The summer aquatics program has not been affected. Due to the warm weather, the water in the pool has maintained an acceptable temperature without the heater. The current heater was purchased in 2003 and has fulfilled its life expectancy. The purchase and installation of a heater for Smith Park Pool qualify for Los Angeles County Park Bond Maintenance and Servicing Funds. The new energy efficient heater chosen by staff will also qualify for a Gas Company rebate. Both of these funding sources offer reimbursements. Staff need to make the purchase using city funds and apply to receive the reimbursement. The new heater can be purchased at no cost to the city. Parks and Recreation staff recommends that the City Council approve the increase of $20, to Expenditure Account # to fund the purchase of a new heater for Smith Park Pool and the increase of $20, to Revenue Account# to accommodate the reimbursement of funds. BACKGROUND The Smith Park Pool heater was replaced in June The pool is used year round. During the summer the city aquatics programs are held at the pool, the San Gabriel Seagulls use the pool all year, and from January through May the Gabrielino High School swim team practices and holds meets at the pool. The heater has recently ceased to function and park staff have been working to determine if it would be best to repair the 10 year old heater or replace it. Staff has determined the most cost effective approach will be to replace the heater. Due to warm weather we have been able to continue the summer aquatics programs without the heater. As the cooler weather approaches the heater will be needed.

2 Staff Report Purchase of Heater for Smith Park Pool August 20, ANALYSIS The Parks Division is responsible for the maintenance and operation of Smith Park Pool. Each summer the pool serves our community by providing swim lessons that focus on swimming skills and water safety. American Red Cross Swim Lessons are taught by Parks and Recreation Department staff weekday mornings. evenings and Saturdays. This summer 1402 students enrolled in swim lessons. During the summer the pool is also open for recreational swimming during afternoons and evenings. The San Gabriel Seagulls, a private swim team, use the pool year round and Gabrielino High School practice at the pool during their swim season. Both groups share in the cost of operating the pool. In order to insure the pool is welcoming and operational for the swim teams we need to purchase the heater in anticipation of the weather change. FUNDING ANALYSIS The purchase of a new heater for Smith Park Pool qualifies for the Los Angeles County Park Bond Maintenance and Servicing Funds. Since the passage of the first Los Angeles County Park Bond issue in 1994, the City of San Gabriel has been accumulating Maintenance and Servicing Funds from the Proposition. These funds have been held for us in an interest bearing account by the County of Los Angeles. The funds are to be used for maintenance on projects funded by the propositions which were passed in 1994 and San Gabriel used Park Bond funds for Smith Park Pool renovation, sprinkler renovation at Smith and Vincent Lugo Parks, children's play area renovation at Smith and Lugo Park, Smith Park handball court renovation, Gabrielino Gym renovation and Smith Park expansion. Each year a portion of this funding is utilized to subsidize staffing cost to maintain the western area at Smith Park that was part of the park expansion. Staff has received authorization from the county to purchase the heater using the Maintenance and Servicing Funds. These funds are available on a reimbursement basis. Purchase of a new heater requires installation by a trained installer. The installation quotation includes all electrical, controller and venting connections and it includes training city staff on heater operation and maintenance. In line with purchasing policy staff acquired three written bids, which are attached. Staff has chosen an energy efficient heater, in line with the City's "San Gabriel Goes Green Sustainability Action Plan", that also qualifies for a rebate from the Gas Company. The rebate is based on the size and efficiency of the heater and will be determined after the heater is installed. The rebate will be approximately $2, The Maintenance and Servicing Funds will cover the balance of the heater cost regardless of the rebate amount.
