(BLP) on behalf of the Toronto Catholic District School Board (Board) to collect samples of settled dust from designated areas of St. Patrick Catholic Secondary School. The work was completed to comply with a Ministry of Labour requirement for the Board to undertake sampling for dust within the school s duct systems. DCS staff attended the above-referenced site on 29 March 2014 to collect samples of dust suspected of containing asbestos. The sampling was completed in accordance with ASTM D Standard Test Method for Microvacuum Sampling and Indirect Analysis of Dust by Transmission Electron Microscopy for Asbestos Structure Number Surface Loading, This microvacuum sampling and indirect analysis method is used for the general testing of nonairborne dust samples for asbestos. It is used to assist in the evaluation of dust that may be found on surfaces in buildings such as ceiling tiles, shelving, electrical components, duct work, carpet, etc.

2 Page 2 This test method provides an index of the surface loading of asbestos structures in the dust per unit area analyzed as derived from a quantitative Transmission Electron Microscopy (TEM) analysis. This test method does not describe procedures or techniques required to evaluate the safety or habitability of buildings with asbestos-containing materials, or compliance with regulations. At present, no relationship has been established between asbestos-containing dust as measured by this test method and potential human exposure to airborne asbestos. (1) A total of 18 samples were collected from each of the air handling units, and the Pool and Changeroom Area ventilation ducting, and forwarded to EMSL Canada Inc., a commercial laboratory in Mississauga, Ontario for analysis. Asbestos was not detected in the samples collected in the remaining nine air handling units.

4 Page 4 Although no criteria exist in Ontario directly applicable to the presence of asbestos in dust, the Ministry of Labour requirement specified the employer to cause testing for asbestos fibres in the settled dust throughout the school s duct work to be conducted, at the expense of the employer, by a certified industrial hygienist or person with equivalent professional knowledge and to provide, at the expense of the employer, a report of their findings.
