5 2018 Community Development Institute Speakers Stevie Adams Stevie Adams, Freshwater Specialist with The Nature Conservancy (TNC), holds a Master s degree in Science in Biology from California State University Northridge and is professionally certified as a Certified Floodplain Manager (CFM) through the Association of State Floodplain Managers (ASFPM). She has fifteen years of experience with many aspects of natural resource conservation including stream habitat restoration, biological monitoring, GIS modeling, community planning and policy work. Sarah Alexander Sarah M. Alexander is a Ph.D. candidate in the department of development sociology at Cornell University, focusing in the field of environmental sociology. Her current research involves two projects on water: a study of drinking water perceptions and behavior in NYC, and collaborative work with CaRDI on flood risk in New York State. Shorna Allred Dr. Shorna Allred obtained her Ph.D. from Oregon State University and her B.S. and M.S. degrees from Penn State University. Allred began her academic career at Purdue University and joined Cornell in 2007 as an Associate Professor of Human Dimensions of Natural Resources in the Dept. of Natural Resources. She is also the Associate Director of the Human Dimensions Research Unit and a member of the Graduate Fields of Natural Resources and Global Development. Her research and outreach program at Cornell focus on understanding human attitudes, motivations, and behavior related to natural resource conservation and management. Her main interests center on how social science can facilitate communitybased approaches to planning and management while enhancing the resilience and sustainability of communities both locally and abroad. Mary Austerman Mary Austerman has been with New York Sea Grant since Having taken on the coastal community outreach role for NYSG in 2014, Mary uses a community-driven approach to identify priority issues of decision-makers in New York s Great Lakes basin. Mary assists communities in areas of climate change adaptation and resilience, vulnerability identification, green infrastructure, planning (adaptation/preparedness/resiliency planning, post-disaster recovery watershed, etc.), sustainable renewable energy discussions, and watershed protection. Much of her current work focuses on assisting communities in their efforts in preparing for hazards such as the impacts of climate change and coastal storms. Mary is happy to meet with municipalities in the Great Lakes basin to learn more about their needs in these and related areas. Paul Beyer Paul Beyer is the State Director of Smart Growth Planning at the NYS Department of State. In this position, Paul promotes the principles of Smart Growth on the state, regional and local level in New York. Paul's experience in land use and Smart Growth began when he worked in the New York State Legislature, where he focused on land use, environmental and public health policy. Paul served on the Planning Board in the Town of Amherst, NY for five years, where he helped develop the town s Comprehensive Plan. Paul also served on the Board of Directors of Partners for a Livable Western New York, the premier Smart Growth advocacy group in the Buffalo-Niagara region. Paul has a law degree from the University at Buffalo. Robin Blakely-Armitage Robin Blakely-Armitage is a Senior Extension Associate and Program Manager with the Community & Regional Development Institute (CaRDI) and a member of the Department of Development Sociology. Her area of emphasis is community development and the use of demographic data for strategic planning and informed decision-making. Her recent applied research interests include examining socioeconomic implications of flood risk, displacement and migration impacts related to climate change in NYS, improving the University-Intermediary relationship to support informed local decisions around controversial issues, and examining rural-urban inter-dependencies and bridging divides in a regional context.

6 Katherine Bunting-Howarth Katherine (Kathy) Bunting-Howarth is the Interim Director of the New York Sea Grant Institute. She also functions as the Associate Director of New York Sea Grant and Assistant Director of Cornell Cooperative Extension. She serves on multiple boards and committees including the Mid-Atlantic Regional Association Coastal Ocean Observing System (MARACOOS), Executive Council of the Science and Resilience Institute at Jamaica Bay, New York Water Resource Institute, Great Lakes Basin Advisory Council, Cornell Biological Field Station and the Chesapeake Bay Program Science and Technical Advisory Committee. Active in the national Sea Grant network, she is Past Chair of the Sea Grant Extension Assembly. She enjoys working with diverse groups of people to address wicked problems-from changing lake ecosystems to estuarine eutrophication to climate adaptation to optimizing the transportation of crude oil. The former Director of Water Resources for the state of Delaware, Kathy served in leadership roles for two National Estuary Programs as well as the Chesapeake Bay Program and the Delaware River Basin Program. Bunting-Howarth holds a Ph.D. in Marine Studies (concentration in Marine Policy) (University of Delaware, 2001) and a JD with a certificate in Environment and Natural Resource Law (University of Oregon, 1995). Josh Cerra Associate Professor Cerra has practiced as a designer and ecologist for 25 years combined. His work addresses relationships between urban ecosystems, communities and site development processes, and their implications for urban ecological design and climate-adaptive design. Since 2013 Cerra has directed the Climate-adaptive Design (CAD), which in partnership with New York State Department of Environmental Conservation, Scenic Hudson and others links design students with floodprone Hudson riverfront municipalities to develop alternative design strategies for more climate-adapted and connected waterfront areas. He has also directed the YardWorks Studio, which in partnership with the Cornell Laboratory of Ornithology developed urban ecological design strategies that enhance urban ecological conditions in ways that are compatible with social norms interests and needs. Allison Chatrchyan Allison M. Chatrchyan is the Director of the Cornell Institute for Climate Smart Solutions, and a Senior Research Associate in the Departments of Development Sociology and Earth and Atmospheric Sciences at Cornell University. She is also a Faculty Fellow with the Atkinson Center for a Sustainable Future at Cornell. As a social scientist, her work focuses on the interactions between social, environmental, and agricultural systems. With the Institute, Dr. Chatrchyan facilitates interdisciplinary research and extension teams and helps develop resources and tools for climate change adaptation and mitigation. Her research focus is on assessing views and actions on climate change, multi-level climate change governance mechanisms, and climate change policies and institutions. Dr. Chatrchyan helped establish the Cornell Climate Smart Farming program, the University Climate Change Seminar series, and has led the Cornell Delegations to COP21, COP22, and COP23. Kristopher Dodson Khris Dodson provides technical assistance and training to communities on topics related to municipal management and finance including resiliency planning, workforce planning, and other topics related to local infrastructure, leadership, and management. He has additional expertise regarding stormwater management, water and land-use BMPs, Great Lakes science and policy, and collaborative governance. Dodson has a master s degree from the SUNY College of Environmental Science and Forestry and a Master of Arts from Syracuse University. Jared Enriquez Jared Enriquez is fourth-year PhD candidate in City & Regional Planning. Jared s research centers on water policy, environmental management, and community development. His dissertation project examines how flood buyout programs in New York State have emerged and function as a municipal tool for post-disaster recovery and ecological restoration. This project can assist practitioners in managing environmental change and finding housing solutions for those impacted or displaced by flood events. After Cornell, Jared hopes to become an assistant professor whose research will continue to assess the equity implications of environmental policies and the diversification of climate adaptation actors.

7 Carolyn LaBarbiera Fraioli Carolyn LaBarbiera Fraioli is a Coastal Resources Specialist at the New York State Department of State s Office of Planning and Development. She works within the Climate Change and Resilience Unit, and provides technical assistance to communities, as well as agency staff, on topics such as coastal processes and hazards, shoreline management techniques, and risk assessment. Carolyn has degrees in Marine Biology and Environmental Management from the University of North Carolina at Wilmington and Duke University, respectively. She serves the Department on resilience initiatives such as the Community Risk and Resiliency Act and is currently managing a project to develop a shoreline monitoring framework for the state. Laura Heady Through a partnership with Cornell University, Laura Heady is the Conservation and Land Use Program Coordinator at the NYSDEC Hudson River Estuary Program, where she has worked since Through training and technical assistance, Laura helps municipalities, counties, and regional partners to build capacity for more effective conservation of natural areas and habitat in the estuary watershed. She has a Master of Science degree in biology with an emphasis in ecology from Idaho State University, and a Bachelor of Science in environmental science from Rutgers University. Kristen Hychka Dr. Hychka is a Research and Outreach Specialist at the Syracuse University Environmental Finance Center where she provides technical assistance to municipalities regarding water resources management and smart growth planning. Her focus areas include flood resilience, stormwater management, and green infrastructure planning and implementation. She also is a Research Associate at the University of Maryland Center for Environmental Science Chesapeake Bay Lab where she does applied research on the benefits of ecosystem restoration. She also has expertise in wetlands and watershed management, geographic information systems (GIS), ecosystem services, and public engagement. She has a BA in Biology from Smith College, an MS in Wildlife and Fisheries Science from Penn State, and a PhD in Geography from Penn State. Shelly Johnson-Bennett Shelly Johnson-Bennett is the Director of the Delaware County Planning Department. Lucy Jones Dr. Lucy Jones is the founder of the Dr. Lucy Jones Center for Science and Society, with a mission to foster the understanding and application of scientific information in the creation of more resilient communities. She is the author of the book, The Big Ones (Doubleday, April 2018) and is also a Research Associate at the Seismological Laboratory of Caltech, a post she has held since Working with both the public and private sectors, Dr. Jones seeks to increase communities ability to adapt and be resilient to the dynamic changes of the world around them. The aim is to understand and communicate where the greatest vulnerabilities lie and what actions can be taken to reduce the risk that are the most cost-effective. With a Bachelor of Arts in Chinese Language and Literature from Brown University and a Ph.D. in Geophysics from MIT, Dr. Jones has been active in earthquake research for decades, furthering earthquake risk reduction through seismological research and integrated disaster scenarios. David Kay David Kay is a Senior Extension Associate with the Community & Regional Development Institute (CaRDI) in the Department of Development Sociology. David provides leadership for CaRDI programming in the areas of energy, land use and community development. His work on land use involves research, outreach, and training efforts that attempt to build community-based decision making capacity and to help weave local policy into a regionally coherent fabric. He has increasingly focused on the community and economic development implications of energy transitions. His research and outreach work is especially concerned with building informed decision making capacity in the context of community controversy. David serves on the boards of several city, town, county and New York State State not-for-profit or government organizations concerned with sustainability and municipal land use planning.

8 Barbara Kendall Barbara joined the NYS Department of State, Office of Planning, Development and Community Infrastructure in 2012 as a Coastal Resources Specialist. At DOS Barbara works with communities in New York State s North Country on Local Waterfront Revitalization Programs, plans, and implementation projects; the NY Rising Community Reconstruction Program; and the Downtown Revitalization Initiative. Prior to DOS she worked with communities, counties, state agencies and non-profit organizations in the environmental management field for 21 years, including initiatives pertaining to land use, watershed planning, greenway development, stormwater management and better site design. Barbara has a Master s degree from Duke University in Forest Ecology and a Bachelor s degree in Biology from Williams College. Barbara has previously served on the statewide NYS Planning Federation Board and the NYS Association of Environmental Management Councils Board; as well as the Planning Board, the Zoning Board of Appeals and the Conservation Advisory Council in the Town of Dover. He is currently adjunct faculty at The New School and the City University of New York, along with practicing as a planner within government, the nonprofit sector, and consultant, for 10 years. He received a Bachelor of Science in Urban Studies from Virginia Commonwealth University, and a Master of Urban and Regional Planning from Virginia Tech University. His work is focused on applying creative practice as a means of reducing suffering from social inequality, and has historically included issues of governmental accountability, environmental justice, and fair housing, to name a few. You can read more and contact Aurash at James Knighton James Knighton is a PhD student in the Cornell University Department of Biological and Environmental Engineering. James is interested in using stochastic approaches applied to physically-based hydrologic models to study a diverse range of environmental issues. James research is currently focused on riverine nutrient and sediment load estimation, reframing riverine flooding risk from an atmospheric perspective, and describing unsaturated zone dynamics through simulation of stable water isotopes. James previously worked as a professional engineer studying coastal flood risks posed for US nuclear facilities and urban flooding in the City of Philadelphia. Kristin Marcell Kristin Marcell works for the Hudson River Estuary Program. The Hudson River Estuary Program helps people enjoy, protect, and revitalize the Hudson River and its valley. The Estuary Program s Climate Resilience Program is a partnership between the New York State Department of Environmental Conservation (DEC) and Cornell WRI. It is currently focused on three areas: (1) helping shoreline communities plan, design and implement projects that increase their resilience to flooding, heat and drought; (2) working with partners, engineers and design firms to develop standard methods to design and evaluate the effectiveness of natural and nature-based shoreline solutions; and (3) developing state guidance for permit programs, applicants and communities to consider nature-based solutions in project design as part of the implementation of the NYS Community Risk and Resiliency Act. Heidi Mouillesseaux-Kunzman Heidi Mouillesseaux-Kunzman is a Senior Extension Associate with the Community and Regional Development Institute (CaRDI) in the Department of Development Sociology at Cornell University. Heidi develops educational programs and tools, facilitates networking opportunities, and conducts research designed to help local officials, community and economic developers, and other local leaders to collaboratively identify, pursue, and achieve their community's development goals. Heidi s current activities include support for university-wide collaboration around local and regional food systems, resilient communities through her work with Rust 2 Green Binghamton, and the facilitation of student engaged learning through Rust 2 Green and the Community Food Systems Minor. Within these initiatives, Heidi s focus is on providing students with career related work experience and structured opportunities to strengthen their understanding of community and their capacity for meaningfully contributing to it.

9 Sarah Pralle Sarah Pralle is an associate professor of Political Science at the Maxwell School at Syracuse University. I received my Ph.D. in Political Science from the University of Washington and my B.A. in Political Science from Bates College. Prior to joining the faculty at the Maxwell School, I was a post-doctoral fellow at the Woodrow Wilson School of Public and International Affairs at Princeton University. My research focuses on the politics that affect public policy processes, particularly in the area of environmental policy. Currently I am working on a project that examines the politics of mapping flood zones in U.S. communities, which is part of a larger effort to understand climate change adaptation. I am also examining the social construction of policy success and failure. Brian Rahm Brian is a Research Associate with the NYS Water Resources Institute. The Mission of the New York State Water Resources Institute (WRI) is to improve the management of water resources in New York State and the nation. WRI collaborates with regional, state, and national partners to increase awareness of emerging water resources issues and to develop and assess new water management technologies and policies. WRI connects the water research and water management communities. Collaboration with New York partners is undertaken in order to: 1) Build and maintain a broad, active network of water resources researchers and managers, 2) Bring together water researchers and water resources managers to address critical water resource problems, and 3) Identify, adopt, develop and make available resources to improve information transfer on water resources management and technologies to educators, managers, policy makers, and the public. Linda Shi Linda Shi is Assistant Professor at Cornell University's Department of City and Regional Planning. Her research focuses on how cities are adapting to climate change, the equity and justice implications of climate impacts and adaptive responses, and the possibilities of transformative reforms to structural drivers of vulnerability. An urban environmental planner by training, Shi has worked for AECOM, the Institute for International Urban Development, and the Rocky Mountain Institute, and consulted for the World Bank and American Institute of Architects on projects and research in the U.S., Asia, Latin America, and Africa. She has a PhD in urban and regional planning from MIT, master's in urban planning from Harvard, and a bachelor's and master's in environmental management from Yale. Scott Steinschneider Dr. Scott Steinschneider is an Assistant Professor in the Department of Biological and Environmental Engineering at Cornell University. His primary expertise is in statistical hydroclimatology, with two principal focus areas: (1) the characterization of hydroclimatic variability across space-time scales, and (2) the analysis of hydroclimate impacts in the water sector. His work has focused on water systems across the United States and globally and has been sponsored by the U.S. Army Corps of Engineers, National Atmospheric and Oceanic Administration, and National Science Foundation. He earned his BA in Mathematics from Tufts University and his M.S. and Ph.D. in Civil and Environmental Engineering from the University of Massachusetts, Amherst. Prior to arriving at Cornell, he was a postdoctoral research fellow at the Columbia Water Center at Columbia University.

10 Jayme Breschard Thomann Jayme Breschard Thomann, AICP, CFM is a Senior Planner at Genesee/Finger Lakes Regional Planning Council located in Rochester, New York. She provides comprehensive planning support to a nine county region. She has led numerous planning efforts over the last twelve years with G/FLRPC specializing in land use, municipal, and water resources planning which includes Federal Phase II Stormwater Regulation technical assistance, stormwater and floodplain management planning, green infrastructure and watershed management education and outreach. Jayme routinely presents at the biannual Local Government Workshop training series and other workshops/conferences across New York State as well as webinars. She obtained dual Bachelor of Arts degrees in Historic Preservation and Geography from Mary Washington College and holds a Master of Arts in Historic Preservation Planning from Cornell University. Jayme currently serves as Chair of the New York State Floodplain and Stormwater Managers Association (NYSFSMA). Jamie Vanucchi Jamie Vanucchi is Assistant Professor of Landscape Architecture in the College of Agriculture and Life Sciences at Cornell University. Jamie's research has a local and regional focus, with an emphasis on New York State urban areas and water systems and the Susquehanna watershed. She studies and designs novel ecologies and land-based infrastructures (e.g. soils, forests) that perform work for cities with minimal or alternative inputs. This is an especially compelling time for the discipline of landscape architecture, when we have powerful technical tools and access to data that allow us to grapple with complex landscape design problems involving cross-scale analyses and projecting change through time. Tying this abstract information back to the material, poetic and experiential qualities of landscape is the crux of landscape architecture. Jack Zinda Jack is an assistant professor in the Department of Development Sociology at Cornell University. As an environmental sociologist, he studies and teaches about how people make and respond to environmental change and how groups of people do or do not work out concerns about the material world. His research focuses on the transformations that accompany efforts to change rural livelihoods and conserve natural resources in China. Drawing from scholarship in environmental sociology, political ecology, and coupled natural and human systems, he joins social and biophysical data to understand how changing livelihoods and state-society relationships articulate with dynamic ecologies in the context of major environmental protection efforts. He is also currently involved in an applied research project examining perceptions of flood risk and the associated impacts of climate migration on the Hudson River in New York State.
