of the M1, enjoys an ideal distribution facility location. Over a decade of Development Framework promotion and three Environmental Impact Assessments have resulted in outline planning permission for each phase of the 370,500m 2 development. David Lock Associates has subsequently secured the formal adoption of both a sitewide Development Brief and detailed Development Codes. Recently we have secured a conditional reserved matters permission for a John Lewis and a River Island high bay warehouse, each of which are over half a kilometre in length.

12 12 David Lock Associates Strategic Planning Priors Hall Location: Corby, Northants Client: Bee Bee Development Priors Hall is a new community of 5,100 dwellings and associated mixed use development on the eastern edge of Corby. The Priors Hall outline planning application, prepared by David Lock Associates was approved by Corby Borough Council in Seen as a catalyst for Corby s exciting regeneration strategy, the ambition for the development is for a new sustainable community within an extensive parkland setting. The parkland will make an important contribution to the regeneration of the town, providing an area of open countryside within easy reach of many homes. In addition, Priors Hall will transform the linkage between the existing industrial edge of Corby and its rural hinterland. The inspirational master plan prepared by DLA, is recognised by the CABE review panel as exemplary and it is believed that Priors Hall will bring about a step change in public realm and architectural quality. Acting as town architect since the grant of the outline planning permission of Priors Hall in 2007, we are committed to helping deliver an exceptional scheme. In February 2009, five years after it was blueprinted on our Priors Hall master plan, the 30 million Corby Business Academy was officially opened by the Prime Minister. We also helped the clients secure funding from NNDC, EMDA & NEL for an Enterprise Centre in Priors Hall, published the Design Code for the first phase of 2,600 units and mixed use district centre, and led the Zone 1 & Zone 2 primary infrastructure and public open space design.

14 14 David Lock Associates Strategic Planning Cranbrook Location: East Devon Client: The Cranbrook Consortium Devon is rising to the challenge of meeting new housing requirements by planning for a new community to the east of Exeter. David Lock Associates has been instrumental in developing the planning strategy from the confirmation of the location of the community in the structure plan and local plan through to the submission and successful resolution of the outline planning application and now the implementation of a first phase of 1,087 dwellings, community building, primary school and infrastructure. DLA is also the master planner of the new community. The proposals have evolved following thorough consultation with the public and key statutory consultees and the final master plan and Phase 1 reserved matters approvals adopt best practice and reflect the government s latest advice on sustainability and urban design. DLA has also secured the consent for an energy centre that is now under construction and which will supply the unique combined heat and power scheme for Cranbrook and other east of Exeter developments, using renewable fuel sources. The importance of the project is indicated by the commitment of Regional Infrastructure Fund monies, Growth Point and Low Carbon Fund resources, NAHP (and Housing Corporation) funding for the first 300 affordable units. Emerging planning policy envisages the expansion of Cranbrook to at least 6,500 dwellings.

16 16 David Lock Associates Strategic Planning Growth in South Peterborough Location: Peterborough Client: O&H Peterborough has a long history of planned growth. From the planned townships developed as part of the New Town came the development of Hampton, the city s southern township. First consented in 1993, the development of the 8,000 home urban extension is well underway. DLA has been involved with landowner and master developer O&H since 1996, taking on a strategic planning, master planning and implementation role to ensure that the original vision for the new community is translated into a successful reality. Hampton reached its half-way point of 4,000 dwellings in 2011, and development is ongoing. Following Peterborough s inclusion in one of the government s growth areas in 2003, DLA prepared a strategic analysis of long term development opportunities in the district. Having identified the south west of the city as a potential location for further growth, we prepared a development concept for a consortium of landowners which formed the basis for promoting the area to the City Council and local communities. The Core Strategy was adopted in 2011 and included an allocation for a 5,300 urban extension and strategic employment land in the south of the district, to be known as Great Haddon. Building on the success of Hampton, and taking into account the new infrastructure being delivered and planned in the south of the city, the benefits of allocating new development sites which sit within an area for long term strategic growth are recognised by the City Council and other service providers as a model for sustainable and cost-effective delivery of new homes and jobs. An outline application for 65 ha of employment land at Great Haddon was consented in 2011, with the mixed use Core Area to follow.

18 18 David Lock Associates Strategic Planning Thames Gateway Location: Dartford and Gravesham, Kent Client: Kent Thames-side Association Government guidance now identifies the 57 square kilometres Kent Thames-side area of north west Kent as one of the major new growth areas in the South East, if not the UK, over the next quarter of a century. Behind the conception and promotion of this area is the public/private sector Kent Thames-side Association. During the course of 1995, DLA led a team on behalf of the Association preparing the Kent Thames-side Vision, subsequently described as a unique exercise in British town planning. The Vision foresaw the development of over 30,000 new homes and the provision of over 50,000 new jobs largely on brownfield land, based on mixed use, public transport-orientated development that is, principles that have today become an established part of national planning policy and the cornerstone of the move towards more sustainable development. A subsequent update extended coverage to encompass a complementary social and community vision for the area.
19 19 To the east of London there is the capacity to provide much of the housing and employment need of London while reviving the environment of the shoreline from generations of despoliation. 20 20 David Lock Associates Strategic Planning Rugby Radio Station Location: Rugby Client: BT and Aviva Investors The development of a new, mixed use, sustainable urban extension to Rugby town and a potential extension to the highly successful DIRFT facility have been promoted by DLA on behalf of Rugby Radio Station Limited Partnership (RRSLP) since 2003 when the Radio Station became available for development. The central location of the Station, adjacent to strategic transport networks and its single ownership by RRSLP the joint venture between BT and Aviva Investors make the site a prime opportunity for new development in the M1/M6 corridor. The portion of the site in Rugby between the West Coast Mainline and the A5 is now allocated in Rugby s emerging Core Strategy as the larger of two sustainable urban extensions to the town. The proposals include 6,200 homes, reuse of the listed C Station, mixed use development in new employment areas and the district and local centres, primary and secondary education, associated community facilities and local services, open space and recreation grounds. A transport link will connect the development to Rugby s railway station and town centre. In June 2009 a five day Design Enquiry event was held to engage with key stakeholders and local communities. Rugby Borough Council resolved to approve the outline planning application in January 2014.

22 22 David Lock Associates Strategic Planning Sustainable Growth for East Kettering Location: Kettering, Northants Client: Alledge Brook LLP In Kettering, our plans for the largest sustainable urban extension in the North Northamptonshire growth area have recently been approved. The plans will see some 5,500 new homes built to the east of the town, and deliver vital new infrastructure to enable growth including a new junction 10a on the A14, a link to the A6 and a bypass to the Conservation Area villages of Warkton and Weekley in the north. The proposals will include a new secondary school, four new primary schools, create over 3,000 new jobs and provide a major stimulus to the economy of the town with a new gateway employment site and district centre.

24 24 David Lock Associates Strategic Planning Mixed Use Development at Bridgwater Location: Bridgwater, Somerset Client: Hallam Land North East Bridgwater, identified as a key strategic site within the South West RSS, is a specific response to the challenges faced by Bridgwater and to the vision for the town being evolved through the Council s economic master plan and the Bridgwater Challenge initiative. North East Bridgwater will accommodate a mixed use development delivering some 2,000 new homes, 110,000 sq.m of mixed employment floorspace (generating some 2,500 jobs), a primary school and local facilities and wind turbine. The proposals are tailored to deliver a diversification in the town s economic base, to underpin the town centre s function and to secure a better balance between the resident and employed population of the town. A planning application was lodged by David Lock Associates in 2008, on behalf Hallam Land Management. A particular feature of the project is the potential for early implementation and the delivery of immediate economic benefits. To this end, particular attention has been given to the preparation of effective implementation strategies and mechanisms at the earliest stages of the project and the application process.
25 Just three and a half years from an instruction to prepare a planning application for 2,000 dwellings and a million square feet of employment floorspace, Wm Morrisons Supermarkets have opened their regional distribution centre for the South West and Wales and the first of 400 dwellings are occupied. 26 26 David Lock Associates Strategic Planning Alconbury Enterprise Zone Location: Alconbury Airfield, Huntingdon Client: Urban & Civic David Lock Associates was appointed by Urban&Civic, owners of the former Alconbury Airfield in Huntingdonshire, to prepare a vision and master plan for a new mixed use community on this major strategic site. Covering some 575 ha, Alconbury is the largest brownfield site in the south of England. David Lock Associates vision for its future is for a campusstyle development of high quality new homes and jobs set in a new and extensive landscape setting. The magnitude of the opportunity is truly inspiring and the master plan that has evolved accommodates some 5,000 houses and 8,000 jobs on the site. The scale of the site also means that a number of exciting sustainable solutions are being explored including the provision of a new rail station, renewable energy projects and connectivity to the Cambridgeshire Guided Busway. The approach to the development of Alconbury Weald is focussed on delivering a range of quality new homes set in a high quality living landscape. The nature of the site provides real opportunities in this regard. The provision of a new landscape setting for development will include the planting of half a million new trees, provision of 700 acres of open space, including community allotments and a Heritage Park, and the integration of new water bodies. This environmental setting is also vital in attracting new investment, jobs and opportunities. New employment will focus on low carbon, high tech & creative industries, ICT, research and development and advanced manufacturing, engineering and processing. An Outline Planning Application for the whole site was submitted in August This extensive application package totalled more than 7,000 pages and, according to Property Week, was the largest planning application of the year. Our vision for the site has now secured support from the Local Planning Authority and the Local Enterprise Partnership and we are currently working with Huntingdonshire District Council to amend their Local Plan to accommodate the aspiration for Alconbury Weald.
27 The opportunity presented by the Alconbury Enterprise Zone and the development of the wider site aligns planning with economic development in order to deliver growth and change which is economically as well as environmentally sustainable. Andy Fisher
28 28 David Lock Associates Strategic Planning North Wellingborough Location: Wellingborough, Northants Client: Bee Bee Developments North Northamptonshire has been identified by the Government as a special area for urban expansion within the Milton Keynes and South Midlands Growth Area. David Lock Associates have prepared a sub-regional strategy for North Northamptonshire on behalf of Bee Bee Developments, a major landholder in the area, for the next 30 years. As part of this, we prepared master plans for the major urban expansion of Corby, Kettering and Wellingborough. North West Wellingborough is identified in the North Northamptonshire Core Strategy as a direction for growth of the town, and our proposals for Upper Redhill will meet this need. Some 3,000 new homes are planned and will see completion of the Isham to Wellingborough link road and the downgrading of the A509 which currently passes through villages on its way to the A14. The proposals include extensive new parklands to provide a defined edge to the town, new schools and a local centre with shops and offices. The proposals will see the first major technology park developed in North Northamptonshire under the Northamptonshire Technology Realm initiative.

30 30 David Lock Associates Strategic Planning Growing Leicester: New Lubbesthorpe Location: Blaby, Leicestershire Client: Hallam Land DLA prepared and submitted an outline planning application for this Sustainable Urban Extension (SUE) to the west of Leicester in Blaby District at a location identified in the Regional Strategy and supported by the local authority. New Lubbesthorpe is located west of the M1 motorway and north and south of the M69 between the existing communities of Leicester Forest East and Enderby. Extending to nearly 400 hectares the site includes former parkland associated with Enderby Hall and the abandoned medieval village of Lubbesthorpe which gives the new community its name and is also a Scheduled Ancient Monument (SAM). Our concept is to create a complete new mixed use community with a variety of homes, shops, schools and business provision, meeting the needs of the new community, responding to the need for strategic business space and providing facilities for nearby communities. The development is set within a generous framework of parks and new gardens. Four existing plantation woodlands and the SAM are retained and incorporated into a major central park. Sustainability is at the heart of the development with ambitious targets set to achieve low carbon renewable energy to serve the development. New access links will be established into and through the site and new crossings over the M1 and M69 motorways are proposed to link to the east. Following a resolution to grant planning permission by Blaby Borough Council New Lubbesthorpe is set to become a major new showcase for 21 st century sustainable lifestyles.
